The Ministry of Law and Justice (Department of Justice), in exercise of powers conferred by clause (la) of sub-section (2) of section 27 of the Legal Services Authorities Act, 1987 (39 of 1987) and in consultation with the Chief Justice of India, hereby makes the Permanent Lok Adalat (Other Terms and Conditions of Appointment of Chairman and Other Persons) Amendment Rules, 2025. These rules, published vide notification G.S.R. 312(E) dated 15th May, 2025, further amend the Permanent Lok Adalat (Other Terms and Conditions of Appointment of Chairman and Other Persons) Rules, 2003 (principal rules published vide G.S.R. 3(E) dated 2nd January, 2003 and previously amended vide G.S.R. 373(E) dated 13th May, 2008, G.S.R. 618(E) dated 22nd June, 2016 and G.S.R. 787(E) dated 22nd December, 2020). The amendments include: substituting the sitting fee in rule 3(3) from "two thousand rupees" to "two thousand and five hundred rupees"; substituting rule 3(5) to introduce revised conveyance allowance rates (Rs. 1,000, Rs. 750, Rs. 500 per sitting for X, Y, Z cities based on population criteria) with a monthly ceiling of eight thousand rupees; and substituting rule 7(3) to revise sitting frequency based on pendency (up to one hundred cases: at least once a week, listing at least five matters; over one hundred cases: at least twice a week, listing at least five matters). The Amendment Rules, 2025 shall come into force on the date of their publication in the Official Gazette.

L.-33004/99 The Gazette of India CG-DL-E-16052025-263137 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 269] NEW DELHI, THURSDAY, MAY 15, 2025/VAISAKHA 25, 1947 MINISTRY OF LAW AND JUSTICE (Department Of Justice) NOTIFICATION New Delhi, the 15th May, 2025 G.S.R. 312(E).— In exercise of the powers conferred by clause (la) of sub-section (2) of section 27 of the Legal Services Authorities Act, 1987 (39 of 1987), the Central Government in consultation with the Chief Justice of India, hereby makes the following rules further to amend the Permanent Lok Adalat (Other Terms and Conditions of Appointment of Chairman and Other Persons) Rules, 2003, namely:— 1. Short title and commencement. — (1) These rules may be called the Permanent Lok Adalat (Other Terms and Conditions of Appointment of Chairman and Other Persons) Amendment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Permanent Lok Adalat (Other Terms and Conditions of Appointment of Chairman and Other Persons) Rules, 2003, (i) in rule 3, — (a) in sub-rule (3), for the words "two thousand rupees", the words "two thousand and five hundred rupees" shall be substituted; (b) for sub-rule (5), the following sub-rule shall be substituted, namely:— "(5) For the purpose of attending the sittings of Permanent Lok Adalat, the Chairman and other person shall be entitled to conveyance allowance based on the classification of cities as under: +-----+-------------------------+------------------+----------------+ | S.No. | Classification of Cities| Population criteria| Rate per sitting | +=====+=========================+==================+================+ | 1. | X | 50 lakhs and above | Rs. 1,000/- | +-----+-------------------------+------------------+----------------+ | 2. | Y | 5 lakhs to 50 lakhs| Rs. 750/- | +-----+-------------------------+------------------+----------------+ | 3. | Z | Below 5 lakhs | Rs. 500/- | +-----+-------------------------+------------------+----------------+ The above conveyance allowance is subject to a ceiling of eight thousand rupees per month.”; (ii) in rule 7, for sub-rule (3), the following sub-rule shall be substituted, namely:— "(3) The sitting of the Permanent Lok Adalat, as and when necessary, shall be convened by the Chairman and a Permanent Lok Adalat having a pendency of upto one hundred cases shall sit at least once a week and list at least five matters per sitting and a Permanent Lok Adalat having pendency of more than one hundred cases shall sit at least twice a week and list at least five matters per sitting".
