RESOLUTION

F. No. E. 11015/1/2018-Hindi-In supersession of the Ministry of Social Justice and Empowerment's
Resolution No. E.11015/1/2018-Hindi, dated 08th of June, 2022 as amended from time to time, Government of India
has decided to reconstitute Hindi Salahakar Samiti of the Ministry of Social Justice and Empowerment (Department of
Social Justice & Empowerment and Department of Empowerment of Persons with Disability). The composition,
functions and tenure etc. of the Samiti shall be as follow:

2. FUNCTIONS:
The functions of the Committee will be to review the implementation of the Official Language Policy as envisaged in
the Constitution of India, Official Language Act & the Rules made thereunder, decisions of the Kendriya Hindi Samiti
and the instructions issued by the Department of Official Language and also to render advice in regard to increasing
the use of Hindi in the working of the Ministry of Social Justice & Empowerment (Department of Social Justice &
Empowerment and Department of Empowerment of Persons with Disability) and its Attached and Subordinate
offices.
3. TENURE:
The tenure of the Committee will be for three years from the date of its constitution. The Members of Parliament,
who are members of the Committee, shall cease to be members of the Committee on the dissolution of the House or
on expiry of their term or otherwise ceasing to be member of the House. The ex-officio members of the Committee
will remain members of the Committee till they work in their respective posts. If a vacancy arises in the Committee,
the member nominated against that vacancy shall hold office for the remaining period. Under special circumstances,
the tenure of the Committee may be curtailed or extended.
4. GENERAL:
The Headquarters of the Committee shall be at New Delhi and its meetings are required to be held in Delhi region.
5. T.A/D.A. & Other Allowances
The Department of Official Language, Ministry of Home Affairs vide their Office Memorandum No.
II/20034/04/2005-O.L. (Policy-2), dated 03 Februarry, 2006 has stated that as the 15 non-official members include 6
Members of Parliament, nominated in the Hindi Salahakar Samitis constituted by Central Ministries/Departments, so
the provision regarding travelling/daily allowance is made more elaborated in the following manner:-
(a)
The Members of Parliament nominated in the Samiti will be paid Travelling Allowance and Daily Allowance
as per the provisions in the "Members of Parliament (Salary, Allowance and Pension) Act, 1954", amendments issued
from time to time and rules made thereunder.
(b)
Travelling Allowance and Daily Allowance to other non-official members of the Samiti will be paid as per
the guidelines contained in the Department of Official Language O.M. No. II/22034/04/86-OL(I-2) dated 22nd
January, 1987 and in accordance with the prescribed rates and rules as amended from time to time by the Government
of India.
ORDER
Ordered that a copy of the Resolution be communicated to all Ministries/Departments of Government of India, all
State Governments and Union Territory Administrations, President's Secretariat, Prime Minister's Office, Cabinet
Secretariat, Committee of Parliament on Official languages, Ministry of Parliament Affairs, Lok Sabha Secretariat,
Rajya Sabha Secretariat, Union Public Service Commission, Election Commission of India, NITI Ayog, Comptroller
and Auditor General of India, Accountant General Central Revenue, Pay & Accounts Officer, Ministry of Social
Justice and Empowerment (Department of Social Justice & Empowerment and Department of Empowerment of
Persons with Disability).
Ordered also that a copy of this Resolution be published in the Gazette of India for general information.
