The Ministry of Law and Justice (Legislative Department) issued three notifications (S.O. 4526(E), S.O. 4527(E), and S.O. 4528(E)) on October 6, 2025, from New Delhi. In accordance with section 12 of the Representation of the People Act, 1951 (43 of 1951), the President has called upon the elected members of the Legislative Assembly of the Union territory of Jammu and Kashmir to elect members for the purpose of filling four vacant seats in the Council of States. Specifically, one seat became vacant on February 10, 2021, due to the retirement of Shri Mir Mohammad Fayaz, and another single seat became vacant on the same date following the retirement of Shri Shamsher Singh. Additionally, two seats became vacant on February 15, 2021, due to the retirement of Shri Ghulam Nabi Azad and Shri Nazir Ahmed Laway, all formerly members of the Council of States.
