By S.O. 2164(E) dated 31st May 2024, the Ministry of Power confers on M/s Kleio Solar Power Private Limited (registered office at My Home Twitza, TSIIC Hyderabad Knowledge City, Raidurg, Hyderabad, Telangana), under Section 164 of the Electricity Act, 2003, all the powers that a telegraph authority possesses under the Indian Telegraph Act, 1885 for placing telegraph lines and posts, for the purpose of laying a 220 kV dedicated overhead transmission line from the Generation Switchyard of KSPPL at Alwandi Village to the 220 kV Common Pooling Switching Station of Project Ten Renewable Power Pvt. Ltd. and KSPPL at Talakal Village, passing through Alwandi, Kavalur and Talakal villages in Koppal District, Karnataka, to connect the applicant's 153.6 MW Hybrid Power Project; the order notes prior approval under Section 68(1) of the Electricity Act, 2003 granted by the Ministry vide letter 25-17/51/2023-PG dated 18.12.2023, public notice published in The New Indian Express, Rajasthan Patrika, Samyuktha Karnataka and the Weekly Gazette of India dated 13.01.2024, and an affidavit dated 18.04.2024 confirming no objections were received; the approval is granted for 25 years subject to conditions including obtaining consent from local bodies, Railways, and National/State Highways, compliance with Appropriate Commission regulations, operation only after approval of the Electrical Inspector/Chief Electrical Inspector, submission of clearances from Civil Aviation and Defence authorities, and, where the route falls within a Great Indian Bustard (GIB) potential or priority zone, compliance with the Hon'ble Supreme Court's orders in Petition No. 838 of 2019 and directions of the Court-constituted technical/expert committee; the order is issued under File No. 25-16/18/2024-PG and signed by M.V.N. L.-33004/99 The Gazette of India CG-DL-E-04062024-254527 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 2065] NEW DELHI, MONDAY, JUNE 3, 2024/JYAISHTHA 13, 1946 MINISTRY OF POWER ORDER New Delhi, the 31st May 2024 S.O. 2164(E).—Whereas M/s Kleio Solar Power Private Limited, the applicant with its registered office at 9th Floor, My Home Twitza, Plot No. 30/A, TSIIC Hyderabad Knowledge City, Raidurg, Hyderabad, Telangana- 500081, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of dedicated overhead transmission line included in the transmission system for providing connectivity to its 153.6 MW Hybrid Power Project in Koppal District, Karnataka. And whereas, Ministry of Power, Government of India vide its letter 25-17/51/2023-PG, dated 18.12.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of dedicated overhead transmission line included in the transmission system for providing connectivity to its 153.6 MW Hybrid Power Project in Koppal District, Karnataka. M/s Kleio Solar Power Private Limited had published notice for transmission scheme in local newspapers The New Indian Express (English), dated 31.12.2023, Rajasthan Patrika (Hindi) dated 31.12.2023, Samyuktha Karnataka (Kannada) dated 22.12.2023 and in Weekly Gazette of India dated 13.01.2024 for the general public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Kleio Solar Power Private Limited has submitted an affidavit dated 18.04.2024 declaring that no observation/representation was received within two months from the date of Publication in the official Gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of dedicated overhead transmission line for providing connectivity to its 153.6 MW Hybrid Power Project in Koppal District, Karnataka. The following overhead transmission line is covered under this scheme: 220 kV Transmission line from Generation Switchyard of M/s KSPPL (Alwandi Village) to 220 kV Common Pooling Switching Station of M/s Project Ten Renewable Power Pvt. Ltd. and M/s KSPPL (Talakal village) The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Karnataka: +-------------------+----------+---------+ | Villages | Tehsil | District| +===================+==========+=========+ | Alwandi, Kavalur | Koppal | Koppal | +-------------------+----------+---------+ | Talakal | Kukanoor | Koppal | +-------------------+----------+---------+ Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Kleio Solar Power Private Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, Open Access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Kleio Solar Power Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. Vii In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) potential zone (or priority zone), the applicant has to comply with the orders of the Hon'ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon'ble Supreme Court in this regard.
