S.O. 4639(E). — In exercise of the powers conferred by sub-para 3.2 of Para 3 of the Guidelines
circulated under Section 63 of the Electricity Act, 2003 (No. 36 of 2003), the Central Government had
notified following scheme, for implementation under TBCB mode, vide Gazette Notification mentioned
below:

2. Now, the Central Government, on the recommendations of 42nd National Committee on Transmission
has decided to modify the scope of above mentioned scheme. As such, the scope mentioned at Sl. No. 2, 3
and 5 of above scheme is hereby modified and Sl No. 5a is added as mentioned below; other scopes of the
Transmission Scheme and Bid Process Co-ordinator shall remain unchanged:

Note:

Note:
i) Implementation of scheme require
a). Acquisition of additional land at Pugalur (existing) for 2 nos. of 400kV line bays

existing S/s.POWERGRID to facilitate termination of line.
b). 2 nos. new GIS diameter (Line-Tie-Line(F) without future provision of line

Note:

subsequently LILOing the same at Jejuri through multi-circuit towers, in view of severe ROW
constraints in the Jejuri area. The TSP may take note of the same for ease of implementation of
the subject scope.
d. TSPs of Solapur PS & Pune-III S/s shall provide space for above scope of work free of cost
e. MSETCL shall provide space for above scope of work at Jejuri S/s free of cost

Note:
a. With the above scope at Sl. No. 2, the following transmission lines shall be established:
i. Kurawar - Gadarwara-II 765 kV S/c line (~225 km),
ii. Kurawar - Bhopal (BDTCL) 765 kV S/c line (~50 km)
iii. Bhopal (BDTCL) – Gadarwara-II 765 kV S/c line (~175 km)
b. TSP of Kurawar S/s & Bhopal S/s shall provide the required space free of cost for the above scope
of work.
c. NTPC shall implement Gadarwara-II - Gadarwara TPS-II (NTPC) (Bus Section-II) D/c line.
d. As per feedback from TSP (POWERGRID) of Seoni (PG) S/s, existing Bays No. 430 (in the diameter
of 765/400 kV ICT-3) and Bay No. 426 & 427 (to be constructed in a new diameter) can be utilized
for termination of the 400 kV lines. Further, one no. line reactor present in the new diameter space
is a cold spare, which shall be relocated within the substation. The scope of shifting and new
foundation shall be under the present scope of work.
e. TSP of Seoni S/s (POWERGRID) shall provide the required space free of cost for the
f. MPPTCL shall implement Gadarwara-II – Gadarwara (STU) 400kV D/c (Quad Moose / High
Capacity) line as well as Seoni (PG) - Chhindwara (STU) 400 kV DCDS (Quad Moose / High
Capacity) line along with associated line bays at Gadarwara (STU) end in matching time-frame.
7. For Schemes at para 5 and 6 above, BPC (PFCCL) to award Part A & Part B schemes together, as
evacuation of additional 1,500 MW of RE power at Mandsaur PS, getting integrated under Part A, is
contingent upon completion of Part B.
8. The appointment of the Bid Process Coordinator is subject to the conditions laid down in the Guidelines
issued by Ministry of Power in this regard, amended from time to time.
9. BPCs shall ensure RoW optimization as per the CEA's Committee report dated 24.09.2024 for
calculation of reduction of Right of Way (RoW) Width through Technological Options.
10. 400 kV monopole tower structures, insulated cross arms and other RoW corridor optimization measures
to be adopted in urban/ semi-urban areas.
11. 400 kV monopole tower structures to be used where RoW issues are anticipated, while lattice towers
shall be used in other sections.
12. Other RoW optimization measures to be taken in forest/ hilly-terrain areas other than use of monopole.
13. Further, the route must be finalised after validation on PM Gati Shakti portal and physical survey.
