The Delhi Khadi and Village Industries Board (DKVIB), vide F. No. 9(6)/SD/DKVIB/25-26/4578 dated March 29, 2026, and with the approval of the Hon'ble Lt. Governor of National Capital Territory of Delhi, has notified the 'Delhi Khadi Kaushal Vikas Yojna' scheme. This scheme is issued in pursuance of clauses (e) and (f) of sub-section (2) of section 14 and sections 16 and 17 of the Himachal Pradesh Khadi and Village Industries Board Act, 1966 (Himachal Pradesh Act No. 8 of 1966), as extended to the National Capital Territory of Delhi. The primary objective is to revitalize Khadi and Village Industries by recognizing existing skills in the unorganized sector, aligning competencies with national standards set by the National Skill Development Corporation, Ministry of Skill Development and Entrepreneurship, Government of India, and up-skilling candidates and artisans who are residents of Delhi. Benefits are extended only to applicants residing in Delhi for a minimum of five years, coming into force from the date of publication in the Official Gazette. Eligibility requires an Aadhar Card, minimum five-year Delhi residency for various demographic categories (General/SC/ST/OBC/Minority/Women/EWS/Disabled/PWD), registration on the e-Shram portal or DKVIB website, and qualifications as per National Skill Development Corporation norms for Short Term Training and Recognition of Prior Learning (RPL). The scheme provides features such as food during training, CM Certificates and ID cards upon completion, digital literacy, marketing support (brand promotion, market linkages, quality certification, trade fairs), toolkits (e.g., sewing machine under RPL), banking awareness, and e-Catalogues for e-commerce via Open Network for Digital Commerce (ONDC) of the Ministry of Commerce & Industry. Training costs are based on common norms for Skill Development Schemes as amended by the Ministry of Skill Development, G.o.I. Notification No. H-22011/2/2014-SDE (Vol-IV) dated July 15, 2015. Key Performance Indicators track recognition, skill development, financial assistance, and market access, monitored through quarterly reviews. The scheme will be implemented by DKVIB through a Project Management Unit, with expenditure met from the budget allocated by the Government of NCT of Delhi.

Governor of National Capital Territory of Delhi, is pleased to notify the scheme, titled 'Delhi Khadi Kaushal Vikas Yojna' with a view to revitalizing Khadi and Village Industries by recognizing existing skills in unorganized sector and aligning their competencies with national standards laid down by National Skill Development Corporation, Ministry of Skill Development and Entrepreneurship, Government of India and by adding candidates and artisans, up- skill their prior learning, raising their productivity level in trade falling under Delhi Khadi and Village Industries Board, for residents of Delhi, as under:-" 1. Short Title and Commencement: I. This scheme shall be called "Delhi Khadi Kaushal Vikas Yojna". II. The benefits under the scheme shall be extended only to those applicants who have been residing in Delhi for a minimum of five (05) years. III. It shall come into force from the date of its publication in the Official Gazette. 2. Objectives: The scheme aims to: I. Provide sustainable employment opportunities to the artisans, workers, drop-outs from the schools and colleges and individual entrepreneurs of Delhi. II. Provide training, use of modern tools etc., and facilitate to upgrade micro/small-scale units and improve skills, III. Create hand-made goods and contribute to local employment and economic development. 3. Eligibility: I. Candidate having Aadhar Card, belonging to General/SC/ST/OBC/Minority/ Women/EWS/ Disabled/PWD for those residing in Delhi for a minimum of five (5) years with self-certification where caste, disability and EWS certificates are required. II. Registration on e-Shram portal of Central Govt., Registration at Common Service Centers/DKVIB Website/fresh applicants. III. The qualification shall be, as per prescribed conditions by National Skill Development Corporation, MSDE, Govt. of India for Short Term Training and for Recognition of Prior Learning (RPL) IV. Willingness of the candidates to be a part of programme under Delhi Khadi Kaushal Vikas Yojna. 4. Registration: Registration of the beneficiaries shall be done through advertisements in Hindi, Punjabi, Urdu and English newspapers, posters and on the website of DKVIB. Further, the beneficiaries shall include those registered on e-Shram portal of Ministry of Labour & Employment, Govt. of India and other government portals. 5. Features: These are the features of the proposed programme for effective skill development with higher gross enrolment ratio of the applicants by providing the following facilities: i. Provision of food to each participant during the training programme depending on the number of registration for the concerned job role. ii. Recognition of artisans, workers and crafts people who are registered and shall receive a CM Certificate and ID card upon successful completion of training. iii. Digital Literacy to assist in e-marketing for higher revenue. iv. Marketing Support information: The Scheme provides information for brand promotion, market linkages, quality certification, and participation in trade fairs. V. Providing toolkit i.e. sewing machine under Recognition of Prior Learning (RPL) and awareness program on banking facilities. vi. E-Catalogue for e-commerce shall be provided for activities around design development/product development for each candidate for visibility. After training DKVIB shall enable trained candidates with e- Catalogue to be placed on Open Network for Digital Commerce (ONDC), Ministry of Commerce & Industry, Gol for higher revenues to the artisans and workers. vii. Assessment, Certification, Linked to placements in wages or self-employment. viii. Basis of Cost for training: The Ministry of Skill Development, G.o.I. vide their Notification No. H- 22011/2/2014-SDE (Vol-IV) dated 15.7.2015 has amended from time to time has decided common norms for Skill Development Schemes. 6. Key Performance Indicators (KPIs): The Key Performance Indicators (KPIs) of β€œDelhi Khadi Kaushal Vikas Yojna" Scheme of Delhi shall track the success across recognition, skill development, recommendation for financial assistance to banks, if any, and information on market access for artisans/ workers. i. Progress is monitored through quarterly periodic reviews to track the progress of the programmes. ii. Total applications submitted and candidates registered. iii. Successful registrations: The number of artisans/candidates and crafts people who are formally recognized and receive a CM Certificate for skill competency and ID card. iv. Demographic reach: Monitoring beneficiary data across various demographics, including Gender, General/SC/ST/OBC/Minority/Women/EWS/Disabled/PWD ensure inclusivity. V. Skill training verification completion: The number of artisans whose traditional skills have been formally verified and certified. vi. EDP completion: The number of registered artisans who have completed 2 days of EDP programme. vii. Registration of Candidates for training, training as per established/market linked guidelines, assessments, certification as up skilled – RPL/Placements for interested candidates as wage/self-employed. 7. Monitoring Mechanism: i. Assessment Audit Team of DKVIB will be involved for conducting surprise Assessment Audits of Assessors on onsite/online basis. ii. Random check on the assessment answer sheet and results. iii. Random feedback from trainees about the assessors' attitude, knowledge and skills. iv. Random success stories from beneficiaries. v. Verification of applicants demographic, as per Aadhar, Random verification of trainings as implementing partners, random verification of certification. 8.
