Detailed Summary

This resolution issued by the Ministry of Cooperation on 12th August 2023 (No. E.14025/1/2023-MoC), in pursuance of Department of Official Language, Ministry of Home Affairs O.M. No. II/20015/45/87-O.L.(A-2) dated 15-03-1988, constitutes a Hindi Advisory Committee within the Ministry of Cooperation. The Committee is chaired by Shri Amit Shah, Minister of Home & Cooperation, with Shri B.L. Verma, Minister of State for Cooperation, as a member, and comprises non-official members nominated by the Ministry of Parliamentary Affairs, the Parliamentary Committee on Official Language, the Kendriya Sachivalaya Hindi Parishad, the Akhil Bhartiya Hindi Sanstha Sangh, and the Home & Cooperation Minister, as well as official members including the Secretary (Cooperation), the Secretary (Official Language, Ministry of Home Affairs and Hindi Advisor to the Government of India), the Special Secretary (Cooperation & CRCS), the Managing Director of the National Cooperative Development Corporation, the Secretary of the National Council for Cooperative Training, and Joint Secretaries of the Department of Official Language and the Ministry of Cooperation, with the Joint Secretary (Administration), Ministry of Cooperation, serving as Member-Secretary. The Committee's function is to review implementation of the Official Language Policy under the Constitution of India, the Official Language Act and Rules, and decisions of the Kendriya Hindi Samiti, and to advise on increasing the use of Hindi in the Ministry and its attached and subordinate offices. Its tenure is three years from the date of constitution, with its headquarters and meetings generally at New Delhi; non-official members are entitled to TA/DA per Department of Official Language OM No. 11/20034/4/86-OL(A2) dated 22 January 1987. The resolution was signed by Alok Agarwal, Joint Secretary, and ordered to be communicated to all Committee members, State Governments, Union Territory Administrations, all Ministries and Departments, the President's Secretariat, Prime Minister's Office, Cabinet Secretariat, NITI Aayog, the Comptroller and Auditor General of India, and the Lok Sabha and Rajya Sabha Secretariats.

No. II/20015/45/87 - O.L. (A -2) Dated 15 -03-1988, it has been decided to constitute Hindi Advisory Committee in the Ministry of Cooperation as detailed below: I. Composition 1. Functions of the Committee The functions of the Commit tee will be to review the implementation of the Official Language Policy as envisaged in the Constitution of India. Official Language Act & the Rules made there under, decisions of the Kendriya Hindi Samiti and the instructions issued by the Department of Official Language and also to render advice in regard to increasing the use of Hindi in the working of the Ministry of Cooperation and its Attached and Subordinate offices. V. Tenure of the Committee The tenure of the Committee will be for three years from t he date of its constitution. The Members of Parliament, who are members of the Committee, shall cease to be members of the Committee on the dissolution of the House or on expiry of their term or otherwise ceasing to be member of the House. If a vacancy ari ses in the Committee, the member nominated against that vacancy shall hold office for the remaining period. The ex - officio members of the Committee will remain members of the Committee till they work in their respective post. Under special circumstances, t he tenure of the Committee may be curtailed or extended. VI. Traveling and other allowances 1. The non -official members attending the meeting of the Committee would be paid TA and DA as per the guidelines contained in the Department of Official Language OM No. 11 /20034/4/86 -OL (A2) dated January 22, 1987 and as per the prescribed rates and rules as amended from time to time by the Govt. of India. 2. The Headquarters of the Committee shall be at New Delhi. The meetings of this Committee will be generally conducted at New Delhi. ORDER Ordered that a copy of this resolution be communicated to all the members of this Committee, all the State Governments and the Union Territory Administrations, all the Ministries and Departments of Govt. of India, President Secretariat, P rime Minister Office, Cabinet Secretariat, NITI Aayog, Comptroller and Auditor General of India, Lok Sabha Secretariat and Rajya Sabha Secretariat.
