Core Purpose

The President, exercising powers under the proviso to article 309 of the Constitution, enacts rules to further amend the Ministry of Civil Aviation (Bureau of Civil Aviation Security), Deputy Aviation Security Officer, Group 'C' Posts, Recruitment Rules, 2017.

Detailed Summary

The Ministry of Civil Aviation, through G.S.R. 123(E) dated February 11, 2026, published the Ministry of Civil Aviation (Bureau of Civil Aviation Security), Deputy Aviation Security Officer, Group 'C' Posts, Recruitment (Amendment) Rules, 2026. These rules, effective upon publication, amend the principal Recruitment Rules of 2017 (G.S.R. 873(E), dated July 13, 2017, as previously amended by G.S.R. 816(E) dated October 23, 2019). The amendments primarily modify the Schedule of the 2017 Rules by substituting entries for various columns. Specifically, column (2) now specifies "115* (2026) *Subject to variation dependent on workload"; column (4) establishes a pay matrix Level-5 (Rs. 29200-92300); and column (11) revises the methods of recruitment. Promotion is now open to Senior Aviation Security Assistants in Level-3 (Rs. 21700-69100) with five years of regular service, a provision intended for existing Bureau of Civil Aviation Security cadre employees until the last incumbent is promoted, after which posts will be filled by deputation. Deputation (including short-term contract) is open to officers from Central/State Governments, Union territory Administrations, autonomous bodies, statutory organisations, public sector undertakings, recognised Universities, or research institutes who hold an analogous post on a regular basis or have five years of service in Level-4 (Rs. 25500-81100) or equivalent. Deputation candidates must also possess a Bachelor's Degree and three years of experience in Police, Security, or Intelligence departments within specified government or institutional bodies.
