The Ministry of Law and Justice (Legislative Department) issued The Income-tax (Amendment) Ordinance, 2026 (No. 2 of 2026) on June 5, 2026, which is deemed to have come into force on April 1, 2026. Promulgated by the President in exercise of powers conferred by clause (1) of article 123 of the Constitution, this Ordinance further amends the Income-tax Act, 2025. Specifically, it modifies Schedule IV by inserting new serial numbers 13D and 13E into the Table. Serial number 13D grants an exemption to a Foreign Institutional Investor for any interest on Government security and any capital gains arising from its sale, exchange, or transfer, subject to furnishing prescribed information. Similarly, serial number 13E grants the same exemption to the Bank for International Settlements, also subject to furnishing prescribed information. Additionally, a new Note 4 is inserted below the Table, defining "Bank for International Settlements” as the entity established at the Hague Conference in 1930 and headquartered at Basel, Switzerland; "Foreign Institutional Investor” as per section 210(6)(a); and “Government security” as per section 2(f) of the Government Securities Act, 2006 (38 of 2006). WHEREAS, Parliament is not in session and the President is satisfied that circumstances exist which render it necessary for her to take immediate action; NOW, THEREFORE, in exercise of the powers conferred by clause (1) of article 123 of the Constitution, the President is pleased to promulgate the following Ordinance: Short title and commencement. 1. (1) This Ordinance may be called the Income-tax (Amendment) Ordinance, 2026. (2) It shall be deemed to have come into force on the 1st day of April, 2026. Amendment of Act 30 of 2025. 2.
