Order S.O. 114(E) issued by the Ministry of External Affairs, dated 10 January 2024, records that the UN Security Council Committee, pursuant to resolutions 1267(1999), 1989(2011) and 2253(2015) concerning ISIL (Da'esh), Al-Qaida, and associated individuals, groups, undertakings and entities, enacted amendments to its Sanctions List under paragraph 1 of Security Council resolution 2610 (2021), adopted under Chapter VII of the UN Charter; the Central Government, considering it necessary to give effect to these amendments, exercises powers under section 2 of the United Nations (Security Council) Act, 1947 (43 of 1947) to further amend the Prevention and Suppression of Terrorism (Implementation of Security Council Resolutions) Order, 2007, styled the Prevention and Suppression of Terrorism (Implementation of Security Council Resolutions) Amendment Order, 2024, effective from its publication date. In the Schedule to the 2007 Order, Annexure 1, under heading A (Individuals), the entries for paragraph QDi.147 (Mohamed Amin Mostafa, born 11 October 1975, Kirkuk, Iraq), QDi.289 (Said Jan 'Abd al-Salam, also known by aliases including Dilawar Khan Zain Khan, of Afghanistan), QDi.316 (Iyad Ag Ghali, born 1958, Abeibara, Kidal Region, Mali, founder and leader of Ansar Eddine), and QDi.317 (Abu Mohammed Al-Jawlani, born between 1975 and 1979, Syrian Arab Republic, leader of Al-Nusrah Front for the People of the Levant) are substituted with updated listing details reflecting amendment dates through 14 November 2023. Under heading B (Entities and other groups), the entry for paragraph QDe.012 (Makhtab Al-Khidamat, a.k.a. MAK, Al Kifah, Afghan Service Bureau, absorbed into Al-Qaida) is likewise substituted. A note states the principal order was published as S.O. 460(E) dated 28 March 2007 and was last amended by S.O. 4802(E) dated 6 November 2023. The Order bears File No. U.II/152/32/2021 and is signed by Eenam Gambhir, Joint Secretary.
