Vide S.O. 1352(E) dated 14th March 2024, the Ministry of Power records that M/s Ircon Renewable Power Limited (registered office C-4, District Centre, Saket, New Delhi-110017) applied under Section 164 of the Electricity Act, 2003 for authorization to lay a dedicated overhead transmission line for its 500 MW Solar Power Project in Tumkur, Karnataka, after the Central Electricity Authority (CEA) granted prior approval under section 68(1) of the Act vide letter CEA-PS-11-21/1/2021-PSPA-I Division-Part(1)/146-147 dated 16.03.2023, and after public notice in The New Indian Express, Rajasthan Patrika, Vijayavani (dated 05.05.2023) and the Weekly Gazette of India (dated 27.05.2023) drew no objections, per an affidavit dated 31.01.2024; the Ministry now confers on Ircon Renewable Power Limited, under Section 164 of the Electricity Act, 2003, the powers of a telegraph authority under the Indian Telegraph Act, 1885, for the Ircon Renewable Power Ltd-PGCIL 400/220 kV Pavagada (Tumkur) 220 kV line, passing through Kyataganacherlu, Venkatammanahalli, Valluru, Intorayanahalli and Nagalamadike villages, Pavagada Tehsil, Tumkur District, Karnataka, for 25 years, subject to conditions including consent of local bodies, Railways and Highway authorities, compliance with Electricity Act regulations, and clearances from the Electrical Inspector, Civil Aviation and Defence; issued under F. 1928 GI/202 4 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 1286] NEW DELHI, THURSDAY , MARCH 14, 2024 /PHALGUNA 24, 1945 CG-DL-E-15032024-253021 MINISTRY OF POWER ORDER New Delhi, the 14th March, 2024 S.O. 13 52(E).—Whereas M/s Ircon Renewable Power Limited, the applicant with its registered office at C -4, District Centre, Saket, New Delhi -110017 India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of dedicated ove rhead transmission line included in the transmission system for providing connectivity to its 500 MW Solar Power Project in Tumkur, Karnataka. And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its letter CEA -PS-11-21/1/2021 -PSPA -I Division -Part (1)/146 -147 dated 16.03.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for installation of the dedicated overhead transmission line included in the transmission system for providing connec tivity to its 500 MW Solar Power Project in Tumkur, Karnataka. M/s Ircon Renewable Power Limited has published notice for transmission scheme in local newspapers The New Indian Express (in English), Rajasthan Patrika (in Hindi), Vijayavani (in Kannada) dat ed 05.05.2023 and in Weekly Gazette of India dated 27.05.2023 for the general public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Ircon Renewable Power Limited has submitted an affidavit dated 31.01.2024 declaring that no observation/representation was received within two months from the date of Publication in the official gazette of Government of India. And now the applicant has requested to confer upon him, all t he powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Govern ment or to be so established or maintained for laying of electric lines included in the transmission system for providing connectivity to its 500 MW Solar Power Project in Tumkur, Karnataka. The following overhead line is covered under this scheme: 1. Ircon R enewable Power Ltd. -PGCIL400/220 kV Pavagada (Tumkur) 220 kV line The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Karnataka: Name of Villages Tehsil District Kyataganacherlu,Venkata mmanahalli,Valluru, Intorayanahalli, Nagalamadike Pavagada Tumkur Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Ircon Renewable Power Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Govern ment or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local b odies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made ther e under by the applicant. vi. M/s Ircon Renewable Power Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Insp ection.
