NOTIFICATION
New Delhi, the 25th March, 2026
S.O. 1695(E). In exercise of the powers conferred by sub-section (2) of Section 27 read with sub-section (7) of Section 18 of the Rajiv Gandhi National Aviation University Act, 2013 (26 of 2013), the Central Government, (Executive Council of the University), hereby frames the following statutes to amend the Rajiv Gandhi National Aviation University First Statutes, 2016, namely :-
1. Short title and commencement – (1) These statutes may be called the Rajiv Gandhi National Aviation University (Amendment) First Statutes, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Rajiv Gandhi National Aviation University First Statutes, 2016, after Statute 45, the following statute shall be inserted, namely :-
"46. Building and Works Committee :- (1) The Building and Works Committee, (hereafter in this statute referred to as 'Committee'), consisting of not less than five and not more than seven members as may be appointed by the Executive Council shall also be an authority within the meaning of section 18 of the Act.
2. The Committee shall consist of the following Members, namely:-
a. the Vice-Chancellor, who shall be the Chairperson, ex-officio;
b. a Professor of Civil Engineering in the University or any IITs or NITs or Central University or reputed Organisation, to be nominated by the Vice Chancellor, Member;
c. a Professor of Electrical Engineering in the University or any IITs or NITs or Central University or reputed Organisation, to be nominated by the Vice Chancellor, Member;
d. a Professor of Architecture and Planning in the University or any IITs or SPAs or NITs or Central University or reputed Organisation, to be nominated by the Vice Chancellor, Member;
e. any present Chief Engineer (Civil) or his nominee or former Chief Engineer from Central Public Works Department or Airports Authority of India or Any Central Organisation or Institute, to be nominated by the Vice Chancellor, Member;

f. any present Chief Engineer (Electrical) or his nominee or former Chief Engineer from Uttar Pradesh State Public Works Department or Any State Organisation of Uttar Pradesh, to be nominated by the Vice Chancellor, Member;
g. any present Superintending Engineer (Electrical) or his nominee or former Superintending Engineer from Madhyanchal Vidyut Vitaran Nigam Limited or Uttar Pradesh Power Corporation Limited, to be nominated by the Vice Chancellor, Member;
3. The Registrar shall be ex-officio Secretary of the Committee.
4. The Committee shall perform the following functions and have the following powers, namely :-
(a) It shall be responsible under the direction of the Executive Council for construction of all major capital works after securing from the Executive Council the necessary administrative approval and expenditure sanction.
(b) It shall have the power to give the necessary administrative approval and expenditure sanction for minor works and works pertaining to maintenance and repairs, within the grant placed at the disposal of the University for the purpose.
(c) It shall cause to be prepared estimates of cost of buildings and other capital works, minor works, repairs, maintenance and the like.
(d) It shall be responsible for making technical scrutiny as may be considered necessary by it.
(e) It shall be responsible for enlistment of suitable contractors and acceptance of tenders and shall have the power to give directions for departmental works, where necessary.
(f) It shall have the power to settle rates not covered by tender and settle claims and disputes with contractors.
5. The Committee shall perform such other functions in the matter of construction of buildings and development of land for the University as the Executive Council may entrust to it from time to time.
6. In emergent cases the Chairperson of the Committee may exercise the powers of the Committee. Such cases shall be reported by him to the Committee and the Executive Council at the next meeting of the Committee and of the Executive Council.
7. The Committee shall meet as often necessary but at least twice a year.
8. Three members shall form a quorum for a meeting of the Committee.
9. The members of the Committee other than ex-officio members shall hold office for a term of three years.
10. The provisions in these statutes regarding notices of meeting, inclusion of items in the agenda and confirmation of the minutes applicable to the meetings of the Executive Council, shall so far as may be, be followed in connection with meeting of the Committee.
11. A copy of the minutes of every meeting of the Committee shall be sent to the Executive Council.".
