The Ministry of Mines (Indian Bureau of Mines), vide Notification S.O. 3548(E) dated 25th July, 2025, in pursuance of clause (b) of sub-section (2) of section 5 of the Mines and Minerals (Development and Regulation) Act, 1957 (67 of 1957) and in exercise of powers conferred by sub-rule (2) of rule 16 of the Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016, has specified non-refundable fees for mining plans. This notification supersedes S.O. 1856(E) and S.O. 1871(E), both dated 18th May, 2016, issued by the same Ministry. For mining leases up to 10 hectares, the fee is Five thousand rupees. For mining leases with an area more than 10 hectares, the fee is Twenty-five thousand rupees per square kilometre or part thereof. A proviso states that for mining plans in respect of Barytes, Felspar, Mica, and Quartz for an area up to 10 hectares submitted for approval on or before 31st December, 2025, the non-refundable fee shall be one thousand rupees only. This notification comes into force on the date of its publication in the Official Gazette.
