The Ministry of Power, via Order S.O. 3582(E) dated 4th August, 2025, in consultation with the Bureau of Energy Efficiency, has specified energy consumption standards for star-labeled domestic liquefied petroleum gas (LPG) stoves for household use, effective from 1st January, 2026, under clause (a) of section 14 of the Energy Conservation Act, 2001 (52 of 2001). All domestic LPG stoves manufactured, imported, or sold in India must comply with Indian Standard 4246:2002. The order defines key terms such as 'domestic gas stove' (operating at 30 gf/cm² gas inlet pressure), 'label,' 'Label Period,' and 'thermal efficiency' (determined as per clause 26 of IS 4246:2002). A star rating plan from one to five stars is introduced, based on thermal efficiency bands ranging from ≥68% for 1 Star to ≥76% for 5 Star, with validity from January 1, 2026, to December 31, 2028, and subject to review every two years. Testing parameters include thermal efficiency and gas consumption, as per clauses 26 and 17 of IS 4246:2002, respectively, with no negative tolerance for star rating bands. Manufacturers, importers, or traders must register with the Bureau of Energy Efficiency, ensure the appliance is suitable only for LPG, possess a valid BIS certification, and submit test reports from NABL, ILAC, APAC, or CSIR accredited laboratories following IS 4246:2002. The lowest thermal efficiency of a burner is considered for star labeling, and a prescribed format for test results is provided in Annexure A, requiring three samples per model. The net calorific value of gas for thermal efficiency calculations may be taken as 10900 kilocalories per kilogram if not experimentally determined. The order was issued by AKASH TRIPATHI, Addl. In exercise of the powers conferred by clause (a) of section 14 of the Energy Conservation Act, 2001 (52 of 2001), the Central Government in consultation with the Bureau of Energy Efficiency, hereby specifies the following energy consumption standards for star labeled domestic liquefied petroleum gas stove for household use, with effect from 1st January, 2026, namely:- 1. Every domestic liquefied petroleum gas stove for domestic cooking uses that works on liquid petroleum gas being manufactured, imported, or sold in India shall meet the compliance requirements contained as per Indian Standard 4246: 2002; 2. Definitions: For the purposes of this notification, following definitions, in addition to those given in IS 6480: 2023, shall apply:- (a) domestic gas stove: the domestic gas stove means domestic gas burning appliance with metallic bodies with or without toughened glass top, consisting of single or multiple burners, injector jets, gas taps, burner pan supports, piping and fitting intended for use with liquefied petroleum gas at 30 grams-force per square centimetre (gf/cm²) gas inlet pressure. Note: Pressure regulator is not included. (b) label: any written, printed, marked, stamped, or graphic information displayed on the domestic liquefied petroleum gas stove; (c) Label Period: The label validity period of the thermal efficiency standards as specified in the table 3.1. (d) thermal efficiency: the thermal efficiency means that the domestic gas stoves using liquefied petroleum gas shall be determined as per test procedure specified in "clause 26 of IS 4246: 2002" (as amended from time to time); 3. Star rating or star level plan.- (1) The star rating or "star level" means the level of thermal efficiency on the label of the domestic liquefied petroleum gas stove. (2) The label to be affixed on domestic liquefied petroleum gas stove shall display between a minimum of one and a maximum of five shown in one star interval. (3) The star rating is calculated based on the thermal efficacy from the Star Rating Band as specified in the following table 3.1, namely:- (4) Every domestic liquefied petroleum gas stove shall refer to energy consumption standard which meets the performance requirements as laid down in sub-paragraph (1) to (3) of this notification. The star level or star rating plan shall be reviewed after every two years or before the expiry of the table validity period whichever is earlier. 4 Testing and tolerance.- (1) For the purpose of determining the star level of a domestic liquefied petroleum gas stove, the following test shall be used as specified in the table 4.1 of this notification, namely:- Table 4.1 +-------+-------------------+-----------------------------------------------------+ | S. (3) The scope for manufacturing tolerance and other variations shall be accounted by the manufacturer or permittee while determining the Star Rating of a particular model. 5 ELIGIBILITY FOR PARTICIPATION,- (1) The manufacturers of equipment or importers or persons-in- trade shall participate through standards and labeling portal in the scheme by registering with the Bureau; (2) The appliance is suitable with only liquefied petroleum gas and not with any other family of gases. (3) Valid Bureau of Indian Standards (BIS) certification marks licence for liquefied petroleum gas stove. (4) The manufacturers are required to submit the test report as per IS 4246:2002(as amended from time to time), which has been duly accredited by National Accreditation Board for Testing and Calibration Laboratories or International Laboratory Accreditation Cooperation or Asia Pacific Accreditation Cooperation or Council of Scientific & Industrial Research certified laboratory only. 6 Energy Efficiency Criteria- (1) The Thermal Efficiency of each burner of domestic liquefied petroleum gas stove shall not be less than value specified in table 3.1 of this notifications for each star level. (2) For domestic liquefied petroleum gas stove, the lowest thermal efficiency of a burner of the stove shall be considered for Star labeling. 7 Test report,– (1) The results of the sample tested shall be reported on the prescribed format given in Annexure - A of this notification. (2) A test report for three numbers of samples of each domestic liquefied petroleum gas stove model is required for registration; (3) Thermal Efficiency of each burner of the domestic liquefied petroleum gas stove. (4) Gas Consumption (kilogram) for all three samples. 8 Testing Procedure: The tests outlined in this notification shall be conducted according to IS 4246:2002(as amended from time to time).
