Vide G.S.R. 478(E) dated 1st July 2023, the Chief Justice of India, in exercise of powers under Clause (2) of Article 146 of the Constitution of India, amends columns 4 and 5 (Method of Recruitment and Experience) of the Supreme Court Officers and Servants (Conditions of Service and Conduct) Rules, 1961, for Category No. 29 (PS to Registrar) and Category No. 30 (PS to Additional Registrar); PS to Registrar is to be filled by promotion, on a merit-cum-seniority basis, from PS to Additional Registrars (minimum five years' continuous service) or from Senior Personal Assistants (minimum ten years' continuous service), subject in each case to passing a qualifying Shorthand (English) test at 110 words per minute; PS to Additional Registrar is to be filled by posting of Senior Personal Assistants on a seniority basis (minimum five years' continuous service), subject to the same Shorthand test, with the test condition relaxable for those who have already passed it; issued under F.
