Recruitment is primarily 100% direct, with one initial post filled by promotion from Junior Analyst (Level-7 with 5 years service). A two-year probation period is mandated for both direct recruits and promotees, including a mandatory induction training. The rules also detail disqualifications related to marriage, provisions for relaxation by the Central Government in consultation with the Union Public Service Commission, and the composition of the Departmental Promotion Committee and Departmental Confirmation Committee. L.-33004/99 The Gazette of India CG-DL-E-14072026-274500 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 558] NEW DELHI, MONDAY, JULY 13, 2026/ASHADHA 22, 1948 5285 GI/2026 MINISTRY OF EARTH SCIENCES NOTIFICATION New Delhi, the 7th July, 2026 G.S.R. 616(E). — In exercise of the powers conferred by proviso to article 309 of the Constitution, and in supersession of the Department of Ocean Development (Scientist 'B') Recruitment Rules, 2000 published in the Gazette of India Part II, Section 3, Sub-section (i), number G.S.R. 137 RRs in so far as they relate to the post of the Scientist 'B', except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of the Scientist 'B' in Ministry of Earth Sciences, namely: - 1. Short title and commencement- a. These rules may be called the Ministry of Earth Sciences (Scientist 'B') Recruitment Rules, 2024 b. They shall come into force on the date of their publication in the Official Gazette. 2. Application: These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules. 3. Number of post, classification and scale of pay. - The number of post, its classification and the Level in the Pay Matrix attached thereto shall be a specified in columns 2 to 4 of the Schedule annexed to these rules. 4. Method of recruitment, age limit, other qualifications, etc. – The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 13 of the said Schedule. 5. Disqualification – No person, - a. who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post; Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to Relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Experience: Nil Experience Standard Note The qualification(s) regarding experience is/are relaxable at the discretion of the U.P.S.C., for reasons to be recorded in writing in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the U.P.S.C., is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. Whether age & educational qualification prescribed for Direct Recruitment will apply in the case of promotees 8 AGE: NA Edu.Qual: Yes Period of Probation if any 9 2 Remark: for Direct Recruits and Promotees Note: There shall be a mandatory induction training for Direct Recruits of at least two weeks duration for successful completion of the probation as prescribed by the Central Government. Method of Recruitment, whether by direct recruitment or by promotion or by deputation/absorption and percentage of the vacancies to be filled by various methods. 10 Method 7. Direct Recruitment Note: Note 1: One post shall be filled by promotion from Junior Analyst. Subsequent to promotion of one Junior Analyst, all the vacancies shall be filled by Direct Recruitment. Note 2 : Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for a duration of one year or more may be filled on deputation basis from officers of Central Government: (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with 2 years regular service rendered after appointment to the post on regular basis in the pay level 9 or equivalent in the parent cadre or department; or (iii) with 4 years regular service rendered after appointment to the post on regular basis in the pay level 8 or equivalent in the parent cadre or department; or (iv) with 5 years regular service rendered after appointment Percentage 100 to the post on regular basis in the pay level 7 or equivalent in the parent cadre or department; and (b) Possessing the educational qualification and experience prescribed for direct recruits under col. 7 In case of recruitment by Prom/Dep./abs. grades from which prom/dep./abs to be made 11 Junior Analyst in Level-7 in the Pay Matrix with 5 years of service in the grade rendered after appointment thereto on a regular basis and having successfully completed 02 weeks training in planning and executing Research and Development in the domain of scientific/Research programmes of the ministry, development of Research and Development projects including in public-private-partnership mode; project review and monitoring, preparation of reports, and coordination of scientific activities in the field.
