The Schedule fee table for individual consultants is revised, setting monthly fee ranges from Rs. 40,000-55,000 for Research Associates/Junior Consultants up to Rs. 1,20,000-2,00,000 for Principal Research Officers/Advisors, and daily fee caps from Rs. 2,500 to Rs. 10,000 by category. The principal 2009 Regulations were published in Part III, Section 4, No. 47 of the Gazette dated 15th February 2010, and the First Amendment Regulations, 2015 in Part III, Section 4, No. 23, dated 22nd January 2015. EXTRAORDINARY PART III—Section 4 PUBLISHED BY AUTHORITY No. 538] NEW DELHI, THURS DAY, AUGUST 3 , 2023/SHRAVANA 12, 1945 CG-HR-E-03082023-247827 JOINT ELECTRICITY REGULATORY COMMISSION (For the State of Goa and Union Territories ) NOTIFICATION Gurugram, the 27th July, 2023 JOINT ELECTRICITY REGULATORY COMMISSION FOR THE STATE OF GOA AND UNION TERRITORIES (APPOINTMENT OF CONSULTANTS) (SECOND AMENDMENT) REGULATIONS, 2023 No. JER C 8/2009 .—In exercise of powers conferred under Section 91 (4) read with Section 181 of the Electricity Act, 2003 (36 of 2003) and all other powers enabling it in that behalf, and after previous publication, the Joint Electricity Regulatory Commission for the State of Goa and Union Territories hereby makes the following amendments in the Joint Electricity Regulatory Commission for the State of Goa and Union Territories (Appointment of Consultants) Regulations, 2009 and its First Amendment Regulations, 2015. 1. Short Title and Commencement: (i) These Regulations may be called the Joint Electricity Regulatory Commission (Appointment of Consultants) (Second Amendment) Regulations, 2023. (ii) These Regulations shall come into force from the date of their publication in official Gazette. 2. Amendment in Regulation 2 Definitions Insertion of sub -clause after (d) (e) Consultancy Evaluation Committee hereinafter referred to CEC means the Committee constituted under Regulation 18. 3. Amendment in Regulation 3 of the Principal Regulations Existing Regulation 3 shall be replaced with the following: - “3. Scope of Work (1) Consultants may be engaged for all or any of the following purposes, namely: - (a) providing expert advice on sp ecific issues of relevance and assist the Commission; or (b) conducting study of best practices, analyzing data, developing bench marks, or any other similar purposes; or (c) performance of tasks requiring experience and qualifications which are either not availab le within the Commission or, in the opinion of the Commission, the engagement of consultant shall be a more efficacious and efficient method of completing the task in terms of quality, time or for any other consideration; or (d) assisting the Commission in per forming their functions, if the Commission is satisfied that there has been increase in quantum of work in the Commission or regular posts could not be filled due to various constraints.’’ 4. Amendment in Regulation 7 of amendment Regulations Regulatio n 7 B of Amendment Regulations,2015 is repealed. 5. Amendment to Regulation 8 of the Principal Regulations: -\ The table appended to the Regulation 8 of the Principal Regulations shall be substituted with the following table: - *There shal l be no upper age limit in this category 6. Amendment in Regulation 10 of the Principal Regulations Heading of Regulation 10 of principal regulation shall be substituted with the following: - ‘10. Engagement of Institutional Consultants’ 7. Amendment i n Regulation 18 B of First Amendment Regulations Regulation 18 B of First Amendment regulations, 2015 shall be substituted with the following: - Regulation 18 B Selection of Consultant (1) The Secretary of the Commission shall invite applications by publishing notice on the Commission’s website and in two leading newspapers and by giving, as far as possible, a period of minimum two weeks for making applications by interested persons. (2) Before publishing the notice, the Secretary shall identify the qualification an d experience requirements keeping in view the relevant provisions of the Commission’s Regulations governing the recruitment against regular posts or expertise required towards performing the duties/task envisaged. (3) The Consultant shall be engaged with appr opriate functional designation, in the following categories, commensurate with the academic qualifications, total experience in number of years, domain expertise and knowledge required for the deliverables: - Category Experience (in completed years) Qualifi cations Junior Consultants/Research Associate Zero to upto three years As may be decided at the time of issue of notice, commensurate with the requirement of work. Consultants/Research Officer Three to upto Ten years Category Experience Junio r Consultants/Research Associate Zero to upto Three Years Consultants/Research Officer Three to upto Ten Years Senior Consultants/Senior Research Officer Ten to upto Fifteen Years Advisors/Principal Research Officer* Fifteen Years and above Senior Consultants/Senior Research Officer Ten to upto Fifteen years Advisors/Principal Research Officer* Fifteen Years and above *There shall be no upper age limit in this category (4) The Commission shall constitute the CEC comprising the Secretary, Director(s) with an option to include additional member having knowledge in the area of work for which the consultancy services are to be obtained. In case where the Consultant proposed to be engaged is equivalent to the post of Senior Research Officer or Principal Research Officer , the CEC sh all be headed by a Member of the Commission. The CEC shall interact with the candidates and recommend names of suitable persons for engagement as consultants along with fee to be paid to such consultants for approval of the Commission. (5) The Staff Consultant shall be engaged initially for a period of two years. The period of engagement may be extended, based on satisfactory performance of the candidate, by a period up to one year, on each occasion, limited to a total period of five years. In deserving cases, an annual escalation upto 10% on the fee may be given with the approval of the Commission based on the performance during the preceding year." 8.
