New Delhi, 6th November, 2023
S.O. No . 4832 (E).—Whereas M/s Renew Surya Roshni Private Limited has its registered address at 138
Ansal ChamberS -II, Bhikaji Cama Pl ace, New Delhi -110066, India has applied for authorization under Section 164 of
the Electricity Act, 2003 for laying of overhead transmission line under the scheme “Installation of the dedicated
overhead transmission line included in the transmission syste m for providing connectivity to Renew Surya Roshni
Private Limited for its 400 MW Hybrid Power Plant (Solar + Storage) in Jaisalm er, Rajasthan”.
And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its letter
CEA -PS-11-21(25)/1/2018 - PSPA -I Division - Part (1) dated 06.06.2022 had granted prior approval under section
68(1) of the Electricity A ct, 2003 for the overhead line covered under the scheme “Installation of the dedicated
overhead transmission line included in t he transmission system for providing connectivity to Renew Surya Roshni
Private Limited for its 400 MW Hybrid Power Plant (Solar + Storage) in Jaisalmer, Rajasthan”.
M/s Renew Surya Roshni Private Limited has published notice for transmission scheme in loc al newspapers
The Indian Express (in English) dated 15.03.2023, Dainik Navjyoti (in Hindi) dated 15.03.2023, Prabhat Abhinandan
(in Hindi) dated 15.03.2023 and in Weekly Gazette of India dated 22.04.2023 to 28.04.2023 for the general public to
make observa tions/representations on the proposed transmission route within 2 Months from the date of publication.
Subsequently, M/s Renew Su rya Roshni Private Limited has submitted an affidavit dated 31.07.2023 declaring that
one (01) objection was received from M/s Juniper Green Energy Private Limited (JGEPL) vide email dated
28.04.2023 within two months from the date of publication in Gazett e. However, the same was withdrawn by M/s
JGEPL vide email dated 02.06.2023. Further, no other objections/representations have been received from the public
within two (02) months from the date of publication of Public Notice for the above transmission sch eme in
Newspapers/ Gazette of India.
And now the applicant has requested to confer upon him, all the powers under section 164 o f the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placi ng of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so
established or maintained for laying of electric lines under the scheme “Installation of the dedicated overhead
transmission line included in the transmission system for providing connectivity to Renew Surya Roshni Private
Limited for its 400 MW Hybrid Power Plant (So lar+Storage) in Jaisalmer, Rajasthan”. The following overhead line is
covered under this scheme:

1. Renew Surya Roshni Private Limit ed Hybrid Power Plant - Fatehgarh -III PS (new) (ISTS) 220kV S/C line.
The transmission line covered under the above scheme wi ll pass through, over, around and between the following
villages, towns and cities of Rajasthan:

Sanjeet, Mandai, Neemba, Modha, Kotha, Harbha, Bogniyai, Toga, Rabri Chak,
Morha, Tejmalta Fatehgarh Jaisalmer
Barsinga, Ka lijal, Sheo, Swami Ka Gaon, Matuon ki Dhani Sheo Barmer
Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s Renew Surya Roshni Private Limited for layin g above overhead line, which
telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to p lacing of telegraph lines and posts
for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to
following terms and conditions for installing the above mentioned line, namely:
i. The approval is grant ed for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways,
National Highways, Sta te Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Ap propriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line a fter approval of Electrical Inspector / Chief Electrical Inspector of
Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and
the rules made there under by the applicant.
vi. M/s Renew Sur ya Roshni Private Limited shall have to submit the requisite clearances to Central Electricity
Authority after ob taining the same from concerned authorities like Civil Aviation, Defense etc., at the time of
Electrical Inspection.
vii. In case, the route of abov e overhead lines (or some portion of the route of above overhead line ) falls in the
Great Indian Bustard (GIB) p otential zone (or priority zone) marked in the map which is part of the order of
the Hon’ble Supreme Court order dated 19.04.2021, in the petit ion No.838 of 2019 regarding Great Indian
Bustard (GIB) case, the applicant has to comply with the directions of the Hon’ble Supreme Court, with
regard to undergrounding of the above overhead transmission line and / or fixing of bird diverters, as the case
may be as per the Hon’ble Supreme Court Order dated 19.04.2021 and the directions of the technical
committee con stituted by the Hon’ble Supreme Court in this regard and will intimate to MoP accordingly.
