G.S.R. 561(E), dated 11th September 2024, issued by the Ministry of Environment, Forest and Climate Change under the proviso to Article 309 of the Constitution, supersedes the 2012 Botanical Survey of India, Junior Administrative Officer, Group 'B' Post Recruitment Rules and establishes the method of recruitment, age limit and qualifications for the post of Junior Administrative Officer in the Botanical Survey of India; the post has a sanctioned strength of 7 (2024, subject to variation dependent on workload), is classified General Central Service, Group 'B', Gazetted, Ministerial, at Level 7 in the pay matrix (Rs. 44,900-1,42,400); recruitment is by promotion from Office Superintendent (pay level 6) with five years' regular service, failing which by deputation of Central/State/Union Territory officers holding an analogous post or with five years' service at level 6 and specified qualifications, with a deputation period ordinarily not exceeding three years and a maximum deputation age of fifty-six years; the rules bar appointment of persons who have contracted a bigamous marriage unless exempted by the Central Government, empower the Central Government to relax provisions in consultation with the UPSC, and preserve reservation benefits for Scheduled Castes, Scheduled Tribes, Other Backward Classes and ex-servicemen; the Group 'B' Departmental Promotion Committee comprises the Advisor or Joint Secretary in-charge of Botanical Survey of India (Chairman), the Director or Deputy Secretary (Conservation and Survey) of the Ministry (Member), and the Director, Botanical Survey of India (Member), and UPSC consultation is not required. L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 519] NEW DELHI , WEDNES DAY , SEPTEMBER 11, 2024/BHADRA 20, 1946 CG-DL-E-11092024-257089 (1) (2) (3) (4) (5) (6) (7) (8) (9) (10) (11) (12) (13) MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 11th September, 2024 G.S.R. 561(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Environment and Forest Botanical Survey of India, Junior Administrative Officer, Group ‘B’ Post Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post o f Junior Administrative Officer in the Botanical Survey of India under the Ministry of Environment, Forest and Climate Change, namely: - 1. Short title and commencement . – (1) These rules may be called the Ministry of Environment, Forest and Climate Change, Botanical Survey of India (Junior Administrative Officer) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. - The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age -limit, qualifications, etc. – The method of recruitment, age - limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the UPSC, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. – Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex -servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Promotion: Office Superintendent in pay level -6 (Rs. 35400 -112400) with five years’ regular service in the grade rendered after appointment thereto and successfully completed mandatory training of two to four weeks in administration, establishment and accounts. Note 1.– Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. Deputation: Officers of the Central Government or State Government or Union Territory administration: (a)(i) holding analogous post on a regular basis; or (ii) with five years regular service in pay level -6 (Rs. 35400 -112400) rendered after appointment there to; and (b) possessing the following qualification and experience. - (i) Bachelors degree from a recognised university; and (ii) having two years experience in accounts,administration,establis hment in a government office/ Group ‘B’ Departmental Promotional Committee for considering promotion (consisting of) .– 1. Advisor or Joint Secretary (in - charge of Botanical Survey of India) – Chairman; 2. Director or Deputy Secretary (Conservation and Survey), Ministry of Environment, Forest and Climate Change – Member; 3. Director, Botanical Survey of India – Member. Consultation with Union Public Service Commission is not necessary. public sector undertakings /autonomous body or statutory body. Note 1. - The period of deputation including the period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 2. - The maximum age - limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of receipt of the applications. Note 3. - The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation and similarly, deputationists will not be eligible for consideration for appointment by promotion.
