The Ministry of External Affairs issued Notification S.O. 1974(E) dated 1st March 2024, reciting that the Government of India had signed an Agreement on 19th July 2023 for establishment of a Universal Postal Union (UPU) Regional Office at New Delhi, Articles 2, 3, 4, and 5 and Annexure I of which provide privileges and immunities to the Office, its representatives, and officials; considering it expedient to extend the corresponding privileges and immunities under the United Nations (Privileges and Immunities) Act, 1947 (46 of 1947), the Central Government, exercising powers under Section 3 of that Act, declared that Section 1 of Article I, Sections 2 through 8 of Article II, Section 9 of Article III, clauses (a) to (e) of Section 18 and Section 20 of Article V, and clauses (a) to (f) of Section 22 and Section 23 of Article VI of the Schedule to the Act shall apply, mutatis mutandis, to the UPU Regional Office, New Delhi, its representatives, and its officials; the notification (File No. D-II/451/16(2)/2023) was signed by Anshuman Gaur, Joint Secretary.

L.-33004/99 The Gazette of India CG-DL-E-10052024-254156 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 1881] NEW DELHI, FRIDAY, MAY 10, 2024/VAISAKHA 20, 1946 THE GAZETTE OF INDIA: EXTRAORDINARY [PART II-SEC. 3(ii)] MINISTRY OF EXTERNAL AFFAIRS NOTIFICATION New Delhi, the 1st March, 2024 S.O 1974(E).—WHEREAS the Government of India signed an Agreement for establishment of a Universal Postal Union Regional Office at New Delhi, India on the 19th July, 2023; AND WHEREAS Articles 2, 3, 4 and Article 5 and the Annexure I of the said Agreement provide for privileges and immunities to the Universal Postal Union (UPU) Regional Office, its representatives and officials; AND WHEREAS the Central Government considers it expedient to extend the necessary privileges and immunities provided under the United Nations (Privileges and Immunities) Act, 1947 (46 of 1947) to the UPU Regional Office, New Delhi, its representatives and officials; NOW, THEREFORE, in exercise of the powers conferred by section 3 of the United Nations (Privileges and Immunities) Act, 1947 (46 of 1947), the Central Government hereby declares that the provisions of section 1 of Article I, sections 2,3,4,5,6,7 and section 8 of Article II, section 9 of Article III and clauses (a), (b), (c), (d) and (e) of section 18 and section 20 of Article V and clauses (a), (b), (c), (d), (e) and (f) of section 22 and section 23 of Article VI of the Schedule to the said Act shall apply, mutatis mutandis, to the UPU Regional Office, New Delhi, India, its representatives and officials.
