S.O. 486(E). Whereas M/s Ratle Kiru Power Transmission Limited, the applicant with its registered
office at Shop No-28A, Ground Floor, Omaxe Square, Jasola, New Delhi- 110025, India, has applied for
authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission lines under
the transmission scheme “Transmission scheme for evacuation of power from Ratle HEP (850 MW) & Kiru
HEP (624 MW): Part-A".
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/112/2024-PG
dated 23.12.2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of
overhead transmission lines included in the transmission scheme for "Transmission scheme for evacuation
of power from Ratle HEP (850 MW) & Kiru HEP (624 MW): Part-A”.
M/s Ratle Kiru Power Transmission Limited had published notice for transmission scheme in local
newspapers Financial Express (in English) dated 12.06.2025, Daily Excelsior (in English) dated 12.06.2025,
Uttam Hindu (in Hindi) dated 12.06.2025, Dainik Jagran (in Hindi) dated 12.06.2025, Daily Taskeen (In
Urdu) dated 12.06.2025 and Desh Sewak (In Punjabi) dated 12.06.2025 and in Weekly Gazette of India dated
05.07.2025 along with corrigendum dated 01.11.2025 for the general public to make observations/
representations on the proposed transmission route within two months from the date of publication.
Subsequently, M/s Ratle Kiru Power Transmission Limited has submitted an affidavit dated 02.01.2026
declaring that no observation/ representation was received within two months from the date of Publication in
the official Gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the
Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with
respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by
Government or to be so established or maintained for laying of electric lines under the transmission scheme
"Transmission scheme for evacuation of power from Ratle HEP (850 MW) & Kiru HEP (624 MW): Part-A”
The following lines are covered under this scheme
1. LILO of 400 kV Kishenpur- Dulhasti line (Twin) at Kishtwar S/s along with associated bays at
Kishtwar S/s
2. 400 kV Kishenpur-Samba D/C line (Quad) (only one circuit is to be terminated at Kishenpur utilizing
1 No. of 400 kV vacated line bay at Kishenpur S/s (formed with bypassing of one ckt of 400 kV
Kishtwar - Kishenpur 400 kV D/C line (Quad) at Kishenpur) while second circuit would be
connected to bypassed circuit of 400 kV Kishtwar - Kishenpur line (Quad))
3. 400 kV Samba- Jalandhar D/C line (Quad) (only one circuit is to be terminated at Jalandhar utilizing
1 No. of 400 kV vacated line bay at Jalandhar S/s (formed with bypassing of 400 kV Jalandhar -
Nakodar line (Quad) at Jalandhar) while second circuit would be connected to bypassed circuit of
Jalandhar - Nakodar 400 kV line (Quad))
The overhead transmission lines covered under the above scheme will pass through, over, around and
between the following villages, towns and cities of Punjab and Jammu & Kashmir states:
LILO of 400 kV Kishenpur- Dulhasti line (Twin) at Kishtwar S/s along with associated bays at Kishtwar S/s.

S.O. 486(E). Whereas M/s Ratle Kiru Power Transmission Limited, the applicant with its registered
office at Shop No-28A, Ground Floor, Omaxe Square, Jasola, New Delhi- 110025, India, has applied for
authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission lines under
the transmission scheme “Transmission scheme for evacuation of power from Ratle HEP (850 MW) & Kiru
HEP (624 MW): Part-A".
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/112/2024-PG
dated 23.12.2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of
overhead transmission lines included in the transmission scheme for "Transmission scheme for evacuation
of power from Ratle HEP (850 MW) & Kiru HEP (624 MW): Part-A”.
M/s Ratle Kiru Power Transmission Limited had published notice for transmission scheme in local
newspapers Financial Express (in English) dated 12.06.2025, Daily Excelsior (in English) dated 12.06.2025,
Uttam Hindu (in Hindi) dated 12.06.2025, Dainik Jagran (in Hindi) dated 12.06.2025, Daily Taskeen (In
Urdu) dated 12.06.2025 and Desh Sewak (In Punjabi) dated 12.06.2025 and in Weekly Gazette of India dated
05.07.2025 along with corrigendum dated 01.11.2025 for the general public to make observations/
representations on the proposed transmission route within two months from the date of publication.
Subsequently, M/s Ratle Kiru Power Transmission Limited has submitted an affidavit dated 02.01.2026
declaring that no observation/ representation was received within two months from the date of Publication in
the official Gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the
Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with
respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by
Government or to be so established or maintained for laying of electric lines under the transmission scheme
"Transmission scheme for evacuation of power from Ratle HEP (850 MW) & Kiru HEP (624 MW): Part-A”
The following lines are covered under this scheme
1. LILO of 400 kV Kishenpur- Dulhasti line (Twin) at Kishtwar S/s along with associated bays at
Kishtwar S/s
2. 400 kV Kishenpur-Samba D/C line (Quad) (only one circuit is to be terminated at Kishenpur utilizing
1 No. of 400 kV vacated line bay at Kishenpur S/s (formed with bypassing of one ckt of 400 kV
Kishtwar - Kishenpur 400 kV D/C line (Quad) at Kishenpur) while second circuit would be
connected to bypassed circuit of 400 kV Kishtwar - Kishenpur line (Quad))
3. 400 kV Samba- Jalandhar D/C line (Quad) (only one circuit is to be terminated at Jalandhar utilizing
1 No. of 400 kV vacated line bay at Jalandhar S/s (formed with bypassing of 400 kV Jalandhar -
Nakodar line (Quad) at Jalandhar) while second circuit would be connected to bypassed circuit of

S.O. 486(E). Whereas M/s Ratle Kiru Power Transmission Limited, the applicant with its registered
office at Shop No-28A, Ground Floor, Omaxe Square, Jasola, New Delhi- 110025, India, has applied for
authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission lines under
the transmission scheme “Transmission scheme for evacuation of power from Ratle HEP (850 MW) & Kiru
HEP (624 MW): Part-A".
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/112/2024-PG
dated 23.12.2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of
overhead transmission lines included in the transmission scheme for "Transmission scheme for evacuation
of power from Ratle HEP (850 MW) & Kiru HEP (624 MW): Part-A”.
M/s Ratle Kiru Power Transmission Limited had published notice for transmission scheme in local
newspapers Financial Express (in English) dated 12.06.2025, Daily Excelsior (in English) dated 12.06.2025,
Uttam Hindu (in Hindi) dated 12.06.2025, Dainik Jagran (in Hindi) dated 12.06.2025, Daily Taskeen (In
Urdu) dated 12.06.2025 and Desh Sewak (In Punjabi) dated 12.06.2025 and in Weekly Gazette of India dated
05.07.2025 along with corrigendum dated 01.11.2025 for the general public to make observations/
representations on the proposed transmission route within two months from the date of publication.
Subsequently, M/s Ratle Kiru Power Transmission Limited has submitted an affidavit dated 02.01.2026
declaring that no observation/ representation was received within two months from the date of Publication in
the official Gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the
Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with
respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by
Government or to be so established or maintained for laying of electric lines under the transmission scheme
"Transmission scheme for evacuation of power from Ratle HEP (850 MW) & Kiru HEP (624 MW): Part-A”
The following lines are covered under this scheme
1. LILO of 400 kV Kishenpur- Dulhasti line (Twin) at Kishtwar S/s along with associated bays at
Kishtwar S/s
2. 400 kV Kishenpur-Samba D/C line (Quad) (only one circuit is to be terminated at Kishenpur utilizing
1 No. of 400 kV vacated line bay at Kishenpur S/s (formed with bypassing of one ckt of 400 kV
Kishtwar - Kishenpur 400 kV D/C line (Quad) at Kishenpur) while second circuit would be
connected to bypassed circuit of 400 kV Kishtwar - Kishenpur line (Quad))
3. 400 kV Samba- Jalandhar D/C line (Quad) (only one circuit is to be terminated at Jalandhar utilizing
1 No. of 400 kV vacated line bay at Jalandhar S/s (formed with bypassing of 400 kV Jalandhar -
Nakodar line (Quad) at Jalandhar) while second circuit would be connected to bypassed circuit of
Jalandhar - Nakodar 400 kV line (Quad))
The overhead transmission lines covered under the above scheme will pass through, over, around and
between the following villages, towns and cities of Punjab and Jammu & Kashmir states:
