The Ministry of External Affairs, on 18th September, 2025, issued Order S.O. 5039(E) to amend the Prevention and Suppression of Terrorism (Implementation of Security Council Resolutions) Order, 2007. This amendment is necessitated by changes made by the Security Council Committee of the United Nations, pursuant to resolutions 1267(1999), 1989(2011), and 2253(2015), which removed and amended entries in the ISIL (Da'esh) and Al-Qaida Sanctions List. These sanctions involve assets freeze, travel ban, and arms embargo as set out in paragraph 1 of Security Council resolution 2610(2021) adopted under Chapter VII of the Charter of the United Nations. Exercising powers under section 2 of the United Nations (Security Council) Act, 1947 (43 of 1947), the Central Government's Second Amendment Order, 2025, comes into force on its publication date in the Official Gazette. Specifically, it omits serial number QDi.328 and its related entries from Annexure 1 under the heading “A. Individuals” in the Schedule of the 2007 Order. It also inserts a new serial number QDi.436 with entries for ABUBAKAR SWALLEH, born 13th January, 1992, in Mengo, Uganda, with Ugandan nationality, holding passport no. Uganda A00195974 and national identification no. Uganda CM920231090NZA, residing at Luzira Prison, Luzira, Kampala, Uganda, listed on 16th June, 2025. Abubakar Swalleh is identified as an ISIL facilitator providing financial, material, or technological support since 2018 in East and Southern Africa. The principal Order was S.O. 460(E) dated 28th March, 2007, and was last amended by S.O. 2764(E) dated 19th June, 2025. The order is signed by Tshering W. Sherpa, Jt. Secy.

(1) This Order may be called the Prevention and Suppression of Terrorism (Implementation of Security Council Resolutions) Second Amendment Order, 2025. (2) It shall come into force on the date of its publication in the Official Gazette. 2. In the Prevention and Suppression of the Terrorism (Implementation of Security Council Resolutions) Order, 2007, in the Schedule, in Annexure 1, under the heading “A.
