In exercise of powers under clause (a) of section 14 of the Energy Conservation Act, 2001 (52 of 2001), the Central Government, in consultation with the Bureau of Energy Efficiency, mandates that single-phase inverters with 230 V ac, 50 Hz output and three-phase inverters up to 415 V ac, 50 Hz output, with a rated capacity up to and including 100 kW, manufactured or imported in India, must meet minimum overall efficiency requirements based on static maximum power point tracking efficiency and steady-state conversion efficiency as prescribed in IS 17980:2022/ IEC 62891:2020. These inverters must also display an endorsement label based on the overall efficiency matrix. The notification defines 'Conversion Efficiency', 'Grid-connected inverter', 'Inverter', 'MPPT Efficiency', 'Overall Efficiency', and 'Rated Output Power'. Minimum overall efficiency requirements for obtaining a BEE endorsement label are specified in Table 1, valid from 1st January 2026 to 31st December 2027: <1 kW (92%), 1 to <3 kW (93%), 3 to <5 kW (95%), 5 to <10 kW (96%), 10 to <20 kW (97%), and >20 kW (98%). No negative tolerance is allowed, and all tested products must meet the minimum threshold. Testing methods for the endorsement label are specified as Clause 4 and 5 of IS 17980:2022/ IEC 62891:2020 for overall efficiency at Standard Test Conditions. Prequalification criteria for the BEE labelling program include meeting Table 1 efficiency, being Bureau of Indian Standards compliant, and being tested per the latest IS 17980:2022. Test reports must be submitted in the annexed format from labs accredited by NABL, ILAC, APLAC, NISE, or other capable third-party/manufacturer-owned labs.

Definitions. —In this notification, unless the context otherwise requires, - (a) "Conversion Efficiency" means the ratio of the energy delivered by the device under test at the AC terminal within a defined measuring period to the energy accepted by the device under test at the DC terminal; (b) "Grid-connected inverter” means inverter that is able to operate in parallel with the distribution or transmission system of an electrical utility; (c) 'Inverter” means electric energy converter that changes direct electric current to single-phase or polyphase alternating currents; (d) “MPPT Efficiency” means the Ratio of the energy drawn by the device under test within a defined measuring period to the energy provided theoretically by the PV simulator at the maximum power point (MPP); (e) "Overall Efficiency" means the ratio of the energy delivered by the device under test at the AC terminals within a defined measuring period to the energy provided theoretically by the PV simulator. The overall efficiency (n.) can also be considered as: nt = ηconv x ηMPPTstat = PAC / PMPP,PVS Where; nt: Overall Efficiency ηconv: Conversion Efficiency ηMPPTstat: Static MPP Efficiency PAC: measured AC Output Power to the device under test PMPP,PVS: MPP Power Provided by PV Simulator; (f) “Rated Output Power” means the active power the inverter can deliver in continuous operation. 3. (3) All tested products shall meet the minimum threshold including manufacturing tolerance and other variations. 4. Testing methods. For the purpose of determining the endorsement label of a grid connected solar inverter, the test standards specified in the table below shall be used, namely: — Table - 2 (Testing Standards) Sl. Prequalification criteria. The grid connected solar inverter shall meet the following requirements to participate in BEE labelling programme namely:— (a) overall efficiency as specified in Table-1; (b) only Bureau of Indian Standards compliant solar inverters are eligible to take part in the BEE Standards and labelling programme ; and (c) every grid connected solar inverter shall be tested in accordance with the latest version of Indian Standard IS 17980:2022. 6. Test report. – The result of testing of each unit grid connected solar inverter shall be reported in the format at the Annexure appended to this notification and the manufacturer shall submit test report from a lab accredited by the National Accreditation Board for Testing and Calibration Laboratories or the International Laboratory Accreditation Cooperation or the Asia Pacific Laboratory Accreditation Cooperation or the National Institute of Solar Energy (NISE) or can be a third-party test lab or manufacturer owned test lab capable of testing as amended from time to time.
