Recruitment will be 100% by promotion from IT Assistant Grade 'B' (Level 5, Rs. 29200-92300/-) with six years of regular service, and a two-year probation period. A Group 'B' Departmental Promotion Committee/Departmental Confirmation Committee, comprising the Principal Secretary/Secretary (TTE) as Chairman, the Administrative Secretary (IT), and the Special/Addl. Secretary (Health and Family Welfare) as members, will oversee promotions; consultation with the Union Public Service Commission is not required. The notification also outlines disqualifications related to marriage and includes provisions for relaxation and savings for reserved categories such as Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Ex-Servicemen. No. G-19RR/2/2025-CCU-ITD/E-240452/5913.—In exercise of powers conferred by the proviso to article 309 of the Constitution read with Govt. of India, Ministry of Home affairs Notification No. F.24/78/68 DH(S) dated 24th September, 1968 and in supersession of the Recruitment Rules for the post of IT Assistant Grade 'D' notified vide No. F. 12 (1)/2006/ITC/125-31 dated 04.01.2007, except respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, is pleased to make the following rules regulating the method of recruitment and qualification necessary for appointment to the post of IT Assistant Grade- 'D' in the Department of Information Technology, Govt. of National Capital Territory of Delhi namely: 1. Short title and commencement:-(i) These Rules may be called the IT Assistant Grade D', Department of Information Technology, Govt. of NCT of Delhi, Recruitment Rules 2026. (ii) These shall come into force on the date of their publication in the Delhi Gazette. 2. Application: These rules shall apply to the posts specified in Column No. 1 of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix: The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in Column 2 to 4 of the schedule. 4. Method of recruitment, age limit, other qualification etc.: The method of recruitment, age limit, qualification and other matters relating to the said post shall be as specified in Column No. 5 to 11 of the said schedule. 5. Disqualifications: -No person (a) Who has entered into or contracted marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person shall be eligible for appointment to any of the said posts. Provided that the Department of Information Technology may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation. 6. Power to relax: Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving: Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with orders issued by the Govt. of India from time to time, in this regard. If a Departmental Promotion Committee exists what is its composition "Group 'B' Departmental Promotion Committee (DPC)/Departmental Confirmation Committee (DCC) 1. Principal Secretary/Secretary TTE), Govt. of NCT of Delhi-Chairman. 2. Administrative Secretary (IT) Department Concerned, Govt. of NCT of Delhi-Member. 3. Special /Addl. Secretary (Health and Family Welfare), Govt. of NCT of Delhi-Member. Note: Senior most member of the Departmental Promotion Committee/Departmental Confirmation Committee shall act as Chairperson in case the notified Chairperson of the Departmental Promotion Committee/Departmental Confirmation Committee happens to be junior to another member of the Departmental Promotion Committee.” 13.
