This notification, S.O. 4397(E) dated August 7, 2026, issued by the Ministry of Railways (North Eastern Railway/Construction Organisation), declares the acquisition of lands specified in the annexed Schedule. This acquisition is for the "3rd Line between Barabanki-Burhwal [Km. 26.99]" Special Railway Project in Barabanki district, Uttar Pradesh. It follows a previous notification, S.O. No 2949 (E) dated June 9, 2026, which declared the intention to acquire these lands under sub-section (1) of section 20A of the Railways Act 1989 (24 of 1989) and sub-section (1) of Section 20A of the Railways (Amendment) Act, 2008 (11 of 2008). The substance of the earlier notification was published in "Dainik Jagran, Lucknow" and "The Times of India, Lucknow" on July 2, 2026, as per sub-section (4) of section 20A. All objections received against the project have been resolved by the Competent Authority, whose report was submitted to the Central Government under sub-section 20E. In exercise of powers under sub-section (1) of section 20E, the Central Government now declares the acquisition. Furthermore, in pursuance of sub-section (2) of section 20E, upon publication of this notification, the lands shall vest absolutely in the Central Government free from all encumbrances. NOTIFICATION
Gorakhpur the 7th August, 2026

S.O. 4397(E).—Whereas, by the notification of the Government of India, in the Ministry of Railways
(North Eastern Railway/Construction Organisation), number, S.O. No 2949 (E) dated the 09th June 2026
published in Gazette of India, Extraordinary, Part-II, Section-3, Sub-Section (ii), dated the 09th June 2026
(hereinafter referred to as the said notification) and issued under sub-section (1) of the section 20A of the
Railways Act 1989 (24 of 1989) and sub-section (1) of Section 20A of the Railways (Amendment) Act, 2008
(11 of 2008) (hereinafter referred to as the said Act), the Central Government, declares its intention to acquire
the land specified in the Schedule annexed to the said notification for the purpose of execution, maintenance,
management and operation of the Special Railway Project, namely "3rd Line between Barabanki-Burhwal
[Km. 26.99]" in the district of Barabanki in the state of Uttar Pradesh.

And whereas, the substance of the said notification was published in the daily Hindi News Paper
"Dainik Jagran, Lucknow" Dated 02.07.2026 and daily English News Paper "The Times of India, Lucknow"
Dated 02.07.2026 under sub-section (4) of section 20A of the said Act.

And whereas, the Competent Authority has resolved all the objections received in this project against
the notification;

And whereas, in pursuance of sub-section 20E of the said Act, the Competent Authority has
submitted its report to the Central Government;

Now therefore, upon receipt of the report of the Competent Authority/Special Land Acquisition
Officer, Barabanki and in exercise of the powers conferred by sub-section (1) of section 20E of the said Act,
the Central Government hereby declares that the lands specified in the Schedule annexed hereto shall be
acquired for the aforesaid purpose;

And further, in pursuance of sub-section (2) of section 20E of the said Act, the Central Government
hereby declares that on publication of this notification in the official Gazette, the land specified in the
Schedule annexed hereto shall vest absolutely in the Central Government free from all encumbrances.
