The Ministry of Mines, through notification G.S.R. 687(E) dated 30th July, 2026, exercised powers conferred by section 35 of the Offshore Areas Mineral (Development and Regulation) Act, 2002 (17 of 2003), to issue the Offshore Areas Mineral Conservation and Development (Amendment) Rules, 2026. These rules, effective from 1st August, 2026, further amend the Offshore Areas Mineral Conservation and Development Rules, 2024 (originally published vide G.S.R. 791 (E) dated 31st December, 2024). Key amendments include substituting clause (ii) in sub-rule (4) of rule 48 to mandate action for initiating penalty adjudication in accordance with the Offshore Areas Mineral Adjudication of Penalties Rules, 2026. Additionally, sub-clauses (a) of clause (ii) and clause (iii) of sub-rule (5) of rule 48 are amended to replace references to amounts specified in the Second Schedule with "penalty in accordance with Offshore Areas Mineral Adjudication of Penalties Rules, 2026". Rule 60 is entirely substituted to state that contraventions of the rules shall incur penalty in accordance with section 28 of the Act and the Offshore Areas Mineral Adjudication of Penalties Rules, 2026. L.-33004/99 The Gazette of India CG-DL-E-31072026-274997 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 625] NEW DELHI, THURSDAY, JULY 30, 2026/SHRAVAN 8, 1948 MINISTRY OF MINES NOTIFICATION New Delhi, the 30th July, 2026 G.S.R. 687(E).— In exercise of the powers conferred by section 35 of the Offshore Areas Mineral (Development and Regulation) Act, 2002 (17 of 2003), the Central Government hereby makes the following rules further to amend the Offshore Areas Mineral Conservation and Development Rules, 2024, namely: 1. Short title and commencement: (1) These rules may be called the Offshore Areas Mineral Conservation and Development (Amendment) Rules, 2026. (2) They shall come into force on the 1st day of August, 2026. 2. In the Offshore Areas Mineral Conservation and Development Rules, 2024 (hereinafter referred to as the said rules), in rule 48,— (a) in sub-rule (4), for clause (ii), following clause shall be substituted, namely: – "(ii) take action to initiate adjudication of penalty for contravention in accordance with Offshore Areas Mineral Adjudication of Penalties Rules, 2026;"; (b) in sub-rule (5), – (i) in clause (ii), in sub-clause (a), for the words "such amount as specified in the Second Schedule", the words "penalty in accordance with Offshore Areas Mineral Adjudication of Penalties Rules, 2026 "shall be substituted; (ii) in clause (iii), for the words "such amount as specified in the Second Schedule", the words "penalty in accordance with Offshore Areas Mineral Adjudication of Penalties Rules, 2026 "shall be substituted. 3. In the said rules, for rule 60, the following rule shall be substituted, namely: "60. Penalty. – Whoever contravenes the provisions of these rules shall be liable to penalty in accordance with the provisions of section 28 of the Act and the rules made thereunder (i.e., the Offshore Areas Mineral Adjudication of Penalties Rules, 2026).". 4.
