Ministry of Environment, Forest and Climate Change notification S.O. 2241(E) dated 11 June 2024, issued under sub-section (3) of section 3 of the Environment (Protection) Act, 1986, amends the notification S.O. 4256(E) dated 12 October 2021 (which had constituted the State Level Environment Impact Assessment Authority and State Level Expert Appraisal Committees SEAC-1 and SEAC-2 for Rajasthan pursuant to S.O. 1533(E) dated 14 September 2006) to constitute two additional committees, SEAC-3 and SEAC-4, following a direction of the National Green Tribunal (Principal Bench) in O.A. 142 of 2022, Jayant Kumar vs. Ministry of Environment, Forest and Climate Change, requiring re-appraisal of environmental clearances issued by the District Level Environment Impact Assessment Authority (DEIAA) between 15 January 2016 and 13 September 2018 for mining projects and grant of fresh clearances within one year, and a request from the Government of Rajasthan; SEAC-3 (Chairman Shri Daya Ram Saharan, with members Mangi Lal Sonal, Vikram Singh Sankhla, Anil Kumar Verma, Rajesh Mathur and Dr. Amar Nath Modi, and the Additional Chief Environment Engineer, Rajasthan State Pollution Control Board, Jaipur as Member Secretary) is assigned jurisdiction over Jodhpur, Sirohi, Pali, Barmer, Jalore, Bikaner, Jaisalmer, Sri Ganganagar, Churu and Hanumangarh districts for re-appraisal of mining projects, while SEAC-4 (Chairman Shri Rahul Bhatnagar, with members Om Prakash Sharma, Naveen Kumar Vyas, Satish Kumar Shrimali and Dr. Anupam Bhatnagar, and the same Member Secretary) is assigned jurisdiction over Udaipur, Banswara, Pratapgarh, Dungarpur, Rajsamand, Chittorgarh and Bhilwara districts for the same purpose, alongside the pre-existing SEAC-1 (Kota, Bundi, Jhalawar, Baran, Karauli, Dholpur, Bharatpur, Sawai Madhopur) and SEAC-2 (Dausa, Alwar, Jaipur, Jhunjhunu, Tonk, Sikar, Ajmer, Nagaur), which additionally handle all fresh projects/activities.

L.-33004/99 The Gazette of India CG-DL-E-12062024-254668 EXTRAORDINARY PART II—Section 3—Sub-section (ii) PUBLISHED BY AUTHORITY No. 2139] NEW DELHI, TUESDAY, JUNE 11, 2024/JYAISHTHA 21, 1946 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 11th June, 2024 S.O. 2241(E).-WHEREAS in exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006, the Central Government, vide S.O. 4256 (E), dated the 12th October, 2021 has constituted the State Level Environment Impact Assessment Authority and the State Level Expert Appraisal Committees (SEAC- 1 and SEAC-2) for the purpose of assisting the Authority; And whereas, the National Green Tribunal (Principal Bench) in O.A.142 of 2022 in the matter of Jayant Kumar vs. Ministry of Environment, Forests and Climate Change, has directed that the State Level Expert Appraisal Committee shall re-appraise the environmental clearances issued by the District Level Environment Impact Assessment Authority (DEIAA) from the 15th January, 2016 to the 13th September, 2018 for mining projects and grant a fresh environmental clearance within a period of one year; AND WHEREAS, the Government of Rajasthan has requested for the creation of additional Committees to assist the Authority by re-appraising the environmental clearance issued by DEIAA from the 15th January, 2016 to the 13th September, 2018 and grant a fresh environmental clearance; AND WHEREAS, the Central Government in consultation with the Government of Rajasthan has decided to constitute two additional State Level Expert Appraisal Committees, for Rajasthan for the purpose of assisting the Authority; Now THEREFORE, in exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533 (E), dated 14th September, 2006, the Central Government hereby makes the following amendments in the notification of the Government of India in the Ministry of Environment, Forests and Climate Change, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub- section (ii), vide number S.O. 4256 (E), dated the 12th October, 2021 (hereinafter referred to as the said notification), namely:- In the said notification,- (a) for the words and figures "SEAC-1 and SEAC-2" wherever they occur, the words "SEAC-1, SEAC-2, SEAC-3 and SEAC-4" shall be substituted; (b) in paragraph 4, for the words, brackets and figures "the State Level Expert Appraisal Committee-1 (SEAC-1)", the words, brackets and figures "the State Level Expert Appraisal Committees (SEAC-1, SEAC-2,SEAC-3, SEAC-4)" shall be substituted; (c) in paragraph 5,- (i) for the words, brackets and figures "two State Level Expert Appraisal Committees, that is, the State Level Expert Appraisal Committee-1 and State Level Expert Appraisal Committee -2 (hereinafter referred to as the SEAC-1 and SEAC-2 Rajasthan)", the words, brackets and figures "four State Level Expert Appraisal Committees, that is, the State Level Expert Appraisal Committee-1 and the State Level Expert Committee-2 the State Level Expert Appraisal Commttee-3 and the State Level Expert Appraisal Committee-4 (hereinafter referred to as the SEAC-1, SEAC-2, SEAC-3, and SEAC-4)" shall be substituted; (ii) after the table SEAC-2, Rajasthan, the following tables shall be inserted, namely:- SEAC-3, Rajasthan +-----+---------------------------------------------------------------------------------------------------+----------------+ | (1) | (2) | (3) | +=====+===================================================================================================+================+ | 1. | Shri.
