Issued by the Ministry of Power on 11th September 2024 as S.O. 3901(E), this notification, made under sub-para 3.2 of Para 3 of the Guidelines issued under Section 63 of the Electricity Act, 2003 (No. 36 of 2003), notifies three transmission schemes to be implemented under the TBCB (tariff-based competitive bidding) mode, based on the recommendations of the 22nd meeting of the National Committee on Transmission, together with their respective Bid Process Coordinators (BPCs). First, the 'Transmission system for supply of power to Green Hydrogen/Ammonia manufacturing potential in Mundra area of Gujarat under Phase-I: Part B1 scheme' (3 GW at Navinal S/s), with a tentative implementation timeframe of 36 months, BPC PFC Consulting Limited, comprising augmentation of transformation capacity at the 765/400 kV Navinal (Mundra) substation, a Navinal (Mundra)-Bhuj 765 kV double-circuit line (about 70 km) and associated STATCOM/reactor equipment. Second, the 'Transmission System for Integration of Anantapur-II REZ - Phase-I' (for 4.5 GW), with a 24-month timeframe, BPC PFC Consulting Limited, comprising a new Ananthapuram-II Pooling Station near Kurnool, Andhra Pradesh, and 765 kV double-circuit lines to Davanagere (about 150 km) and Cuddapah (about 200 km). Third, the 'Transmission system for proposed Green Hydrogen/Green Ammonia projects in Tuticorin area', with a 30-month timeframe, BPC REC Power Development and Consultancy Limited, comprising establishment of a 3x1500 MVA, 765/400 kV Tuticorin (GH) substation with a 240 MVAR bus reactor. The notification states that appointment of the Bid Process Coordinator is subject to the conditions in the Guidelines issued by the Ministry of Power, as amended from time to time, and was signed by Naorem Indrakumar Singh, Under Secretary (Transmission).
