Detailed Summary

Under G.S.R. 650(E) dated 1st September 2023, the President, exercising powers under the proviso to article 309 of the Constitution, notifies the Ministry of Cooperation, Office of Central Registrar of Cooperative Societies, Additional Registrar, Joint Registrar, Deputy Registrar, Assistant Registrar, Senior Cooperative Officer and Junior Cooperative Officer (Group 'A' and Group 'B' Posts) Recruitment Rules, 2023, effective from publication, prescribing the number of posts, classification and pay-matrix level, method of recruitment, age limits and qualifications for each post as detailed in the annexed Schedule; the rules bar appointment of persons who have contracted a bigamous marriage (subject to exemption where the Central Government is satisfied such marriage is permissible under applicable personal law), permit the Central Government to relax provisions in consultation with the Union Public Service Commission, and preserve existing reservation and age/other concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes and Ex-servicemen; the Schedule specifies, for example, 2 posts of Additional Registrar (Group 'A', Level-13, pay matrix Rs 123100-215900) filled by promotion from Joint Registrar (Level-12) with five years' regular service or by deputation, and 6 posts each of Joint Registrar (Level-12) and Deputy Registrar (Level-11), with promotion/deputation eligibility requiring specified postgraduate qualifications (including law, agriculture, banking, Chartered Accountancy, cooperation, economics, commerce, statistics or public administration) and years of relevant experience, subject to consultation with the Union Public Service Commission via a Departmental Promotion Committee chaired by a UPSC Chairman/Member with Joint Secretaries of the Ministry of Cooperation as members.

Short title and commenceme nt.-(1) These rules may be called the Ministry of Cooperation, Office of Central Registrar of Cooperative Societies, Additional Registrar, Joint Registrar, Deputy Registrar, Assistant Registrar, Senior Cooperative Officer and Ju nior Cooperative Officer (Group ‘A’ and Group ‘B’ P osts) Recruitment Rules, 2023. (2) They shall come into force on the date of their publi cation in the Official Gazette. 2. Application. -These rules shall apply to the posts as specifi ed in column (1) of the S chedule annexed to these rules. 3. Number of posts, classifications and level in pay matrix .-The number of the said posts, their classifications and level in the pay matrix attached thereto shall be as specified in column s (2) to (4) of the said Schedule. 4. Method of recruitment, age -limit, qualifications, etc. -The method of recruitment, age -limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the s aid Schedule. 5. Disqualification .-No person, - (a) who has entered into or contracted a marriage with a pe rson having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any other per son; shall be eligible for appointment to the said posts; Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are o ther grounds for so doing, exempt any person f rom the operation of this rule. 6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in wri ting, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Savings. -Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, the Ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government fr om time to time in this regard. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichev er is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short -term contract): Officers of the Central Government or State Governments or Union territories administrations or Public Sector Undertakings or Universities or recognised research Institutions or Autonomous or Statutory Organisations or National Bank for Agriculture and Rural Deve lopment or State Cooperative Banks or District Central Cooperative Banks. (a)(i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with five years regular service in the grade rendered after appointment thereto on a r egular basis in pay level - 12 in the pay matrix (Rs. 78800 -209200) in the parent cadre or department; and (b) Possessing the following educational qualifications and experience, - Qualification ; Master’s Degree in (i) law; or (ii) agriculture; or (iii) banking; or (iv) banking and financial management; or (v) banking and finance; or (vi) Chartered Accountancy; or (vii) agri-business management; or (viii) rural development and management; or (ix) cooperation; or (x) cooperative management; or (xi) cooperation and banking; or (xii) agricultural economics; or (xiii) economics; or (xiv) commerce; or (xv) statistics; or (xvi) public administration; or (xvii) public policy or (xviii) social work; or (xix) post graduate diploma in rural management or sustainable rural management or agri -business management or public policy from a recognised University; Experience ; Ten years experience in, (i) cooperative sector; or (ii) management or rural development; or (iii) management or cooperative banking; or (iv) finance; or (v) accounts; or (vi) agri-business management; or (vii) agriculture economics. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of depu tation (including short - term contract) including period of deputation (including short -term contract) in another ex -cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed five years. Note 3 : The Maximum age - limit for appointment shall be not exceeding fifty six years as on the closing date of receipt of applications. Not exceeding forty years of age relaxable for the Government servants upto five years in accordance with the instructions or orders issued by Central Government from time to time. Note :- The crucial date for determining the age-limit shall be the closing date for receipt of applications from candidates and not the closing date prescribed for those residing in Assam, Meghalaya, Arunachal Pradesh, Mizorum, Manipur, Nagaland, Sikkim, Lahual and Spiti District and Pangi Sub- Division of Chamba District of Himachal Pradesh and the Union territories of Ladakh, Andaman and Nicobar Islands and Lakshadweep. Note- There shall be mandatory induction training of at least two weeks duration for successful completion of the probation as prescribed by the Central Government. (i) By direct recruitment - fifty per cent. (ii) By promotion failing which by deputation (including short term contract) - fifty per cent. By Promotion: From amongst Assistant Registrar in level -10 in the pay matrix( Rs. 56100 -177500) with five years’ regular service in the grade rendered after appointment thereto on regular basis and having s uccessfully completed training of four weeks in the area of cooperation. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not shor t of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors, who have already completed such qualifying or eligibility service. By deputation (including short -term contract): Officers of the Central Government or State Governments or Union territories administration or Public Sector Undertakings or U niversities or recognised research Institutions or Autonomous or Statutory Organisations or National Bank for Agriculture and Rural Development or State Cooperative Banks or District Central Cooperative Banks, - (a)(i) holding analogous posts on regular b asis in the parent cadre or department; or (ii) with five years of regular service in the grade rendered after appointment thereto on a regular basis in level - 10 in the pay matrix (Rs. 56100 -177500) in the parent cadre or Department; and (b) possessi ng the educational qualifications and experience as prescribed for direct recruits under column (7). Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senio r shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligib ility service.
