Core Purpose

The Central Government, in consultation with the Bureau of Energy Efficiency, specifies norms for process and energy consumption standards for star labelling of countertop induction hobs under clause (a) of section 14 of the Energy Conservation Act, 2001 (52 of 2001).

Detailed Summary

The Ministry of Power, via Notification S.O. 5665(E) dated December 8, 2025, establishes star labelling norms for countertop induction hobs (also known as induction cooktops or stoves) manufactured or imported in India for household and similar purposes. These hobs must meet performance requirements of IS 19014:2022, standby power measurement of IEC 62301:2011, and safety requirements of IS 302-2-6, displaying a star label based on an Energy Consumption matrix. The notification defines various terms such as 'Induction cooking zone,' 'standby mode,' and 'thermal efficiency.' A star rating plan allows for a maximum of five stars, based on the Energy Consumption of Hob (Ehob) values, with bands valid from July 1, 2026, to December 31, 2028: 1 Star (200 ">= Ehob > 194 Wh), 2 Star (194 ">= Ehob > 188 Wh), 3 Star (188 ">= Ehob > 182 Wh), 4 Star (182 ">= Ehob > 175 Wh), and 5 Star (Ehob <= 175 Wh). No negative tolerance is allowed for these bands. Performance testing parameters, including Energy Consumption (Ehob), Thermal efficiency, Heating up time, and Standby power, must be carried out per IS 19014:2022, with results rounded off per IS 2:1960. Pre-eligibility criteria for the Bureau of Energy Efficiency's star labelling program mandate a valid Bureau of Indian Standard certification mark, standby power consumption ">= 1.1W per IEC 62301:2011, and thermal efficiency ">= 80%. Annexures I and II provide proformas for reporting test results for performance, standby power, and safety.

(1) Definitions. - In this notification, unless the context otherwise requires, - (a) 'Induction cooking zone' means cooking zone on which the pan is heated by means of an induction element below the glass ceramic and the eddy currents are inducted at the bottom of the pan by means of magnetic field; (b) 'cooking area with limitative markings' means area where cookware is placed and heated by an inducted magnetic field and the area is marked to show the limits where more than one cookware can be used simultaneously while the cookware pieces can be used and controlled separately from each other at the same time; (c) 'cooking area without limitative markings' means area where cookware is placed and heated by an inducted magnetic field without limitative markings; (d) 'maximum power' means maximum possible power setting while only one cookware is used; (e) 'standardized cookware' means cookware that is in accordance with the specifications mentioned in sub- clause 8 6.1 of IS 19014:2022; (f) 'standby mode' means the mode where the product is switched to standby using appliance controls or switches that are accessible and intended for operation by the user during normal use to attain the lowest power consumption that may persist for an indefinite time while connected to a main power source and used in accordance with the manufacturer's instructions; (g) 'label period' means the label validity period of the energy consumption standards provided under the star rating plan specified in this notification; (h) 'label' means any written, printed, marked, stamped or graphic matter affixed to or appearing on the product or packaging, provided that the product inside the packaging to which the label is affixed conform to all the requirements given in this notification; (i) 'family of models' means the range of models of a particular brand, to which a single set of test reports is applicable and where each of the models has the same relevant physical characteristics, performance characteristics, star rating, Energy consumption; (j) 'validity of label' means the validity period of energy consumption standards specified in this notification; (2) energy consumption of hob: The electrical energy (in Wh) consumed per 1000 g of water load and it is the average of the normalized energy consumption of the hob per cooking area and is calculated by considering all cookware pieces under test, using the following formula,— Ehob = 1000g / n_cw × Σ(E_cw / m_cw) where, Ehob is the energy consumption calculated per 1000 g water in Wh; Ecw is the energy consumption with a single cookware under test in Wh; m_cw is the quantity of water used for the test of the respective cookware piece in g; n_cw is the number of cookware pieces on the stove (3) 'thermal efficiency' means the ratio of the heat received in a heating unit of an induction hob to the energy input to a heating unit of an induction hob. Note: Thermal efficiency shall be calculated for heating period only when subjected to test in accordance with clause 10 of IS 19014:2022 and the thermal efficiency calculation is based on the time taken for the water temperature to rise by 75 K and excludes the simmering time period. The following equation shall be used to determine the thermal efficiency,- Thermal Efficiency, η= {(c₁×m1 + c2× m2) × ΔΤ / (3.6 x 103x E)} * 100% Where, η is Thermal efficiency (%) of the Induction Hob c₁ is Specific heat of water, 4.18 kJ/Kg-°C m₁ is Mass of water (kg) C2 is Specific heat of Cookware bottom material, Stainless Steel AISI Type 430, 0.450 KJ/Kg-°C m2 is Total mass of Cookware body and lid (kg); E is Electricity consumption (kWh) for heating until water temperature reaches Tc as per IS 19014:2022; ΔT is the temperature rise, △T= T2 – T1 (°C) 3.
