Thirdly, under Rules 5 and 14 of OAMCDR-2024, officers such as the Controller of Mines, Regional Controller of Mines, and Deputy Controller of Mines are authorized as "Competent Authority" for specific rules, including 5, 14, 19, 25, 26, 27, 30(1)(d), 31(5), and 31(6). Lastly, exercising powers under Rule 66 of OAMCDR-2024, the territorial jurisdiction for the Controller of Mines (Offshore) and Regional Controller of Mines (Offshore) at Indian Bureau of Mines (HQ) Nagpur is notified as "the entire Offshore areas of the country as per section 4(n) of Offshore Areas Mineral (Development & Regulation) Act, 2002." All these orders come into force with immediate effect from their notification date in the Official Gazette of India. Additionally, Rule 69(1) & (2) of OAMCDR-2024 outlines the hierarchy for exercising powers: Regional Controller's powers can be exercised by the Controller of Mines, Controller of Mines' powers by the Chief Controller of Mines, and Chief Controller of Mines' powers by the Controller General.
