The Ministry of Home Affairs, by Notification G.S.R. 800(E) dated 20th October 2023, issued under clauses (b) and (c) of sub-section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968), made the 'Border Security Force, Air Wing Officers (Group 'A' Combatised posts) Cadre, Recruitment Rules, 2023,' in supersession of the Border Security Force, Air Wing Officers (Group 'A' Combatised posts) Recruitment Rules, 2011, insofar as they relate to the posts of Senior Captain (Inspector General), Senior Operations Officer (Deputy Inspector General), Chief Engineer (Deputy Inspector General), Deputy Chief Engineer (Commandant), Senior Aircraft Maintenance Engineer/Senior Aircraft Radio Maintenance Engineer (Second-in-Command), Commandant (Chief Logistic Officer), Equipment Officer/Senior Stores Provisioning Officer (Second-in-Command), Logistics Officer (Deputy Commandant), and Assistant Commandant (Logistics), effective from publication. The Schedule sets out, for example, 2 posts (2023) of Senior Captain at Level-14 (Rs.144200-218200) and 1 post (2023) of Senior Operations Officer at Level-13A (Rs.131100-216600), filled fifty per cent by promotion and fifty per cent by deputation/absorption including for ex-servicemen. The rules provide for superannuation at age sixty, disqualification for bigamous marriage (with an exemption power for the Central Government), medical fitness standards including flying fitness per Ministry of Home Affairs guidelines dated 20.05.2015, a power to relax provisions for any class of persons, and savings for reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and ex-servicemen. A Group 'A' Departmental Promotion Committee is constituted, chaired by the Secretary, Ministry of Home Affairs, with members including the Director General, Border Security Force, another Director General from a Central Armed Police Force, a Joint Secretary, Ministry of Home Affairs, and a co-opted technical member from the Ministry of Civil Aviation (DGCA) or Ministry of Defence (Indian Air Force).

Short title and commencement. - (1) These rules may be called the Border Security Force, Air Wing Officers (Group ‘A’ Combatised posts) Cadre, Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of Posts, classification and level in the Pay Matrix. - The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age limit, qualifications etc. - The method of recr uitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Superannuation. - (1) The officers appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as notified by the Central Government from time to time: Provided that an officer whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years. (2) No person shall be granted extension in service beyond the age of retirement of sixty years. 6. Seniority. - The inter -se-seniority of officers appointed to the posts in different cat egories or grades of the cadre shall be determined in accordance with the general orders or instructions issued by the Central Government from time to time. 7. Disqualification. -No person, - (a) who, has entered into or contracted a marriage with a per son having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 8. Medical fitness. - (i) Medical standard for pro motion: - Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE -I and for those who are flying Aircrafts shall also have the flying fitness as per norms of the relevant regulatory authority issued from time to time, shall be eligible for promotion to the posts specified in the column (1) of the Schedule. (ii) Medical and physical standard for direct recruits: - Only those persons who are medically and physically fit as specified in the Ministry of Home A ffairs guidelines dated 20.05.2015 on recruitment of medical examinations in Central Armed Police Forces and Assam Rifles and as per the scheme prescribed by the Central Government and subsequent amendments thereon from time to time shall be eligible for a ppointment to the posts specified in the column (1) of the Schedule. In addition, the persons to be recruited for induction in the flying branch shall also have the flying fitness as per norms of the relevant regulatory authority as amended from time to ti me: Provided that , for induction in the flying branch, medical examination shall be done at the medical centers nominated or approved by the relevant regulatory authority. 9. Appointment. - Officers who have completed their qualifying or eligibility criter ia as contained in the Schedule annexed to these rules, shall be considered for appointment to the grades: Provided that nothing contained in this rule shall apply to the officers holding the post on regular basis before the publication of these rules: Provided further that the officers so appointed shall have to qualify the requisite qualifications within a period of two years from the date of their appointment to the grades and the depar tment shall provide necessary opportunity for obtaining endorsement for conversion training and to complete the required Flying Hours: Provided also that the requirement of total group ‘A’ service for promotion to subsequent higher grades in hierarchy shall stand reduced by five years in respect of direct recruited Deputy Commandant (Pilot/Junior Aircraft Maintenance Engineer) for their future promotions. 10. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedien t to do so, it may, by order, for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons. 11. Saving. - Nothing in these rules shall affect reservations, relaxation of age limit and o ther concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex -servicemen, Government servants and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. 12. Interpretation. - If any question relating to the interpretation of these rules arises, it shall be decided by the Central Government. SCHEDULE Name of the post. Number of posts. Classification. (11) (I) Promotion. - Captain Pilot (Deputy Inspector General) and Senior Operations Officer (Deputy Inspector General) with two years’ regular service in Level -13A (Rs.131100 -216600) in the pay matrix with total twenty four years’ of Group ‘A’ service or Commissioned service or Cumulative Group ‘A’ and Commissioned Service and having following qualifications - (A) (i) Current Airlines Transport Pilot’s License for Aeroplane or C ommercial Pilot License for Aeroplane with current Flight Radio Tel ephone Oper ator’s License with current instrument rating on Aircraft; and (ii) experience to fly aircraft as Pilot -in-Command with Very Important Persons as per Directorate General of Civ il Aviation Norms; and (iii) minimum 2500 hours as Pilot -in-Comma nd on Aircraft with 1500 hours as Pilot -in-Command on the type (any variant) of Aircra ft operated by Border Security Force; or (B) (i) Current Airlines Transport Pilot’s License for Helicopter or Commercial Helicopter Pilot’s License with current Flight Radio Tel ephone Operator’s License with current Instrument rating on Helicopters (Th e current instrument Rating is applicable for the helicopter cleared for Instrument Flight Rules flying); and (ii) experience to fly helicopter as Pilot -in-Command with Very Important Persons as per Directorate General of Civil Aviation Norms; and (iii) minimum 2500 hours as Pilot -in-Command on Helicopter with 1000 hours Pilot -in-Command on the type (any variant) of Helicopter operated by Border Security Force; or (C) (i) Current military flying Category with Instrument Rating of “A/B” Master Green on the type (any variant) of Helicopter or Aircraft operated by Border Security Force; and (ii) experience to fly helicopter or aircraft as Pilot -in-Command with Very Important Persons as per Military Norms; and (iii) minimum 2500 hours as Pilot in -Command on He licopter or aircraft with 1000 hours Pilot -in-Command on the type (any variant) of Heli copter or Aircraft operated by Border Security Force. Note -1.- The eligibility list for promotion shall be prepared with reference to the date of completion of the prescribed qualifying service by the officers in the respective grade or post. Note -2: Where juniors who have completed their qualifying or eligibility ser vice are considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service for more than half of such qualifyin g or eligibility service or two years, whichever is lesser, and hav e successfully completed their probation period for promotion to the next grade along with their Juniors who have already completed such qualifying or eligibility service. (II) Deputation (including short -term contract)/Absorption: - Officers of the Centra l Government or State Governments or Union territories or the Public Sector undertakings: (a) holding analogous posts in Level -14 (Rs.144200 -218200) in the pay matrix with twenty four years’ of Group ‘A’ service or Commissioned service or Cumulative Group ‘A’ and Commissioned Service and possessing the qualifications and experience as specified for promotion; or (b) Officers in the rank of Air Vice Marshal from Indian Air Force (Flying Br anch -Transport or Helicopter Pilot) holding analogous posts with tw enty four years’ Group -A service or Commissioned service. (III) For Ex -Servicemen: - (i) Deputation and Re -employment: - The Armed Forces Personnel due to retire or who are to be transferre d to reserve within a period of one year and having the requisite e xperience and qualifications prescribed for deputation in para (II) above and held equivalent post in Level -14 (Rs.144200 -218200) in the pay matrix shall also be considered and such persons shall be given deputation terms upto the date on which they are du e for release from the Armed Forces; thereafter they may be continued on re -employment. (ii) Re -employment: - The retired Armed Forces personnel possessing qualifications and experience as specified for deputation in para (II) above and held equivalent pos t in Level -14 (Rs.144200 -218200) in the pay matrix in the Armed Forces of the Union and the break in service should not be more than two years. Note -1: The period of deputation includin g period of deputation in another ex -cadre post held immediately pr eceding this appointment in the same or some other organisation or department shall ordinarily not exceed five years. Note -2: The maximum age limit for appointment by deputation shall not exceed fifty -eight years on the date of receipt of application. Note-3: The Departmental Officers who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligib le for consideration for appointment by promotion. Note -4: Absorpt ion can be effected only in the case of officers from the Central Government or the State Governments or the Union territories. (iii) minimum flying experience of 2000 hours as Pilot in Command on aircraft or helicopter with 500 hours Pilot in command on the type (any variant) of Aircraft or Helicopter operated by Border Security Force. (II) Deputation (including short -term contract)/Absorpti on:- Officers of the Central Government or State Governments or Union territories or the Public Sector undertakings, - (A) (i) holding analogous posts or equivalent post in Level -13A (Rs. 131100 - 216600) in the pay matrix, or (ii) with two years’ regular s ervice in Level - 13 (Rs.123100 -215900) in the pay matrix or Level - 13 (Rs.130600 -215900) (Defense Force Personnel) in the pay matrix with twenty years’ of Group ‘A’ Service or Commissioned Service or Short Service Commissioned service; and (B) possessing qualifications and experience as specified in paragraphs (A) or (B) for promotion or as specified below: - (a) Current/held military flying Category with Instrument Rating ‘A’/‘B’ Master Green/ ‘B’ Green on the type (any variant) of Aircraft or Helicopters oper ated by Border Security Force with flying fit medical category; and (b) flying experience of having flown aircraft or helicopter as Pilot -in- Command with Very Important Persons as per Milit ary Norms; and (c) minimum flying experience of 2000 hours as Pilot in Command with 500 hours Pilot in command on the type (any variant) of Aircraft or Helicopter operated by Border Security Force: Provided that the officer so appointed is able to get h is military flying category renewed or current within a period of s ix months from the date of appointment and if the officer is not able to get his military flying category renewed or current, he may be repatriated or his service may be terminated on the d ate of completion of six months. (III) For Ex -Servicemen: - (i) D eputation and Re -employment: - The Armed Forces Personnel, holding equivalent post in Level -13A (Rs.131100 - 216600) in the pay matrix, due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications prescribed for deputation under para (II) above shall also be considered and such persons shall be given deputation terms upto the date on which they are due for release fro m the Armed Forces; thereafter they may be continued on re -employme nt. (ii) Re -employment: - The retired Armed Forces personnel, holding equivalent post in Level -13A (Rs.131100 -216600) in the pay matrix, possessing qualifications and experience as prescri bed for Deputation under para (II) above, and the break in service should not be more than two years. Note -1: The period of deputation including period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organisation or department shall ordinarily not exceed five y ears. Note -2: The maximum age limit for appointment by deputation shall not exceed fifty-six years on the date of receipt of application. Note -3: The Departmental Officers who are in th e direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. (II) Deputation (including short term contract)/Absorption: - Officers of the Central Government or State Governments or Union territories or the Public Sector undertakin gs: (A) (i) holding analogous posts in parent cadre or department; or (ii) with two years’ regular service in the Level -13 (Rs.123100 -215900) in the pay matrix with twenty years’ of Group ‘A’ service or Commissioned service or Short Service Com missioned service; and (B) possessing qualifications and e xperience as under: - (i) holder of current Aircraft Maintenance Engineer License in Category B -I Mechanical -Aeroplane Turbine/Helicopter Turbine or B -2 (Avionics) (as prescribed from tim e to time as per requirement) on Aircraft or Helicopters operated b y Border Security Force; or holder of Engineering Degree or equivalent in Mechanical or Electrical or Electronics and Telecommunications or Aeronautical stream and Type Trained/T ettra/ Maintenance Conversion Flight Qualified (as prescribed from time to time as per requirement) on Aircraft or Helicopter operated by Border Security Force; and (ii) total Aircraft or Helicopter maintenance experience/ Airworthiness management experi ence of twenty years including fifteen years on aircraft or helicop ter operated by Border Security Force (as prescribed from time to time as per requirement).
