NOTIFICATION
Nagpur, the 6th November, 2025
F. No. T-4304/1/2025-TS-IBM_HQ.-In pursuance of section 35 of Offshore Areas Mineral
(Development & Regulation) Act, 2002 and powers delegated under the Offshore Areas Mineral
Conservation and Development Rules, 2024; the Indian Bureau of Mines hereby specifies the following
non-refundable fee under Rule 8, 9,17, 18 & 25 for submission of exploration plan, production plan, final
mine closure plan, it's modification and review as applicable:-

This order shall come into force with immediate effect.

F. No. T-4304/1/2025-TS-IBM_HQ.— By virtue of powers vested under Rule 3 (1) (c) of
Offshore Areas Mineral Conservation and Development Rules 2024, I hereby authorize the following
officers of Indian Bureau of Mines as “Authorised Officer" to take action in respect of Offshore Areas
Mineral Conservation and Development Rules 2024 (OAMCDR-2024) and the matters relating to rule/rules
as mentioned below.

1. This order shall come into force with immediate effect from the date of notification in the Official
Gazette of India.
2.
As per Rule 69(1) & (2) of OAMCDR,2024 -
"Exercise of powers:- (1) Any power granted under these rules to the Regional Controller may be
exercised by the Controller of Mines.
(2) The powers granted to the Controller of Mines can be exercised by Chief Controller of Mines
and the powers granted to the Chief Controller of Mines can be exercised by the Controller
General."

officers of Indian Bureau of Mines as “Competent Authority" to take action in respect of Offshore Areas
Mineral Conservation and Development Rules 2024 (OAMCDR,2024) and the matters relating to rule/rules
as mentioned below.

1. This order shall come into force with immediate effect from the date of notification in the Official
Gazette of India.
2. As per Rule 69(1) & (2) of OAMCDR,2024 –
"Exercise of powers:- (1) Any power granted under these rules to the Regional Controller may be
exercised by the Controller of Mines.
(2) The powers granted to the Controller of Mines can be exercised by Chief Controller of Mines and the
powers granted to the Chief Controller of Mines can be exercised by the Controller General."

NOTIFICATION

Offshore Areas Mineral Conservation and Development Rules 2024, it is hereby notified that the limits of
territorial jurisdiction of the Controller of Mines and the Regional Controller of Mines of Indian Bureau of
Mines shall be as given under for the purposes of the said rules.
