Justification for Zero Eco-Sensitive Zone for Eravikulam National Park:-
• On the western and south-western side from point A1 to point A2, zero ESZ is proposed, as this region borders Anamudi Reserve Forest, which falls under the jurisdiction of the Munnar Territorial Division.
• The northern boundary from point A2 to point A3, zero ESZ is proposed as this region borders with Anamalai Tiger Reserve in Tamil Nadu.
• In the eastern side from point P10 to P11, zero ESZ is proposed as this area comprises of human inhabitation at Pallanadu.
• The north-eastern boundary from point A3 to point A4, zero ESZ is proposed as this boundary adjoins the Chinnar Wildlife Sanctuary of the Munnar Wildlife Division.
• Since these areas are sharing boundary with protected areas and notified reserves which are already well protected, no additional buffer zone is required.
Justification for Zero Eco-Sensitive Zone for Chinnar Wildlife Sanctuary:-
• On the western boundary from point A3 to A5, zero ESZ is proposed, as this region borders with Anamalai Tiger Reserve in Tamil Nadu.
• On the northern boundary from point A5 to A6, zero ESZ is proposed, as this region borders with Anamalai Tiger Reserve in Tamil Nadu.
• The eastern boundary from point A6 to A7, zero ESZ is proposed as this region borders with Anamalai Tiger Reserve in Tamil Nadu.
• The south-eastern boundary from point A7 to A8, zero ESZ is proposed as this region borders with Anamalai Tiger Reserve in Tamil Nadu.
• The south-eastern boundary from point A8 to A9, zero ESZ is proposed, as this region borders with Kurinjimala Sanctuary of Munnar Wildlife Division.
• The north-western boundary from A3 to A4, zero ESZ is proposed, as this region borders with Eravikulam National Park of Munnar Wildlife division.
• The southern boundary from point P29 to P30, point P44 to P45 and point P46 to P47, zero ESZ is proposed as this region borders with human inhabitation of Marayoor and Kanthaloor panchayats.
Justification for Zero Eco-Sensitive Zone for Anamudi Shola National Park:-
• On the north-eastern boundary from point A10 to point A11, zero ESZ is proposed as this region borders Kurinjimala Wildlife Sanctaury of Munnar Wildlife Division.
• On the north-western boundary from point P55 to point P56, zero ESZ is proposed as this region borders with human inhabitation of Kanthalloor Panchayat.
• On the eastern boundary from point P66 to point P67, zero ESZ is proposed as this region borders with human inhabitation of Vattavada Panchayat.
Justification for Zero Eco-Sensitive Zone for Kurinjimala Wildlife Sanctuary:-
• On the northern boundary from point A8 to point A9, zero ESZ is proposed, as this region borders with the Chinnar Wildlife Sanctuary of Munnar Wildlife Division.
• The eastern and south-eastern boundary from point A8 to point A12, zero ESZ is proposed as this region borders with Palani Kodaikanal Wildlife Sanctuary in Tamil Nadu.
• Southern boundary from point A12 to A13, zero ESZ is proposed as this region borders Pambadum Shola National Park of Munnar Wildlife Division.
• North-western boundary from A10 to A11, zero ESZ is proposed, as this region borders with Anamudi Shola National Park of Munnar wildlife division.
• In the western side from point A11 to A13, zero ESZ is proposed as this region borders with human inhabitation of Vattavada panchayat.
Justification for Zero Eco-Sensitive Zone for Pambadum Shola National Park:-
• On the eastern boundary from point A12 to A14, zero ESZ is proposed as this region borders with Palani Kodaikanal wildlife sanctuary of Tamil Nadu.
• The southern boundary from point A14 to P75, zero ESZ is proposed as this region borders with Palani Kodaikanal Wildlife Sanctuary of Tamil Nadu.
• In the northern boundary from point A12 to A13, zero ESZ is proposed, as this region borders with Kurinjimala Wildlife Sanctuary of Munnar Wildlife Division.

The total area of the Eco-sensitive Zone for Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park is 70.5 sq. km. The breakup areas of the Eco-sensitive Zones are given below:-

2. The boundary description of Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park is appended in Annexure-I.
3. The boundary description of Eco-sensitive Zone around Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park is appended in Annexure-II.
4. The map of the Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park demarcating Eco-sensitive Zone along with boundary details and latitudes and longitudes are appended as Annexure-IIIA, Annexure-IIIB, and Annexure-IIIC.
5. Lists of geo-coordinates of the boundary of Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park are given in Annexure-IV.
6. Lists of geo-coordinates of the Eco-sensitive Zone boundary around Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park are given in Annexure-V.
7. The lists of villages falling in the Eco-sensitive Zone along with their geo-coordinates at prominent locations is appended as Annexure-VI.
Zonal Master Plan for Eco-Sensitive Zone-
(1) The State Government shall, for the purposes of the Eco-sensitive Zone prepare a Zonal Master Plan within a period of two years from the date of publication of this notification in the Official Gazette, in consultation with local people and adhering to the stipulations given in this notification for approval of the competent authority in the State Government.
(2) The Zonal Master Plan for the Eco-sensitive Zone shall be prepared by the State Government in such manner as is specified in this notification and also in consonance with the relevant Central and State laws and the guidelines issued by the Central Government, if any.
(3) The Zonal Master Plan shall be prepared in consultation with the following Departments of the State Government, for integrating the ecological and environmental considerations into the said plan:-
(i) Environment;
(ii) Forest;
(iii) Urban Development;
(iv) Tourism;
(v) Municipality;
(vi) Revenue;
(vii) Agriculture;
(viii) State Pollution Control Board;
(ix) Irrigation; and
(x) Public Works Department.
(4) The Zonal Master Plan shall not impose any restriction on the approved existing land use, infrastructure and activities, unless so specified in this notification and the Zonal Master Plan shall factor in improvement of all infrastructure and activities to be more efficient and eco-friendly.
(5) The Zonal Master Plan shall provide for restoration of denuded areas, conservation of existing water bodies, management of catchment areas, watershed management, groundwater management, soil and moisture conservation, needs of local community and such other aspects of the ecology and environment that need attention.
(6) The Zonal Master Plan shall demarcate all the existing worshipping places, village and urban settlements, types and kinds of forests, agricultural areas, fertile lands, green area, such as, parks and like places, horticultural areas, orchards, lakes and other water bodies.
(7) The Zonal Master Plan shall regulate development in Eco-sensitive Zone and adhere to prohibited and regulated activities listed in the Table in paragraph 4 and also ensure and promote eco-friendly development for livelihood security of the local communities.
(8) The Zonal Master Plan shall be co-terminus with the Regional Development Plan.
(9) The Zonal Master Plan so approved shall be the reference document for the Monitoring Committee for carrying out its functions of monitoring in accordance with the provisions of this notification.
3. Measures to be taken by the State Government. - The State Government shall take the following measures for giving effect to the provisions of this notification, namely: -
4. Land use. - (a) Forests, horticulture area, agriculture area, Parks and open spaces earmarked for recreation purposes in the ESZ shall not be used or converted into areas for major commercial or major residential complex or industrial activities.
Provided that the conversion of agriculture and other land within the ESZ for the purpose other than that specified at part (a) above, within the Eco-sensitive Zone may be permitted on the recommendation of the Monitoring committee and with the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of Central/State Government as applicable and vide provisions of this notification, to meet the residential needs of the local residents such as:
i. Eco-friendly cottages for temporary occupation of tourists, such as tents, wooden houses, etc. for eco-friendly tourism activities;
ii. Widening and strengthening of existing roads;
iii. Small-scale industries not causing pollution;
iv. Construction and renovation of infrastructure and basic civic amenities;
v. Cottage industries including village industries; convenience stores and local amenities supporting eco-tourism including home stay; and
vi. Promoted activities given in paragraph 4

Provided further that no use of tribal land shall be permitted for commercial and industrial development activities without the prior approval of the competent authority under Regional Town Planning Act and other rules and regulations of State Government and without compliance of the provision of the article 224 of the Constitution or the law for the time being in force, including the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (2 of 2007):
Provided also that any error appearing in the land records within the Eco-sensitive Zone shall be corrected by the State Government, after obtaining the views of Monitoring Committee, once in each case and the correction of said error shall be intimated to the Central Government in the Ministry of Environment, Forest and Climate Change:
Provided also that the above correction of error shall not include change of land use in any case except as provided under this sub-paragraph;
(b) Efforts shall be made to reforest the unused or unproductive agricultural areas with afforestation and habitat restoration activities.
2. Natural water bodies. - The catchment areas of all natural springs/rivers/channels shall be identified and plans for their conservation and rejuvenation shall be incorporated in the Zonal Master Plan.
3. Tourism or eco-tourism.- (a) All new eco-tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be as per the Tourism Master Plan for the Eco-sensitive Zone;
b. the Tourism Master Plan shall be prepared by the State Department of Tourism in consultation with the State Departments of Environment, Forests and Wildlife, in association with State Department of Tourism, Government of Kerala;
c. the Tourism Master Plan shall form a component of the Zonal Master Plan;
d. the Tourism Master Plan shall be drawn based on the study of carrying capacity of the Eco-sensitive Zone;
e. the activities of eco-tourism shall be regulated as under, namely:-
i. No new construction of hotels and resorts shall be allowed within 1 km from the boundaries of the protected areas or up to the extent of the Eco-sensitive Zone, whichever is nearer:
Provided that beyond the distance of the 1 km from the boundaries of the protected areas till the extent of the Eco-Sensitive Zone, the establishment of new hotels and resorts shall be allowed only in predefined and designated areas for eco-tourism facilities as per Tourism Master Plan;
ii. all new tourism activities or expansion of existing tourism activities within the Eco-sensitive Zone shall be in accordance with the guidelines issued by the Central Government in the Ministry of Environment, Forest And Climate Change and the Eco-tourism guidelines issued by National Tiger Conservation Authority (as amended from time to time) with emphasis on eco-tourism, eco-education and eco-development;
iii. until the zonal master plan is approved, development for Tourism and expansion of existing tourism activities in the Eco-sensitive Zone areas falling outside forest lands shall be permitted by the concerned regulatory authorities based on the actual site-specific scrutiny

and recommendation of the monitoring committee and no new hotels/ resorts or commercial establishment construction is permitted within Eco-sensitive Zone area.
4. Natural heritage.- All sites of valuable natural heritage in the Eco-sensitive Zone, such as the gene pool reserve areas, rock formations, waterfalls, springs, gorges, groves, caves, points, walks, rides, cliffs, etc. shall be identified and preserved and a heritage conservation plan shall be drawn up for their preservation and conservation as a part of the Zonal Master Plan.
5. Man-made heritage sites.- Buildings, structures, artefacts, area and precincts of historical, architectural, aesthetic and cultural significance shall be identified in the Eco-sensitive Zone and heritage conservation plan for their conservation shall be prepared as part of Zonal Master Plan.
6. Noise pollution. - Prevention and Control of noise pollution in the ESZ shall be compiled with in accordance with Noise Pollution (Regulation and Control) Rules, 2000 under the Environment (Protection) Act, 1986 and amendments thereto.
7. Air pollution. - Prevention and control of air pollution in the Eco-sensitive Zone shall be compiled with in accordance with the provisions of the Air (Prevention and Control of Pollution) Act, 1981(14 of 1981) and rules made there under and amendments thereto.
8. Discharge of effluents. - The discharge of treated effluents in Eco-sensitive Zone shall be in accordance with the provisions of General Standards of Discharge of Environmental Pollutants covered under the Environmental (Protection) Act, 1986 and rules made there under or standards stipulated by State Government whichever is more stringent.
9. Solid wastes.- Disposal and Management of solid wastes shall be as under:-
a. the solid waste disposal and management in the Eco-sensitive Zone shall be carried out in accordance with the Solid Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number S.O. 1357(E), dated the 8th April, 2016 and as amended from time to time; the inorganic material may be disposed in an environmental acceptable manner at site identified outside the Eco-sensitive Zone;
b. Safe and Environmentally Sound management (ESM) of solid wastes in conformity with existing rules and regulations using identified technologies may be allowed within the Eco-sensitive Zone.
10. Bio-Medical Waste.– Bio-Medical Waste Management shall be as under:-
a. the Bio-Medical Waste disposal in the Eco-sensitive Zone shall be carried out in accordance with the Bio-Medical Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number GSR 343(E), dated the 28th March, 2016; as amended from time to time.
b. Safe and Environmentally Sound Management (ESM) of Bio-medical wastes in conformity with the existing rules and regulations using identified technologies may be allowed within the Eco-sensitive Zone.
11. Plastic waste management. - The Plastic Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the Plastic Waste Management Rules, 2016, published by the Government of India in the Ministry of Environment, Forest and Climate Change vide notification number GSR 340(E), dated the 18th March, 2016; as amended from time to time.
12. Construction and demolition Waste Management. - The Construction and Demolition Waste Management in the Eco-sensitive Zone shall be carried out as per the provisions of the Construction and Demolition Waste Management Rules, 2016, published by the

Government of India in the Ministry of Environment, Forest and Climate Change vide notification number GSR 317(E), dated 29th March, 2016, as amended from time to time.
13. E-waste. - The E-waste management in the Eco-sensitive Zone shall be carried out as per the provisions of E-waste Management Rules, 2016 published by the Government of India in the Ministry of Environment, Forest and Climate Change, and as amended from time to time.
14. Vehicular traffic. – The vehicular movement of traffic shall be regulated in a habitat friendly manner and specific provisions in this regard shall be incorporated in the Zonal Master Plan and till such time as the Zonal Master Plan is prepared and approved by the Competent Authority in the State Government, the Monitoring Committee shall monitor compliance of vehicular movement under the relevant acts and rules and regulation made there under.
15. Vehicular pollution. - Prevention and Control of Vehicular Pollution shall be complied with in accordance with applicable laws. Efforts to be made for use of cleaner fuel for example CNG, LPG, etc.
16. Industrial units.– (a) On or after the publication of this notification in the Official Gazette, no new polluting industries shall be allowed to be set up within the Eco-sensitive Zone.
(b) Only non-polluting industries shall be allowed with in Eco-sensitive Zone as per classification of Industries in the guidelines issued by Central Pollution Control Board in February 2016, as amended from time to time, unless so specified in this notification. In addition, non-polluting cottage industries shall be promoted.
17. Protection of hill slopes.- The protection of hill slopes shall be as under:-
a. the Zonal Master Plan shall indicate areas on hill slopes where no construction shall be permitted;
b. no construction on existing steep hill slopes or slopes with high degree of erosion shall be permitted.
4. List of activities prohibited or to be regulated within Eco-sensitive Zone-
All activities in the Eco-sensitive Zone of Eravikulam National Park, Chinnar Wildlife Sanctuary, Anamudi Shola National Park, Kurinjimala Wildlife Sanctuary and Pambadum Shola National Park shall be governed by the provisions of the Environment (Protection) Act, 1986 (29 of 1986), Wildlife (Protection) Act, 1972 (53 of 1972), Forest (Conservation) Act, 1980 (69 of 1980), the Indian Forest Act, 1927(16 of 1927), and other applicable laws including Environmental Impact Assessment (EIA) Notification, 2006, and other Acts and Rules prevalent in the State. The forest area coming under the Eco-sensitive Zone will remain to be governed under existing forest laws and amendments made thereto. Subject to the provisions of this paragraph, the activities in the Eco-sensitive Zone shall be regulated in manner specified in the Table below, namely:-

All new and existing mining (minor and major minerals), stone quarrying and crushing units shall be prohibited except for the domestic needs of bona fide local residents with reference to digging of earth for construction of repair of houses and for manufacture of

country tiles or bricks for housing for personal consumption;
b. The mining operations shall be carried out in accordance with the orders of the Hon'ble Supreme Court dated the 4th August, 2006 in the matter of T.N. Godavarman Thirumulpad Vs. UOI in W.P.(C) No. 202 of 1995 and Goa Foundation Vs. UOI in W.P.(C) No. 435 of 2012 dated the 21st April, 2014 and IA No. 1000 of 2003 dated the 3rd June, 2022, IA No. 131377 of 2022 judgment dated the 26th April, 2023 and 28th April, 2023, and subsequent IA Nos. 162033 & 162034 of 2025 with IA Nos. 162154 & 162155 of 2025 order dated 23rd July 2025 and any further orders related to mining.
2. | Setting of industries causing pollution (Water, Air, Soil, Noise, etc.) | No new industries and expansion of existing polluting industries in the Eco-sensitive Zone shall be permitted. Only non-polluting industries shall be allowed within the Eco-sensitive Zone as per classification of Industries in the Guidelines issued by the Central Pollution Control Board in February 2016 and as amended from time to time, unless so specified in this notification. In addition, non-polluting cottage industries shall be promoted.
3. | Establishment of new major hydroelectric projects and irrigation projects | Prohibited as per applicable laws.
4. | Use or production or processing of any hazardous substances. | Prohibited as per applicable laws.
5. | Discharge of untreated effluents and solid waste in natural water bodies or land area. | Prohibited as per applicable laws.
6. | Establishment of solid waste disposal site and common incineration facility for solid and bio medical waste. | No new solid waste disposal site and waste treatment/processing facility of solid waste is permitted within Eco-sensitive Zone. Further installation of common or individual incineration facility for treatment of any form of solid waste generated from industrial process and health establishment/hospitals etc. is prohibited.
7. | Setting of new saw mills. | No new or expansion of existing saw mills shall be permitted within the Eco-sensitive Zones.
8. | Setting up of brick kilns. | Prohibited as per applicable laws.
| | B. Regulated Activities
9. | Commercial establishment of hotels and resorts. | No new commercial hotels and resorts shall be permitted within one kilometre from the boundaries of the protected areas or up to the extent of Eco-sensitive Zone, whichever is nearer, except for accommodation for temporary occupation of tourists related to Eco-friendly tourism activities:

Provided that new tourist activities or extension of existing establishments may be allowed in accordance with Tourism Master Plan and guidelines as applicable.
However, beyond one kilometre from the boundary of the protected areas up to the extent of the Eco-sensitive Zones establishment of hotels and resorts may be done subject to the Zonal Master Plan.
10. | Construction activities. | a. No new commercial construction of any kind shall be permitted within one kilometre from the boundaries of the protected areas or up to the extent of Eco-sensitive Zone or whichever is nearer:
Provided that, local people shall be permitted to undertake construction in their land for their residential use including the activities listed in sub-paragraph (1) of paragraph 3 as per building bye-laws to meet the residential needs of the local residence such as:
i.Eco-friendly cottages for temporary occupation of tourists, such as tents, wooden houses, etc. for eco-friendly tourism activities.
ii.Widening and strengthening of existing roads;
iii.Small-scale industries not causing pollution
iv. Construction and renovation of infrastructure and civic amenities;
v. Cottage industries including village artisans; convenience stores and local amenities supporting eco-tourism including home stays; and
vi. Promoted activities listed in this notification.
Provided that the construction activities related to small scale industries not causing pollution shall be regulated at the minimum, with the prior approval from the competent authority as per applicable rules and regulations, if any.
b. Beyond one kilometre, it shall be regulated as per the Zonal Master Plan.
11. | Small scale non-polluting industries. | Non-polluting industries as per classification of Industries issued by the Central Pollution Control Board in February 2016 and as amended from time to time and non-hazards, small-scale and service industry, agriculture, floriculture, horticulture or agro-based industry producing products from indigenous materials from the Eco-sensitive Zone shall be permitted by the Competent Authority.
12. | Felling of Trees. | a. There shall be no felling of trees on the forest or Government or revenue or private lands without prior

permission of the Competent Authority in the State Government.
b. The felling of trees shall be regulated in accordance with the provisions of the concerned Central or State Act and the rules made there under.
c. In case of Reserve Forests and Protected Forests, the working plan prescriptions shall be followed.
13. | Collection of Forest produce or Non-Timber Forest Produce (NTFP). | Regulated as per the Scheduled Tribes and Other Traditional Forest Dwellers [Recognition of Forest Rights] Act, 2006.
14. | Erection of electrical cables and communication towers. | Regulated under applicable laws. Promote underground cabling method.
15. | Infrastructure including civic amenities | Shall be done with mitigation measures, as per applicable laws, rules and regulation and available guidelines.

5. Monitoring Committee for Monitoring the Eco-Sensitive Zone Notification- In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986), the Central Government hereby constitutes a Committee to be called as the Monitoring Committee, to monitor and ensure the compliance with the provisions of this notification. The Monitoring Committee referred to in sub-paragraph (1) above, shall consist of the following members, namely:-

6. Terms of Reference of the Monitoring Committee –
(1)The Monitoring Committee shall monitor the compliance of the provisions of this notification.
(2) The tenure of the Monitoring committee is for three (3) years or till the re constitution of the new Committee by the State Government and subsequently the Monitoring Committee would be constituted by the State Government.
(3) The activities that are covered in the schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533(E), dated the 14th September 2006, and are falling in Eco-sensitive Zone, except for the prohibited activities as specified in the table under paragraph 4 thereof, shall be scrutinized by the Monitoring Committee based on the actual site-specific conditions and referred to the Central Government in the Ministry of Environment, Forest and Climate Change for prior environmental clearances under the provisions of the said notification.
(4) The activities that are not covered in the Schedule to the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533(E), dated the 14th September, 2006 and are falling in Eco-sensitive Zone, except for the prohibited activities as specified in the table under paragraph 4 thereof, shall be scrutinized by the Monitoring Committee based on the actual site-specific conditions and referred to the concerned regulatory authority.
(5) The Member Secretary of Monitoring Committee shall be competent to file complaints under section 19 of the Environment (Protection) Act, 1986 against any person who contravenes the provisions of this notification.
(6) The Monitoring Committee may invite representatives or experts from concerned Departments or representative from Industry Associations or concerned stakeholders to assist in its deliberations depending on the requirements on issue to issue basis.
(7) The Monitoring Committee shall submit the annual action taken report of its activities as on 31st March of every year by 30th June of that year to the Chief Wildlife Warden in the state as per pro-forma given Annexure-VII, appended to this notification.
(8) The Central Government in the Ministry of Environment, Forests and Climate Change may give such direction, as it deems fit, to the Monitoring Committee for effective discharge of its functions.
7. Additional measures.- The Central Government and State government may specify additional measures, if any, for giving effect to the provision of this notification
8. Supreme Court, etc. orders.- The provision of this notification shall be subject to the orders, if any, passed or to be passed, by the Hon'ble Supreme Court of India or the High Court or National Green Tribunal.
Annexure I
A. BOUNDARY DESCRIPTION OF THE ERAVIKULAM NATIONAL PARK IN THE STATE OF KERALA
The notification of the National Park mainly follows ridges as the boundary and the description is as follows:
North | The boundary commences from the point where the Kannan Devan Hills Produce Village boundary meets the interstate boundary between Kerala and Tamil Nadu at point 5540' (1689m). From that point the boundary runs along the interstate boundary passing through peaks with altitude of 3984' (1214 m), 5011′ (1527 m), 5885′ (1794 m) and 7388' (2252 m) to Perattumala 7033' (2144 m). Thence turning southeast, the boundary reaches Kumarickal Mala 8275' (2522 m).
East | The boundary follows the Kannan Devan Hill Produce Village boundary along the ridge through Kattumala 8373' (2552m) and then to Perumalmala 7736' (2355 m) till it reaches Thirumudi 5676' (1830 m).
South | The boundary follows the western boundary of Chattamunnar Estate (Thalayar group), northern boundaries of Vaguvarrai and Nyamakad Estate to meet the Kannan Devan Hill Produce Village boundary about 3 Km south west of Rajamala peak 7209' (2197 m).
West | The boundary follows the Kannan Devan Hill Produce Village boundary to Rajamala 7209' (2197 m) and then turning north-east, the boundary reaches Sampamala 7581' (2311 m) and thence to Bhimamala 4719' (1438 m) and from there turns in a north east direction to Kolukkumalai, 7137' (2175 m) and thence proceeds in north direction to the starting point at 5540′ (1689 m) passing through Erumamalai, 7496' (2284 m) and Erumapettymalai, 6999' (2133 m).
B. BOUNDARY DESCRIPTION OF THE CHINNAR WILDLIFE SANCTUARY IN THE STATE OF KERALA
North | Starting from cairn No.1 at the tri-junction of the boundaries of Coimbatore District, Marayoor Pakuthy and Kannan Devan Hills at the North West corner of the Reserve, the line goes in a nearly north easterly direction for about 5643/4 chains along the Chinnar River to cairn No.2 at a State Boundary Survey Stone on the bank of the Chinnar River, thence more or less east- south east for about 2141/4 chains along the above said river to cairn No.3 at the State Boundary Survey Stone on the bank of the river side of that Survey
No. for about 11/4 chains to cairn No.4 at its south west corner. (This is also the Western most point of S.No.251/1/1). Thence, nearly east along the south side of the S. No. 257/1/1 for about 333/4 chains passing cairns No. 5 to 15 to cairn No.16 at its south east corner. Thence nearly south for about 63/4 chains to cairn 17 thence nearly south for about 63/4 chains passing cairn No.18 and crossing the approach road to the P.W.D. camp shed to cairn No.19 at the right bank of the thodu flowing to Chinnar River – then nearly north along that thodu for about 103/4 chains to cairn No.20 at its junction with the Chinnar River (from cairn numbers 16 to 20 the boundary follows the Western, Southern and Eastern Boundaries of the area allowed for the P.W.D. excluding the same from the reserve.) thence nearly east along the Chinnar River for about 71/2 chains to cairn No.21, on its bank; thence nearly south east for about 43/4 chains passing cairn number No.22, 23 to cairn No.24 on the West side of the approach road to the P.W.D. camp shed; thence east by slightly south for about 3/4 chains crossing the above road to cairn No.24A; thence nearly east- south east for 1 chain to cairn No.24B; thence nearly north-north east for 31/2 chains to cairn No.24C, thence east for 3/4 chains to cairn No.24D, thence north for 11/2 chains to cairn No.24E, thence west for 3/4 chains to cairn No.25; thence nearly north west for about 11/4 chains crossing the northern outlet road to cairn No.26 on the right bank of the Chinnar river situated 81 links north west of the State Boundary Survey Stone between distance 438 and 500, (from cairn 21 to 26 the boundary follows the Western, Southern and Eastern boundaries of the area allowed for the Excise Office Cart Stand and tollgate excluding the same from the reserve); thence nearly east along the same river for about 11 chains to cairn No.27 at the Revenue Stone at the North West Corner of Survey 261/1; thence nearly South West along its West side for about 11/4 chains to cairn No.28 at its South West Corner, thence along the West, South and East sides of Survey No. 259/1 for about 63/4 chains passing cairn Nos. 29 to 31 to cairn No.32 at its North East corner; thence nearly East along the Chinnar River for about 721/2 chains to cairn No.34; it is junction of Pambar River with Chinnar River.
East | Thence nearly South- South West along the left bank of the Pambar River for about 43/4 chains to cairn No. 36 situated on the left bank of Athioda stream at its confluence with the Pambar thence nearly South South-East along the Athioda Stream (the boundary between Travancore and Coimbatore District) for about 4511/4 chains to cairn 37 where Athiodai cross the State Boundary for about 1263/4 chains to cairn No.38 at the top of Jambumalai peak at the tri-junction of Coimbatore and Madurai Districts and Travancore State (This peak is locally known as Chinna Chambu Malai).
South and West | Thence nearly south west along the state boundary for about 38 chains to cairn No. 39 at the boundary stone at the north-east corner of survey No. 72/1 of Kothukombu Pakuthy at the tri-junction of Keelanthur and Kottakombu Pakuthies of Devikulam Taluk and Palani Taluk of Madurai District (This place is locally known as Vellimalai); thence in the same direction for about 631/2 chains along the boundary between Keelanthur and Kottakombu Pakuthies to cairn No. 40 at —Chenkannimala thence nearly West South-West along the above Pakuthy boundary for about 531/4 chains passing Velliyangiri hills to cairn No. 41 at the Village Boundary Stone at the trijunction of Kilanthur, Kootakombu and Kanthaloor Pakuthies (this place is also known as Vattachola lower); thence nearly North West for about 231/2 chains to cairn No. 42 at a Village Boundary Stone between Kanthaloor and Kilanthur Pakuthies, (this place is also known as Vattachola Upper) thence in same direction but more to the West for 30 chains to cairn No. 43 on the right bank of the Vannanthorai Stream; thence nearly West North West along the right bank of the above stream for about 1091/2 chains to cairn No. 44 (here the stream leaves the boundary) thence nearly North for about 21/2 chains to cairn No. 45 it has theodolite stone at the South East Corner of Survey No. 300/1 of Kilanthur Pakuthies thence along the East side of the above survey Number for about 9 chains passing cairn No.s 46 and 47 to cairn No. 85 of

C. BOUNDARY DESCRIPTION OF THE ANAMUDI SHOLA NATIONAL PARK IN THE STATE OF KERALA
North | Starting from Ottakombumala (hill point 2164) on the south western corner of Tirthalar proposed reserve forests, thence along the southern boundary of the said reserve till it reaches the north eastern corner of Mannavan shola reserve thence along the north eastern boundary of the said reserve up to Madavarimala, thence north east along the southern boundary of Idivara Shola reserve passing along hill points 2153, 2104, 2199, 2132, 2127 (Velligirimala).
East | Starting from hill point at 2127 (Velligirimala) runs along the eastern boundary of Idivara Shola Reserved Forests and Pullaradi Shola Reserved Forest till it the south-eastern corner of Pullaradi Shola Reserved Forests adjoining the boundary of Kannan Devan Hills village concession lands.

South | Starting from the south eastern corner of Pullaradi Shola reserved Forests runs more or less south along the southern boundary of Pullaradi Shola Reserved forests, Idivara Shola Reserved Forest and Mannavan Shola reserved Forests adjoining to the Northern Boundary of Kannan Devan Hills Village Concession Lands till it reaches Tirthamala.
West | Starting from Tirthamala runs along eastern boundary of Mannavan Shola Reserved Forests till it reaches hill point 2164, Ottakombumala.
D. BOUNDARY DESCRIPTION OF THE KURINJIMALA WILDLIFE SANCTUARY IN THE STATE OF KERALA
The boundary descriptions as per the initial notification dated 6th October 2006 vide GO (MS) No. 36/06/Forest is as follows:
North | Starting from the point on the north of Vellagiri peak (2127 m) at the boundary of Chinnar Wildlife Sanctuary, the boundary follows east along the south- eastern boundary of Chinnar Wildlife Sanctuary along the Karuvepin Shola and thence runs along the Kottamboor sheet rock to the Point No. 1769 on the Interstate boundary.
East | Thence the boundary runs south along the Interstate boundary up to the north – eastern extremity of Pampadum Shola National Park on the Interstate boundary through the peaks Kolakkattu Malai (2066 m) Para Thumbu (2356 m), KadavariKanavai (2219 m), Tulukkanpatti Malai (2461 m), KalladankanavaiMettu (2457 m) and Pattitalaichi (2494 m).
South | From the north-eastern extremity of Pampadum Shola National Park at the Intestate boundary, the boundary runs west along the northern boundary of Pampadum Shola National Park till it reaches the Munnar-Kovilur road.
West | Thence the boundary runs in an northern direction along the western boundaries of the forest plantations in Block No. 62 of Vattavada Village till it reaches the southern boundary of Block No. 58 of Kottakkamboor Village and from there it runs in a north-western direction along the boundary of Block No. 58 till it reaches the north-eastern boundary of Anamudi Shola National Park and thence running north along the boundary of the Sanctuary and further north till it reaches the starting point on the north of Vellagiri Peak (2127 m) at the boundary of Chinnar Wildlife Sanctuary. Though the boundaries are described as per the first notification, only the northern, eastern and southern boundaries are clearly identifiable. The western boundary which borders the private holdings is not demarcated.
E. BOUNDARY DESCRIPTION OF THE PAMBADUM SHOLA NATIONAL PARK IN THE STATE OF KERALA
North | The southern boundary of Pambadum Shola Reserved Forest No.55, starting from a point about 500 m towards south from hill point 2162, thence runs more or less south East to hill point 1896 and thence towards East to meet at a point roughly in the middle of hill points 2497 (Pattitalachai Malai) and 2531 (Vandaravu Malai) on the interstate boundary.
East | The boundary runs more or less south along the interstate boundary.
South | The boundary runs more or less west along the interstate boundary.
West | The western boundary of Pambadum Shola Reserved Forest No.55 adjoining to the eastern boundary of Chittuvarai Tea estate till it reaches North Eastern corner at the starting point.

East | The Eco Sensitive Zone of eastern side starts from the point P15 (10°17'24.66"N, 77°7'27.16"E) where CWS, ENP and Marayoor Sandal Division joins to form a tri-junction, thence the boundary of ESZ runs towards south parallel to the boundary of ENP up to P14 (10°16'48.22"N, 77°7'41.73"E) in MSDʻs Koodakkad proposed Reserve, then moves to P 13 in MSD, from P13 the boundary runs towards south-east to reach P12(10°14' 17.44” N, 77°8′5.74"E), then the ESZ proceeds south towards P11(10°13′48.14″N, 77°7′56.07”E), a point near Eravikulam National park boundary, from P11 proceeds East to P10 (10°13′ 42.75” N, 77°8′18.57”E) a point along the Marayoor-Munnar state Highway near Pallanadu then the ESZ boundary proceeds towards south to reach till P8(10°12'49.97"N, 77°7'57.61"E) a point near the Talayar Church, from P8 proceeds south in a straight line through the tea orchards to meet a shola, from the shola thence proceeds through the ridge of the shola to meet a point at upper Vagavurai along the 8th mile- Vagavurai estate road, then runs along the estate road till P6 at 8th mile gap (10°9'3.46"N, 77° 4'58.33"E), thence the ESZ boundary proceeds along the road till 5th mile, thence to south through the estate to reach P5 (10°7'58.80"N,77° 2'54.60"E).
South | The southern boundary of the ESZ starts from P5, thence proceeds towards west direction to meet P4 (10°8' 33.72″ N, 77°1' 20.28” E), a point near Panthu Mala, thence towards north along Rajamala-Pettimudy road to reach P3 (10°8′57.59″E, 77°01′11.75 "E), a point near the abandoned Rajamala factory, thence towards north west to reach P2 at Pettimudy ( 10°9'43.60″ N, 76°59'57.52”E), thence towards north east direction to reach the ENP boundary (P1) (10°10'2.03″N, 77°0′22.36” E) where ENP Boundary joins with Anamudi notified Reserve.
West | West part of ENP is contiguous with Anamudi RF, hence no Eco-Sensitive Zone is proposed

East | Eastern part of Chinnar Wildlife Sanctuary is contiguous with Anamalai Tiger Reserve of Tamil Nadu, hence no Eco Sensitive Zone proposed.
The boundary starts from P15 (10°17'24.66"N, 77°7'27.16"E) at the tri-junction of Eravikulam National Park, Kudakkadu RF in Marayoor Sandal Division and Chinnar Wildlife Sanctuary. Then it proceeds on north eastern direction and reaches at P17 (10°18'8.57"N, 77°8'56.15"E) at Marayoor Sandal Division, thence to south eastern direction to reach P19 (10°17′21.76″N 77°9′38.70”E). Then it proceeds north-east to reach P20 (10°17′23.44″N 77°9′42.47"E) and from P20 in south east direction to reach P21 (10°17′22.46″N, 77°9′43.29"E). Thence to north east direction to reach P23 (10°17′23.75"N, 77°9′48.50″E) through P22 (10°17′23.87"N, 77°9′46.32"E). Then it proceeds in south east direction to reach P24 (10°17′22.43″N, 77°9′50.02"E) and from P24 to P25 in the south west direction. Thence it proceeds south east to reach P28 (10°17′17.38"N, 77°9′55.91"E) and from P28 proceeds north east to P29 (10°17′35.28"N, 77°10′0.84″E) a point along the boundary of Chinnar Wildlife Sanctuary. Then the ESZ boundary starts from point P30 (10°17′23.48"N, 77°10′44.73”E), a point on the notified South boundary of Chinnar Wildlife Sanctuary. Then proceeds south west to reach P34 (10°16′55.73″N, 77°10′6.00″E) a point near Munnar Udumalpetta State highway 17. Then it proceeds north east to reach P38 (10°16′55.21”N, 77°10′20.15"E), from P38 proceeds south east to reach P39 (10°16′ 50.79″N, 77°10′23.65"E) and further south ward to reach P41 (10°16'48.29″N, 77°10′23.06”E). Then ESZ boundary proceeds north east to reach P42 (10°16'44.08"N, 77°10'44.04"E), from P42 it proceeds south to reach P43 (10°16'34.87"N, 77°10'43.76"E). Thence proceeds east to reach P44 (10°16'44.72"N, 77°11'14.56"E), a point on the notified boundary of Chinnar Wildlife Sanctuary. Then the ESZ boundary starts from point P45 (10°16'4.49"N, 77°11'54.63"E) on the notified boundary. From P45 proceeds south east to reach P46 (10°15'39.31"N, 77°12'33.52"E). Then the ESZ starts from point P47 (10°15'28.46"N, 77°12'55.77"E) and proceeds south east to reach P48 (10°15'25.34"N, 77°12'57.45"E). From P48 proceeds south west to P49 (10°15'12.96"N, 77°12'42.07"E), then north west to P50 (10°15'18.19"N, 77°12'23.16"E) and from P50 proceeds south to reach P51 (10°15'3.26"N, 77°12'20.07"E). C. BOUNDARY DESCRIPTION OF ECO-SENSITTIVE ZONE AROUND ANAMUDI SHOLA NATIONAL PARK IN THE STATE KERLA
North | The northern boundary of the ESZ starts from P58 (10°12'10.61"N, 77° 9'3.62"E) a point on top of Pamba Mala, thence to eastern direction to reach P57 (10°12'55.26"N, 77°10'58.40"E). From P57 moves south east to reach P56 (10°12'31.86"N, 77°11'2.99"E), a point on the boundary of Anamudi Shola National Park. Then the ESZ boundary starts from point P55 (10°13'10.41"N, 77°12'45.85"E) on the notified boundary of Anamudi Shola National Park. From P55 proceeds north west to P54 (10°13'35.68"N, 77°12'26.21"E).Thence to northern direction to reach P52 (10°14'43.87"N, 77°13'15.56"E) through P53 (10°14'10.39"N, 77°12'43.63"E) where the ESZ joins with the ESZ of CWS.
East | In the east zero ESZ is proposed due to the presence of human habitations of Vattavada Panchayat.

South | In south, the boundary starts from P66 (10°10'19.09"N, 77°13'56.98"E) and proceeds east to reach P65 (10°10'10.15"N, 77°14'12.76"E), thence moves south west to reach P64 (10°9'57.13"N, 77°13'50.99"E), then proceeds towards west direction, to meet P63 (10°10'44.65"N, 77°12'10.01"E) and thence to P62 (10° 9'40.68"N, 77°10'7.47"E).
West | The western side of the boundary starting from P62 (10°9'40.68"N, 77°10'7.47"E) then it passing across Ottakombu mala, Theerthamala and reached Kundalathalai mala, thence to north to reach P58 (10°12'10.61"N, 77°9'3.62"E) on top of Pamba mala.
D. BOUNDARY DESCRIPTION OF ECO-SENSITTIVE ZONE AROUND KURINJIMALA WILDLIFE SANCTUARY IN THE STATE KERLA
North | Northern part of the Kurinjimala Sanctuary is contiguous with Chinnar Wildlife Sanctuary, hence no Eco-Sensitive zone is proposed.
East | Eastern part of the Kurinjimala Sanctuary is contiguous with Kodaikanal Division and Anmalai Tiger reserve of Tamil Nadu, hence no Eco-Sensitive zone is proposed.
South | Southern part of the Kurinjimala Sanctuary is contiguous with Pambadum Shola National Park, hence no Eco-Sensitive zone is proposed.
West | Western part of Kurinjimala Sanctuary is continuous with human habitations of Kottakamboor and Vattavada villages, hence no Eco-Sensitive zone is proposed.
E. BOUNDARY DESCRIPTION OF ECO-SENSITTIVE ZONE AROUND PAMBADUM SHOLA NATIONAL PARK IN THE STATE KERLA
North | The boundary of ESZ starts from P69 (10°9'15.65"N, 77°14'39.72"E) a point on the notified boundary of Pambadum Shola National Park. From P69 proceeds north to reach P70 (10°9'52.36"N, 77°14'38.97"E), then moves south west to reach P71 (10°9'29.96"N, 77°14'10.63"E).
East | The Eastern part of Pambadum Shola National Park is contiguous with Anamalai Tiger Reserve of Tamil Nadu. Hence no Eco-Sensitive Zone is proposed.
South | The Southern part of Pambadum Shola National Park is contiguous with Anamalai Tiger Reserve of Tamil Nadu. Hence no Eco-Sensitive Zone is proposed
