Core Purpose

This notification introduces the Environment (Protection) Third Amendment Rules, 2025, to further amend the Environment (Protection) Rules, 1986.

Detailed Summary

The Ministry of Environment, Forest and Climate Change, through Notification G.S.R. 446(E) dated 3rd July, 2025, introduces the Environment (Protection) Third Amendment Rules, 2025, to further amend the Environment (Protection) Rules, 1986. These rules are enacted by the Central Government in exercise of powers conferred by sections 6 and 25 of the Environment (Protection) Act, 1986 (29 of 1986). The amendment follows the publication of a draft via notification G.S.R. 121(E) dated 7th February, 2025, which invited objections and suggestions that were subsequently considered. The key amendment involves the insertion of a proviso in Schedule - I of the Environment (Protection) Rules, 1986, against serial number 5A, in column 4, after item II. This proviso allows the Ministry, in consultation with the Central Electricity Authority and the Central Pollution Control Board, to grant exemptions to thermal power plants from installing Cooling Towers, provided reasons are recorded in writing by an order. The new rules come into force on their publication date in the Official Gazette.
