No. VI/401/1/2/2012(Part-III)), this notification, issued under rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), authorizes the Ministry to perform Aadhaar authentication and notifies that applicants shall be required to undergo Aadhaar authentication on a voluntary basis for passport issuance, subject to conditions including that authentication applies only where Aadhaar is used as proof of identity, beneficiaries must be informed of alternative identification mechanisms, there shall be no denial of service on authentication failure, fingerprint-based biometric authentication may be used if required, only the last four digits of the Aadhaar number may be used or displayed, and fingerprint previews shall not be used, with compliance also required under the Unique Identification Authority of India's provisions; the notification is signed by T. VI/401/1/2/2012( भाग-III)] MINISTRY OF EXTERNAL AFFAIRS NOTIFICATION New Delhi, the 5th March , 2024 S.O. 1374(E).—The Ministry of External Affairs, having been authorised by the Central Government under rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 read with sub -clause (ii) of clause (b) of sub -section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), to perform Aadhaar authentication, hereby notifies that the applicants shall be required to perform Aadhaar authentication on voluntary basis for the purpose of issuance of Passport, subject to following conditions, na mely: - i. authentication shall be required in such cases where Aadhaar is used as proof of identity; ii. the beneficiaries may be informed for alternative mechanism of identification for the services; iii. there shall be no denial of service in case of failure of Aa dhaar authentication; iv. use of finger print based biometric authentication may be performed, if required; v. the Aadhaar number shall not be displayed anywhere in the system and only last four digits of Aadhaar number may be used, if required; vi. the preview or display of fingerprint shall not be used. 2. The relevant provisions of the said Act, rules and regulations made thereunder, and other directions issued by the Unique Identification Authority of India shall be complied with. [F.
