The Central Government notifies a new transmission scheme under the TBCB mode, including details of the Bid-Process Coordinator.

Detailed Summary

The Ministry of Power, via Notification S.O. 4967(E) dated 30th October, 2025, issued by the Central Government, notifies a new transmission scheme under the Tariff Based Competitive Bidding (TBCB) mode. This action is taken in exercise of powers conferred by sub-para 3.2 of Para 3 of the Guidelines circulated under Section 63 of the Electricity Act, 2003 (No. 36 of 2003), based on recommendations from the 33rd meeting of the National Committee on Transmission. The scheme involves the installation of two Synchronous Condensers (SynCon) units at the 765/400/220 kV Fatehgarh-II PS, with a tentative implementation timeframe of 30 months from the date of allocation. PFC Consulting Limited is appointed as the Bid-Process Coordinator (BPC). The scope includes two Synchronous Condenser units at the 400 kV level of Fatehgarh-II PS and two 400 kV bays. Each SynCon unit comprises dynamic support of +300 MVAr/-200 MVAr (Minimum) and a Short circuit contribution at PCC of 1200 MVA (Minimum). POWERGRID will provide space free of cost for these units and bays at Fatehgarh-II PS. The BPC's appointment is subject to Ministry of Power guidelines, and BPCs must ensure Right of Way (RoW) optimization as per CEA's Committee report dated 24.09.2024. The route must be finalized after validation on the PM Gati Shakti portal and a physical survey.
