The Ministry of Power, Government of India, through Order S.O. 2853(E) dated 3rd June, 2026, has granted M/s NTPC Renewable Energy Limited (registered office at NETRA Building, E-3, Ecotech-II, Udyog Vihar, Goutam Buddha Nagar, Greater Noida, Uttar Pradesh-201306) all powers under Section 164 of the Electricity Act, 2003, equivalent to those of a telegraph authority under the Indian Telegraph Act, 1885. This authorization is for laying an overhead transmission line for its proposed 500 MW Solar Power Project in Bikaner, Rajasthan, specifically the NTPC Renewable Energy Limited Solar Power Project (generation switchyard in Village Kalasar, District Bikaner, Rajasthan) - Bikaner-III (ISTS) PS 220 kV D/c line. The Ministry had previously granted prior approval under Section 68(1) of the Electricity Act, 2003, vide File No. 25-17/71/2024-PG dated 26th July, 2024. Public notices were published in Hindustan Times (English) dated 27.12.2024 and Weekly Gazette of India dated 22.03.2025, with two received observations/representations subsequently cleared. M/s NTPC Renewable Energy Limited submitted an undertaking dated 11.04.2026 confirming the proposed route is outside the Revised Great Indian Bustard (GIB) Priority Area of Rajasthan and Gujarat, as per the Hon'ble Supreme Court of India's judgment dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019, and committed to comply with all related directions. The approval is granted for 25 years, subject to conditions including seeking consent from relevant authorities (local bodies, Railways, National Highways, State Highways), adherence to Appropriate Commission regulations/codes under the Electricity Act, 2003, operation after approval from the Electrical Inspector / Chief Electrical Inspector of Central Government, compliance with the Electricity Act, 2003, and submission of clearances from Civil Aviation, Defense, etc., to the Central Electricity Authority during electrical inspection. The line will pass through villages Barju, Sardarpura, Kelan, Lakhusar, and Kalasar in Bikaner District, Rajasthan.

L.-33004/99 The Gazette of India CG-DL-E-07072026-273209 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 2759] | NEW DELHI, THURSDAY, JUNE 4, 2026/JYAISTHA 14, 1948 (1) MINISTRY OF POWER ORDER New Delhi, the 3rd June, 2026 S.O. 2853(E). - Whereas M/s NTPC Renewable Energy Limited, the applicant with its registered office at NETRA Building, E-3, Ecotech- II, Udyog Vihar, Goutam Buddha Nagar, Greater Noida, Uttar Pradesh-201306, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission System for providing connectivity to M/s NTPC Renewable Energy Limited for its proposed 500 MW Solar Power Project in Bikaner, Rajasthan" And whereas, Ministry of Power, Government of India vide its File No. 25-17/71/2024-PG dated 26th July, 2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, "Transmission System for providing connectivity to M/s NTPC Renewable Energy Limited for its proposed 500 MW Solar Power Project in Bikaner, Rajasthan” M/s NTPC Renewable Energy Limited had published notice for transmission scheme in local newspapers Hindustan Times (in English) dated 27.12.2024, Rajasthan Patrika (in Hindi) and Dainik Yug Paksh (in Hindi) dated 27.12.2024 and in Weekly Gazette of India dated 22.03.2025 for the general public to make observations/ representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s NTPC Renewable Energy Limited has submitted an affidavit dated 27.05.2026 declaring that two observations/ representations were received within two months from the date of Publication in the Newspaper/official Gazette of Government of India, which was subsequently cleared. M/s NTPC Renewable Energy Limited had submitted an Undertaking dated 11.04.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of Rajasthan and Gujarat, as referred to in the judgment of the Hon'ble Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon'ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities in pursuance of the above order by the Hon'ble Supreme Court, and has also stated that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the extent possible. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmission line for M/s NTPC Renewable Energy Limited. The following overhead transmission line is covered under this scheme: • NTPC Renewable Energy Limited Solar Power Project (generation switchyard located in Village Kalasar, District Bikaner, Rajasthan) - Bikaner-III (ISTS) PS 220 kV D/c line The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Rajasthan: Sr. no | Villages | Tehsil | District | State 1 | Barju | Poogal | Bikaner | Rajasthan 2 | Sardarpura, Kelan | Chattargarh | Bikaner | Rajasthan 3 | Lakhusar, Kalasar | Bikaner | Bikaner | Rajasthan Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s NTPC Renewable Energy Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s NTPC Renewable Energy Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon'ble Supreme Court.
