L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 4246] NEW DELHI, WEDNESDAY , OCTOBER 11 , 2023/ ASVINA 19, 1945 CG-DL-E-11102023-249320 MINISTRY OF POWER ORDER New Delhi, the 11th October , 2023 S.O. 4417(E).—Whereas M/s Khavda II-A Transmission Limited, the applicant with its local correspondence office at C -105, Adani House, Anand Niketan, New Delhi 110 021, Delhi, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmi ssion line under “Transmission scheme for evacuation of 4.5 GW RE injection at Khavda P.S. under Phase -II- Part A”. And whereas, CEA, Ministry of Power, Government of India vide its letter no. CEA -PS-11- 23(20)/1/2018/PSPA -I Division -Part (2)/488 -489 dated 09.12.2022 had granted prior approval under section 68(1) of the Electricity Act, 2003 to M/s Khavda II -A Transmission Limited for the overhead transmission line covered under “Transmission scheme for evacuation of 4.5 GW RE injection at Khavda P.S. under Phase -II- Part A”. M/s Khavda II -A Transmission Limited had published notice for transmission scheme in local newspapers on 06.04.2023 (Indian Express, Divya Bhaskar and Rajasthan Patrika) and in Weekly Gazette of India dated 13.05.2023 for the general pub lic to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Khavda II -A Transmission Limited has submitted an affidavit dated 12.08.2023 declaring that no observation/represe ntation was received within two months from the date of Publication in the official gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph a uthority possesses under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmissio n lines under “Transmission scheme for evacuation of 4.5 GW RE injection at Khavda P.S. under Phase -II- Part A”. The following overhead line is covered under this transmission scheme: 1. KPS2(GIS) - Lakadia 765 kV D/C line The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns, and cities of Gujarat: Name of Villages Tehsil District Shakti Bet, Sarbela Bet, Gainda Bet, Dharamshala, Mori Bet, Kuar Bet, Mori Bet, Kakara Kuva, Kotda, Dhrobana, Kuran, Sumrapor, Mota, Mokhara Talav, Tankanya, Paccham Island, Dandi, Dinara, Rotodia, Roatad, Bandho , Paiya Chhota, Paiya, Kakkar, Ratadiya, Khavada, Ludiya, Akkli, Godpar, Mindiwara Wandh, Khari, Sadai, Bhirandiyara, Soela, Lalwara, Savani, K hari Wandh, Sargu, Nawa Sargu, Vaghura, Dedhiya Nana, Pareti, Dedhiya Mota, Dadhar Nana, Dadhar Mota, Reldi, Sabu, Neri, Madhan, Misariyado, Bhojardo, Udai, Chhachhi, Berado, Dhori, Sumrasar, Kunana, Fulay, Kotai, Umedpar, Khengarpar, Dhrang, Lodai, Keshav nagar, Wanthra, Khengarpar (Dharampur), Lotia Nala, Lothia, Modsar, Jawaharnagar, Kharod Jhil Bhuj Kachchh Khirsara, Khirsara (Umar Wandh), Khirsara (Mor Wandh), Khirsara (Rahim Wandh), Khirsara (Haleputra Wandh), Amarapar, Devisar, Mori, Lakhara Velara, Velara Talav, Indraprastha (New Dudhai), Dhamadka, Budharmora, Fatehpur. Rapar Kachchh Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Khavda II-A Transmission Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Governmen t or to be so established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local b odies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made ther e under by the applicant. vi. M/s Khavda II -A Transmission Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical I nspection.
