NOTIFICATION
New Delhi, the 5th March, 2026
G.S.R. 157(E). In exercise of the powers conferred by clauses (laa) of sub-section (2) of section 56, read
with clauses (g) and (o) of sub-section (i) section 14, sub-section (1) of section 14 A and section 14B of the Energy
Conservation Act, 2001 (52 of 2001), the Central Government, in consultation with Bureau, hereby makes the
following rules further to amend the Energy Conservation (Energy Consumption Norms and Standards for
Designated Consumers, Form, Time within which, and Manner of Preparation and Implementation of Scheme,
Procedure for Issue of Energy Savings Certificate and Value of Per Metric Ton of Oil Equivalent of Energy
Consumed) Rules 2012, namely:-
1. Short title and commencement-
1) These rules may be called the Energy Conservation (Energy Consumption Norms and Standards for
Designated Consumers, Form, Time within which, and Manner of Preparation and Implementation of
Scheme, Procedure for Issue of Energy Savings Certificate and Value of Per Metric Ton of Oil Equivalent
of Energy Consumed) Amendment Rules, 2026.
2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Energy conservation (Energy Consumption Norms and Standards for Designated Consumers, Form, Time
within which, and Manner of Preparation and Implementation of Scheme, Procedure for Issue of Energy Savings
Certificate and Value of Per Metric Ton of Oil Equivalent of Energy Consumed), Rule 2012, under Rule 16, after
sub-rule 2(C), the following sub-rule 2(D) shall be inserted, namely: -
"(2D) The value of per metric tonne of oil equivalent of energy consumed for the purpose of these rules
shall be twenty-two thousand seven hundred and seventy-four rupees (22,774) for the year 2021-22 and for
the succeeding target years shall be such amount as may be specified by the Central Government, by
notification in the Official Gazette".
