The Ministry of Environment, Forest and Climate Change, through Notification S.O. 3863(E) dated 13th July, 2026, has constituted the Standing Authority on Environment Impact Assessment (SAEIA) for each State or Union territory and the Standing Committee on Environment Impact Appraisal (SCEIA). This action is taken in exercise of powers under sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the Government of India's Notification S.O. 1533 (E), dated 14th September, 2006, from the erstwhile Ministry of Environment and Forests. The SAEIA comprises the Chief Secretary or Advisor to the Administrator/Lt. Governor as Chairperson, the Principal Chief Conservator of Forest as Member, and an Officer of the State/Union territory Government (Special/Joint/Deputy Secretary in Environment Department) as Member Secretary. The SCEIA includes the Administrative Secretary, Environment Department of State/Union territory as Chairperson, the Chief Wildlife Warden as Member, the Director General or Director, Health Services of the State as Member, the Member Secretary of the State/Union territory Pollution Control Board/Committee as Member, a Domain Expert (Director/Principal of IIT/NIT or nominee, or nominee of Director, National Environmental Engineering Research Institute), and an Officer of the State/Union territory Government (Special/Joint/Deputy Secretary in Environment Department) as Member Secretary. The Chairperson of SCEIA may co-opt experts. The SAEIA and SCEIA are empowered to exercise powers and follow procedures specified for Category 'B' Projects in the Environment Impact Assessment (EIA) Notification 2006. They shall discharge the functions of the State Level Environment Impact Assessment Authority (SEIAA) and State Expert Appraisal Committee (SEAC) respectively, when these bodies are non-functional (due to tenure expiry, absence of Chairman/Member for over one month, or court stay) or not constituted, or to fulfill other Central Government responsibilities for a period not exceeding six months, extendable by another six months. The State Pollution Control Board or Union Territory Pollution Control Committee will serve as the Secretariat, providing logistics and support, with further assistance from the State Government or Union territory Administration. L.-33004/99 The Gazette of India CG-DL-E-14072026-274486 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 3701] NEW DELHI, MONDAY, JULY 13, 2026/ASHADHA 22, 1948 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 13th July, 2026 S.O. 3863(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests vide number S.O. 1533 (E), dated the 14th September, 2006 as amended (hereinafter referred to as the said notification), the Central Government hereby constitutes the Standing Authority on Environment Impact Assessment (SAEIA), for each State or Union territory. 2. The SAEIA shall comprise the following members, namely:— (i) Chief Secretary or Advisor to the Administrator or Lt. Governor- Chairperson (ii) Principal Chief Conservator of Forest (Head of Forest Force) – Member (iii) Officer of the State or Union territory Government working as Special Secretary or Joint Secretary or Deputy Secretary in the Environment Department – Member Secretary 3. The Central Government constitutes the Standing Committee on Environment Impact Appraisal (SCEIA) to assist the SAEIA consisting of the following members, namely:— (i) Administrative Secretary, Environment Department of State or Union territory – Chairperson (ii) Chief Wildlife Warden – Member (iii) Director General or Director, Health Services of the State - Member (iv) Member Secretary, State Pollution Control Board or Union territory Pollution Control Committee - Member (v) Domain Expert: Director or Principal of Indian Institute of Technology or National Institute of Technology located in the State or Union territory or their nominees as per requirement and in the absence of Indian Institute of Technology or National Institute of Technology in the State or Union territory, the domain Expert as may be nominated by Director, National Environmental Engineering Research Institute (vi) Officer of the State or Union territory Government working as Special Secretary or Joint Secretary or Deputy Secretary in the Environment Department – Member Secretary 4. The Chairperson of the SCEIA may co-opt expert(s) or institutions of repute for assisting the SCEIA in any particular matter(s). 5. The SAEIA shall exercise such powers and follow the procedures as specified for Category 'B' Projects in the Environment Impact Assessment (EIA) Notification 2006. The SAEIA shall discharge the functions of State Level Environment Impact Assessment Authority (SEIAA) at the State or Union territory level whenever the SEIAA is not functional, or where SEIAA has not been constituted or to discharge any other responsibility assigned to it by the Central Government from time to time, which shall not be more than six months in the first instance subject to another extension of up to six months. Note: For the sake of clarity, non-functional SEIAA shall mean a SEIAA which is not functioning due to the expiry of its tenure or due to the absence of the Chairman or the Member for more than one month or due to a stay imposed on the functioning of the SEIAA by any court of law. 6. The SCEIA shall exercise such powers and follow the procedures as specified for appraisal of Category B Projects in the EIA Notification 2006. The SCEIA shall discharge the functions of SEAC at the State or Union territory level, whenever the SEAC(s) is not functional, or where SEAC(s) has not been constituted or to discharge any other responsibility assigned to it by the Central Government from time to time, which shall not be more than six months in the first instance subject to another extension of up to six months. Note: For the sake of clarity, non-functional SEAC shall mean a SEAC which is not functioning due to the expiry of its tenure or due to a stay imposed on the functioning of the SEAC by any court of law. 7. The State Pollution Control Board or Union Territory Pollution Control Committee shall act as a Secretariat for the Standing Authority and the Standing Committee, which shall provide all logistics support including transportation, accommodation, and such other facilities in respect of the statutory functioning of the SAEIA and SCEIA. Necessary support in this regard shall be provided by the State Government or Union territory Administration, in terms of manpower, logistics and other resources. [F.
