The Ministry of Environment, Forest and Climate Change (Wildlife Crime Control Bureau) issued G.S.R. 820(E) dated 3 November 2023 (Notification No. E.No.174823, F.No.8-1/2022-FE), exercising powers under the proviso to article 309 of the Constitution, superseding the Wildlife Crime Control Bureau (Group 'C') Recruitment Rules, 2009 insofar as it relates to the post of Lower Division Clerk, and making the Wildlife Crime Control Bureau, Lower Division Clerk Recruitment Rules, 2023, effective from the date of publication in the Official Gazette; the rules provide for 8 sanctioned posts (as of 2023, subject to variation depending on workload) of Lower Division Clerk classified as General Central Service Group 'C', Non-Gazetted/Ministerial, Pay Level-2 (Rs.19,900-63,200), a non-selection post, with an age limit of 18 to 27 years (relaxable up to 40 years for government servants); disqualify persons who have entered into or contracted a bigamous marriage, subject to Central Government exemption where the marriage is permissible under personal law; grant the Central Government power to relax the rules for any class or category of persons; and preserve reservations and relaxations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories; recruitment is by 85% direct recruitment through the Staff Selection Commission, 10% by promotion from Group C staff in Pay Level-1 (Rs.18,000-56,900) with 12th-class qualification and three years' regular service via departmental qualifying examination (maximum age 45, or 50 for Scheduled Castes/Scheduled Tribes), and 5% by seniority-cum-fitness from Group C employees with three years' regular service in Pay Level-1; a Group 'C' Departmental Promotion Committee comprising the Joint Director (Chairman), Deputy Director (Member) and Assistant Director or Regional Deputy Director (Member) of the Wildlife Crime Control Bureau considers confirmation and promotion; issued over the signature of B.R. L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 640] NEW DELH I, TUES DAY , NOVEMBER 7, 2023/ KARTIKA 16, 1945 CG-DL-E-07112023-249934 (1) (2) (3) (4) (5) (6) (7) (8) (9) (10) (11) (12) (13) MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (Wildlife Crime Control Bureau ) NOTIFICATION New Delhi, the 3rd November , 2023 G.S.R. 820(E). —In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Wildlife Crime Control Bureau, (Group ‘C’) Recruitment rules, 2009 in so far as it relates to the post of Lower Division Clerk, except as resp ects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Lower Division Clerk in the Wildlife Crime Control Bureau under the Ministry of Environment , Forest and Climate Change, namely: - 1. Short title and commencement .-(1) These rules may be called the Wildlife Crime Control Bureau, Lower Division Clerk Recruitment Rules, 202 3. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classificati on and Level in the Pay Matrix. - The number of the post, its classification and Pay Level in the Pay Matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules . 3. Method of recruitment, age -limit and other qualifications, etc.-Method of recruitment, age -limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification .-No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into a contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law application to such person and the other party to the marriage and that are there are other grounds for so doing, exempt any person from the operation of this rule. 5. Powe r to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do it may, by order, for reason to be recorded in writing and relax any of the provisions of these with respect to any class or category of persons. 6. Savin g. -Nothing in these rules shall affect reservations, relaxation in age -limit and other concessions required to be provided for the Scheduled Casts, the Schedule Tribes, the Other Backward classes, the Ex -servicemen and other special categories of persons in accordance with the order issued by the Central Government from time in this regard. The maximum age limit for eligibility for examination is forty five years. ( fifty years of the age for the S cheduled Caste /Scheduled Tribes ). Note: If more of such employees than the number of vacancies available under Clause . (iii) qualified at the examination, such excess number of employees shall be considered for filling thevacancies arising in the subsequent years so that the Not Applicable employees qualifying at an earlier examination are consi dered before those who qualify at a latter examination. (iv) 5% of the vacancies shall be filled on seniority -cum- fitness basis from Group ‘C’ employees who have three years regular service in posts with Pay level -1 in the pay matrix, (Rs. 18000 -56900).
