Core Purpose

The President hereby makes the Indian Railway Health Service Rules, 2026, in supersession of the Railway Medical Service Recruitment Rules, 1999, under the powers conferred by the proviso to article 309 of the Constitution.

Detailed Summary

The Ministry of Railways (Railway Board) published G.S.R. 784(E) on September 7, 2026, to introduce the Indian Railway Health Service Rules, 2026, which come into force on the date of their publication in the Official Gazette. These new rules supersede the Railway Medical Service Recruitment Rules, 1999. The rules establish the Indian Railway Health Service, consisting of Group 'A' posts as specified in Schedule I, with a total sanctioned strength of 2533 duty posts across various grades including Apex, Higher Administrative Grade, Senior Administrative Grade, Non-Functional Selection Grade, Junior Administrative Grade, Senior Time Scale, and Junior Time Scale, each with defined pay matrix levels. The Cadre Controlling Authority is the Ministry of Railways. Recruitment methods vary by grade: Junior Time Scale posts are 100% by direct recruitment through the Combined Medical Services Examination conducted by the Union Public Service Commission; Senior Time Scale posts are 70% by promotion and 30% by direct recruitment; and Junior Administrative Grade posts are 90% by promotion and 10% by direct recruitment. Higher grades (Non-Functional Selection Grade, Senior Administrative Grade, Higher Administrative Grade, Apex) are filled primarily by promotion based on seniority or selection, subject to approval by the Appointment Committee of the Cabinet for the highest grades. Schedule IV details the minimum educational qualifications, experience, and age limits for direct recruitment, requiring an MBBS degree recognized by the National Medical Commission Act, 2019, with additional Post Doctoral or Post Graduate qualifications and experience for higher posts. The age of superannuation for service members is 62 years, with an option to continue in clinical posts until 65 years, subject to re-designation (e.g., Apex Scale to Principal Consultant (Health)). Private practice is prohibited, with a provision for non-practicing allowance. The rules also cover probation, confirmation, seniority, dynamic assured career progression, non-functional upgradation, disqualification, power to relax, and saving clauses for reservations for various categories. Schedule V lists administrative posts (e.g., in Railway Board, Zonal HQ, central hospitals) that cannot be held by members after age 62.
