NOTIFICATION
New Delhi , the 1 2th September, 2024
No. N-10/001(2)/2024 -PBRB. —In exercise of the powers conferred by clause (i) of sub -section (2) of
Section 33 read with sub -sections (1) & (2) of Sect ion 10 of Prasar Bharati (Broadcasting Corporation of India) Act,
1990 (25 of 19 90), the Corporation hereby makes the following regulations, namely. —
1. Short title and commencement:
1. These regulations may be called the Prasar Bharati Recruitment Board (Procedure and Conduct of
Business) Regulations, 2024.
2. They shall come into force on th e date of their publication in the official Gazette.
2 Definitions: In these regulations, unless the context otherwise requires,
a) “Act’’ means the Prasar Bharati (Broadcasting Corporation of India) Act, 1990 (25 of 1990);
b) “Recruitment Board” means the Prasa r Bharati Recruitment Board established under Rule 3 of Prasar
Bharati (Broadcasting Corporation of India) Establishment of Recruitment Board Rules, 2020;
c) “Chairperson” means the Chairperson of the Recruitment Board of the Corporation;
d) “Member” means a member of the Recruitment Board and includes the Chairperson of such Recruitment
Board;
e) “Secretariat” means section in Prasar Bharati Secretariat for assisting Recruitment Board for its
secretarial work;
f) “Regulation” means a regula tion of these Regulations; and
g) Words and expressions used herein and defined in the Act shall have the meanings respectively assigned
to them in the Act.
3. Nomination of Member Secretary of the Recruitment Board :
The Recruitment Board will nominate a M ember Secretar y from amongst its Members (except ex-officio
Member) for carrying out its day to day activities.
The duties and responsibilities of the Member (Secretary) will broadly be as follows: —
a) The Member Secretary shall be responsible for coordina ting and convenin g the meetings of the
Recruitment Board.
b) He shall preside over the meetings of the Recruitment Board in the absence of its Chairperson and
shall, when so presiding, have the same powers as the Chairperson .
4. Meetings of the Recruitment Board :
1. The Recruitment Board shall hold its meeting on regular intervals keeping in view its functional
requirements, providing that there shall not be less than six meeting every year but three months shall
not intervene between one meeting and the ne xt meeting.
2. The date, time and place of a meeting of the Recruitment Board shall be fixed by the Secretariat of the
Recruitment Board, in consultation with Chairperson or Member Secretary, as the case may be, after
ascertaining the convenience of other Members.
3. The notice for the m eetings of the Recruitment Board shall be issued by the Secretariat of the
Recruitment Board along with the list of business to be transacted at the meeting. The notice shall be
sent to all concerned through their official email IDs follow ed by telephonic confirmation.
5. Preparation of list of business :
Every list of business to be transacted at a meeting of the Recruitment Board shall be prepared by the
Secretariat of the Recruitment Board as per the directions of the Chairperson or Mem ber Secretary, as the
case may be.
6. Quorum :
1. The quorum necessary for transaction of business at a meeting of the Recruitment Board shall be
majority of Members including the Chairperson.
2. If at any meeting or during a meeting of the Recruitment Boar d there is no quorum, the Chair person or
the Member (Secretary) presiding over such meeting shall either adjourn the meeting or suspend it until
there is a quorum.
3. Where a meeting has been adjourned or suspended under (2) above, the business which would have been
brought before the orig inal meeting shall be brought before, and transacted at an adjourned or suspended
meeting, whether there is a quorum present or not. No decision taken in this adjourned or suspended
meeting shall be invalidated merely on t he ground of quorum.
7. Official to a ttend meeting of Recruitment Board :
1. The Meetings of the Recruitment Board may be attended by the concerned officers/ officials of the
Recruitment Board Secretariat to assist the Recruitment Board in conduct of the me etings.
2. Any other officers or employees of the Prasar Bharati authorized by the Chairperson or Member
Secretary, on his behalf, may also attend, speak in, or otherwise take part in the proceedings of any
meeting of the Recruitment Board, but none of the authorized officers/employees shall be ent itled to vote
in any such meeting.
8. Method of Deciding Matters :
1. All mat ters which come up before any meeting of the Recruitment Board shall be decided by a majority
of votes, by voice, or, if necessary, by show of hands, of the Members present and voting, a nd, in the
event of equality of votes, the Chairperson, or in his abse nce, the Member Secretary presiding, shall have
and exercise a second or casting vote.
2. In the event of any decision at a meeting of the Recruitment Board being not unanimous, the diverge nt
views shall be recorded in the Minutes Book.
9. Recording of Min utes:
1. Minutes, in which shall be recorded the names of the Members present, of the proceedings of each
meeting of the Recruitment Board shall be drawn up and recorded in a book to be kept for that purpose.
It shall be laid before the ensuing meeting of the Recruitment Board and signed at such meeting by the
Chairperson and / or the Member Secretary.
2. Unless otherwise desired by the Chairperson or in his absence, the Member Secretary, it shall no t be
necessary to keep verbatim record of the discussions of any meeting.
3. The minutes of a previous meeting of the Recruitment Board shall be taken as read unless the majority of
the Members present request that such minutes be read.
4. If any member present draws the attention of the meeting to an error or o mission in the minutes of the
previous meeting, such correction shall be made therein, as the Chairperson, or in his absence, the
Member Secretary, after taking the sense of the meeting, deems fit.
5. Every meeting of the Recruitment Board, the minutes of the proceedings of which have been duly drawn
up and signed shall be deemed to have been duly convened and to be free from all defects and
irregularities.
