The Ministry of Law and Justice (Legislative Department, Legislative-III Section) issued an Order dated 16th April 2024, under F. No. 23(45)/2022-Leg-III(LD), recording that the Supreme Court, in its judgment dated 17.10.2023 in Writ Petition No. 1011/2022 (Supriyo @ Supriya vs. Union of India), directed the Central Government to constitute a committee chaired by the Cabinet Secretary to examine issues relating to the queer community; the Central Government accordingly constitutes a Committee comprising the Cabinet Secretary (Chairperson), Secretary of the Department of Home in the Ministry of Home Affairs, Secretary of the Ministry of Women and Child Development, Secretary of the Department of Health and Family Welfare, Secretary of the Legislative Department in the Ministry of Law and Justice, and Secretary of the Department of Social Justice and Empowerment (Convener), which may co-opt experts and other officers, and is tasked with examining and recommending on measures to ensure non-discrimination in access to goods and services, protection from violence/harassment/coercion, prevention of involuntary medical treatments and surgeries (including mental health), non-discrimination in access to social welfare entitlements, and any other necessary issues concerning the queer community; the Order issues with the approval of the Minister of State (Independent Charge), Law and Justice, and is signed by Veena Kothavale, Additional Secretary.

No. 23(45)/2022-Leg-III(LD).—The Hon'ble Supreme Court vide its judgment dated 17.10.2023, in Writ Petition No. 1011/2022-Supriyo@Supriya Vs. Union of India, has directed the Central Government to constitute a Committee to be chaired by the Cabinet Secretary to examine the various issues relating to queer community. 2. The Committee may co-opt experts and other officers if deemed necessary. 4. The Committee may examine and submit the recommendation on the following issues :- (i) measures to be taken by the Central Government and the State Governments to ensure that there is no discrimination in access to goods and services to the queer community; (ii) measures to be taken such that queer community do not face any threat of violence, harassment or coercion; (iii) measures to be taken to ensure that queer person are not subjected to involuntary medical treatments, surgeries, etc., including modules to cover mental health of queer persons; (iv) measures to be taken to ensure that there is no discrimination in access to social welfare entitlements to queer persons; (v) any other issues as deemed necessary. 5.
