No. ADMIN-11012/59/2025 (E-293027).— In exercise of the powers conferred by section 35 read with section 9 of the National Highways Authority of India Act, 1988 (68 of 1988), the National Highways Authority of India hereby makes the following regulations, to amend the National Highways Authority of India (Recruitment, Seniority and Promotion) Regulations, 2024, namely:- 1. Short title and commencement. — (1) These regulations may be called the National Highways Authority of India (Recruitment, Seniority and Promotion) (Amendment) Regulations, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the National Highways Authority of India (Recruitment, Seniority and Promotion) Regulations, 2024 (hereinafter referred to as the said regulations), in regulation 12, in sub-regulation (1), for clause(e), the following clause, shall be substituted, namely:- "(e) the crucial date for determination of eligibility for posts to be filled through Search-cum-Selection Committee or on deputation basis shall be the last date including the extended date, if any, specified for the receipt of applications: Provided that for the posts to be filled through direct recruitment, the crucial date for determination of essential educational qualifications shall be as specified in the advertisement, with the approval of the Appointing Authority, which shall, not be later than six months from the last date of receipt of applications in respect of such advertisement.” 3. In the said regulations, in regulation 13, for clause (12), the following clause, shall be substituted, namely:- “(12) The vacancy year for the purpose of promotion shall be the calendar year and the crucial dates for determining the eligibility for promotion shall be the 1st January and 1st July of the vacancy year, as the case may be." 4. In the said regulations, in the schedule for the posts of Chief General Manager (Finance and Accounts), General Manager (Finance and Accounts), Deputy General Manager (Finance and Accounts), Manager (Finance and Accounts) and Assistant Manager (Finance & Accounts), for the words "in an organisation of repute", wherever they occur in column (11), the words "or Goods and Services Tax related matters" shall be substituted.
