Vide G.S.R. 602(E) dated 14th August 2023, the Ministry of Environment, Forest and Climate Change, exercising powers under the proviso to Article 309 of the Constitution, supersedes the Botanical Survey of India (Botanical Assistant) Recruitment Rules, 2015 and notifies the Ministry of Environment, Forest and Climate Change, Botanical Survey of India, Botanical Assistant Recruitment Rules, 2023, effective from the date of publication; the rules govern recruitment to 92 sanctioned posts (subject to workload-based variation) of Botanical Assistant, a General Central Service Group 'B', Non-Gazetted, Non-Ministerial, Selection post at Pay Level 6 (Rs. 35,400-112,400), to be filled 80% by direct recruitment and 20% by promotion (failing which by deputation/absorption); direct recruits must be under 30 years of age (relaxable up to five years for government servants) and hold an M.Sc. degree in Botany or Horticulture, with a two-year probation period including at least two weeks of induction training; promotion is from Senior Preservation Assistants in Level-5 with six years' regular service, considered by a Group 'B' Departmental Promotion Committee chaired by the Director, Botanical Survey of India; deputation is open to Central/State Government or Union Territory officers holding analogous posts or with six years' service in Level-5, subject to a maximum deputation period generally not exceeding three years and a maximum age of 56 years; the rules also preserve existing reservations and age relaxations for Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories; the notification, issued under F. EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 472] NEW DELHI , MON DAY, AUGUST, 14, 2023/ SHRAVANA 23, 194 5 CG-DL-E-14082023-248100 1 2 3 4 5 (35400 -112400) चर्न पि 6 7 8 9 10 11 12 13 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 14th August, 2023 G.S.R. 602(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Botanical Survey of India (Botani cal Assistant) Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Botanical Assistant in the Botanical S urvey of India under the Ministry of Environment, Forest and Climate Change, namely: 1. Short title and commencement – (1) These rules may be called the Ministry of Environment, Forest and Climate Change, Botanical Survey of India, Botanical Assistant Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix. - The number of post, its classif ication and level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age -limit, other qualifications, etc. - The method of recruitment, age -limit, qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said Schedule. 4. Disqualification – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse l iving, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such pers on and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax . – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving . – Nothing in these rules shall affect reserv ations, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex -Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (6) (7) (8) (9) (10) Not exceeding 30 years (relaxable for government servants upto five years in accordance with the instructions or orders issued by the Central Government from time to time in this regard) Note : The crucial date for determining the age - limit shall be as advertised by the Staff Selection Commission. Essential: M.Sc. Degree in Botany or Horticulture from a recognised university. Note: Qualifications are relaxable at the discretion of the Staff Selection Commission or competent authority, for reasons to be recorded in writing, if the candidates are otherwise well qualified. Age: No. Educational Qualifications: The candidate shall possess B.Sc. degree with Botany or Horticulture from a recognized university. Two years Note: There shall be an induction training of at least two weeks duration for successful completion of probation as specified by the Central Government. (i) 80% by direct recruitment (ii) 20% by promotion failing which by deputation. In case of recruitment by promotio n/deputation/absorption, grades from which promotion/deputation/absorption to be made If a Departmental Promotion Committee exists, what is its composition Circumstances in which Union Public Service Commission to be consulted in making recruitment. (11) (12) (13) Promotion: Senior Preservation Assistants in Level -5 with six years regular service in the grade rendered offer appointment thereto and having successfully completed two to four weeks training programme in the relevant field conducted by Botanic al Survey of India or any other training Institute as specified by the Central Government. Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided t hey are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have Group ‘B’ Departmental Promotion Committee (for cons idering promotion) consist of: (i) Director, Botanical Survey of India - Chairman; (ii) Scientist ‘F’ or Scientist ‘E’, BSI nominated by Director, Botanical Survey of India - Member; (iii) Head of Office, Botanical Survey of India, Kolkata - Member; (iv) Head of Office, Zoologic al Survey of India, Kolkata - Member. Group ‘B’ Departmental Promotion Committee (for considering confirmation) consist of: (i) Director, Botanical Survey of India - Chairman; (ii) Head of Office, Botanical Survey of India, Kolkata - Member; (iii) Head of Office, Zoologica l Survey of India, Kolkata - Member. Consultation with Union Public Service Commission is not necessary. successfully completed their probation for promotion to the next higher grade along wi th their juniors who have already completed such qualifying or eligibility service. Deputation: Officers under the Central Government or State Government or Union Territory Administration: (a) (i) holding analogous post on regular basis in the parent cadr e or department; or (ii) with six years’ regular service in the grade rendered after appointment thereto on a regular basis in level -5 in the pay matrix or equivalent in the parent cadre or department. (b) possessing the qualifications and experience spe cified in Column (7) for direct recruitment. Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organization or department of the Centr al Government shall ordinarily not exceed three years. Note 3: The maximum age -limit for appointment by deputation shall not be exceeding fifty -six years as on closing date of receipt of the application. [F.
