ORDER
New Delhi, the 18th September, 2025
S.O. 5039(E).- Whereas, the Security Council Committee of the United Nations pursuant to resolutions
1267(1999), 1989(2011) and 2253(2015) concerning ISIL (Da'esh), Al-Qaida and associated individuals, groups,
undertakings and entities, has removed some of the entries and amended some of the entries of the ISIL (Da'esh) and
Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in
paragraph 1 of the Security Council resolution 2610(2021) and adopted under Chapter VII of the Charter of the United
Nations;
And whereas, the Central Government considers it necessary and expedient to revise the Schedule to the
Prevention and Suppression of Terrorism (Implementation of Security Council Resolutions) Order, 2007 to give effect
to the said amendments;
Now, therefore, in exercise of the powers conferred by section 2 of the United Nations (Security Council) Act,
1947 (43 of 1947), the Central Government hereby makes the following Order further to amend the Prevention and
Suppression of Terrorism (Implementation of Security Council Resolutions) Order, 2007, namely:
1. (1) This Order may be called the Prevention and Suppression of Terrorism (Implementation of Security Council
Resolutions) Second Amendment Order, 2025.
(2) It shall come into force on the date of its publication in the Official Gazette.
2. In the Prevention and Suppression of the Terrorism (Implementation of Security Council Resolutions) Order,
2007, in the Schedule, in Annexure 1, under the heading “A. Individuals",-
(a) serial number QDi.328 and the entries relating thereto shall be omitted;
(b) after serial number QDi.435 and the entries relating thereto, the following serial number and entries shall
be inserted, namely: –
