It ensures that no employee from one category is promoted against earmarked vacancies before considering all eligible employees from the other category who entered the feeder grade earlier, applying this principle within categories like General, Scheduled Castes, Scheduled Tribes, and Persons with Disability. The total and earmarked vacancies must be recorded in the minutes of concerned Departmental Promotion Committees (DPCs). Vacancies under the Limited Departmental Competitive Examination quota will be filled from both categories based on merit. This method is applicable from the vacancy year 2025 onwards, including for pending DPCs for earlier vacancy years, but DPCs conducted prior to this notification's issue will not be reviewed. Post-promotion, officers and employees of both categories will continue to be governed by their respective statutory provisions, recruitment rules, and Department of Personnel and Training guidelines, with separate seniority lists maintained.

No. M-1/001(05)/2024-PBRB.—In exercise of the powers conferred by clauses (c), (d) and (i) of sub-section (2) of section 33, read with sub-sections (1), (2) and (5) of section 11 of the Prasar Bharati (Broadcasting Corporation of India) Act, 1990 (25 of 1990), the Corporation with the prior approval of the Central Government, hereby makes the following regulations,namely:— 1. Short title and commencement: (1) These regulations may be called the Prasar Bharati (Broadcasting Corporation of India) procedure for promotion of Government employees on deemed deputation to the Prasar Bharati and the officers and employees of the Prasar Bharati Regulations, 2025. p(2) They shall come into force on the date of their publication in the Official Gazette. 2. Following procedure for promotion shall be applicable to the officers and employees referred to in sub-sections (1), (2) and (5) of the section 11 of the Prasar Bharati (Broadcasting Corporation of India) Act, 1990, — (a) departmental promotion vacancies arising in a particular year in any grade, shall be earmarked between the two categories of employees i.e., Government employees on deemed deputation to the Prasar Bharati and Prasar Bharati employees, in the respective feeder grades; (b) departmental promotion vacancies arising in a year shall be earmarked between the two categories of eligible employees in the feeder grade, in proportion to their respective numbers; (c) earmarking and utilising these vacancies under these regulations, it shall be ensured that no Prasar Bharati employee is promoted against earmarked vacancies before the consideration of all Government employees on deemed deputation who entered the feeder grade earlier and vice versa,this principle shall apply within each respective category (i.e. General/ Scheduled Castes/ Scheduled Tribes /Persons with Disability); (d) total number of vacancies and the earmarked vacancies for each year, corresponding to the respective categories of employees, shall be duly recorded in the minutes of the concerned Departmental Promotion Committees; (e) vacancies falling under the Limited Departmental Competitive Examination quota for a particular post, shall be filled from both categories of eligible employees, as per their merit in such exam for the respective post; (f) method of utilisation of vacancies for promotions, as described above, shall be applicable from the vacancy year 2025 onwards, in cases where Departmental Promotion Committees for earlier vacancy years have not yet been held, this method shall also be followed for such pending Departmental Promotion Committees, if Departmental Promotion Committees conducted prior to the issue of this notification shall not be reviewed; and (g) before and after promotion through these regulations, officers and employees of both categories shall continue to be governed by their respective statutory provisions, recruitment rules and Department of Personnel and Training guidelines as applicable to them and their seniority lists shall be maintained separately, in accordance with these regulations.
