The Ministry of Law and Justice (Legislative Department) issued the Ladakh Official Languages Regulation, 2025 (No. 3 of 2025) on June 2, 2025. This Regulation was promulgated by the President under the powers conferred by Article 240 of the Constitution, read with sub-section (2) of section 58 of the Jammu and Kashmir Reorganisation Act, 2019 (34 of 2019), and extends to the entire Union territory of Ladakh. It shall come into force on a date appointed by the Central Government via notification in the Official Gazette. Section 3 stipulates that English, Hindi, Urdu, Bhoti, and Purgi languages shall be the official languages for all or any official purposes of the Union territory, effective from a date appointed by the Administrator. The English language will continue to be used for all official purposes for which it was used prior to this Regulation's commencement. Section 4 authorizes the Administrator to take necessary steps, including making rules, to strengthen institutional mechanisms for the promotion and development of other languages in the Union territory and to establish an Academy of Art, Culture and languages, with special efforts directed towards native languages such as Shina (Dardic), Brokskat (Dardic), Balti, and Ladakhi. The Regulation's provisions are in addition to, and not in derogation of, any other law in force in the Union territory, and the Administrator is empowered to issue orders to remove difficulties in its implementation for a period of two years from its commencement.

In exercise of the powers conferred by article 240 of the Constitution read with sub-section (2) of section 58 of the Jammu and Kashmir Reorganisation Act, 2019, the President is pleased to promulgate the following Regulation made by her:- 34 of 2019. 1. (1) This Regulation may be called the Ladakh Official Languages Regulation, 2025. (2) It extends to the whole of the Union territory of Ladakh. (3) It shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint. Definitions. 2. In this Regulation, unless the context otherwise requires,— (a) "Administrator" means the Administrator of the Union territory of Ladakh appointed by the President under article 239 of the Constitution; (b) "Union territory" means the Union territory of Ladakh. Official languages of Union territory. 3. With effect from such date as the Administrator may, by notification in the Official Gazette, appoint in this behalf, the English, Hindi, Urdu, Bhoti and Purgi languages shall be the official languages to be used for all or any of the official purposes of the Union territory: Provided that the English language shall continue to be used for all the official purposes of the Union territory for which it was being used before the date of commencement of this Regulation. Promotion and development of other languages. 4. (1) The Administrator may take such necessary steps as may be provided by rules to be made by him to strengthen the institutional mechanisms for the promotion and development of other languages in the Union territory and the establishment of the Academy of Art, Culture and languages. (2) The institutional mechanisms referred to in sub-section (1) shall make special efforts for the promotion and development of other native languages of Ladakh: Shina (Dardic), Brokskat (Dardic), Balti and Ladakhi. (3) Every rule made under this Regulation shall be laid, as soon as may be after it is made, before each House of Parliament. Regulation in addition to and not in derogation of any other law. 5. Save as otherwise provided, the provisions of this Regulation shall be in addition to and not in derogation of any other law for the time being in force in the Union territory. Power to remove difficulties. 6. (1) If any difficulty arises in giving effect to the provisions of this Regulation, the Administrator may, by order published in the Official Gazette, make such provisions, not inconsistent with the provisions of this Regulation, as may appear to it to be necessary or expedient, for removing difficulty: Provided that no order shall be made after the expiry of a period of two years from the date of commencement of this Regulation.
