L.-33004/99 The Gazette of India CG-DL-E-01112024-258410 EXTRAORDINARY PART II—Section 3—Sub-section (i) No. 622] PUBLISHED BY AUTHORITY NEW DELHI, FRIDAY, NOVEMBER 1, 2024/KARTIKA 10, 1946 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE Draft Notification New Delhi, the 1st November, 2024 G.S.R. 680(E).—In exercise of the powers conferred by sections 6 and 25 of the Environment (Protection) Act, 1986 (29 of 1986), the Central Government hereby makes the following draft rules to further amend the Environment(Protection)Rules, 1986, for the information of the public likely to be affected thereby; and notice is hereby given that the said draft notification shall be taken into consideration on or after the expiry of a period of sixty days from the date on which copies of the Gazette containing this notification are made available to the public. Any person interested in making any objections or suggestions on the proposals contained in the draft notification may forward the same in writing, for consideration of the Central Government within the period specified above to the Secretary, Ministry of Environment, Forest and Climate Change, Indira Paryavaran Bhawan, Jor Bagh Road, New Delhi-110003, or send it to the e-mail address: [email protected] and [email protected]. 1. Short title and commencement. 1. 1. These rules may be called the Environment (Protection) Amendment Rules, 2024. 2. They shall come into force on expiry of two years from the date of their publication in the Official Gazette. 2. Height ofthestackforaboveprocessesshallbeasproposedintheEIAstudyforobtaining Environmental Clearance or as prescribed in the Consent issued by SPCB, whichever is more. 2. Fuels having not more than 1% sulphur, such as LDO, LSHS, etc., shall be used in Calcination Plant, Anode Baking Plant and oil fired Casting Furnace. Efforts shall be made for further transition to cleaner fuels. 3. Continuous emission monitoring system (CEMS) shall be installed for monitoring of PM and SO2along with fluegas flow measurement in concerned process stack as applicable. 4. CREP 2003 recommendation for Total Fluoride (as F) consumption -15 kg/ton of Al max. (for Soderberg technology) and 10 kg/ton of Al max. (for Pre-baked technology), are replaced by above standards for Aluminium Fluoride (as AlF3) consumption - 20 kg/ton of Al (max). 5. Forage fluoride monitoring as above shall be conducted at such location where maximum fluoride concentration is expected outside the industry.
