The authentication is intended for beneficiaries/users of benefits and services under Central and State Government schemes/initiatives, utilizing the Beneficiary Satyapan Application (BSA). In pursuance of rule 5 of the said rules, read with sub-clause (i) or (ii) of clause (b) of sub-section (4) of section 4 or section 7 of the Aadhaar Act, NIC notified that authentication may only be carried out for allowed purposes, requiring the concerned Ministry/Department/Agency to obtain the Aadhaar number holder's consent. Furthermore, Aadhaar authentication is voluntary as per sub-rule (2) of rule 3 of the rules, and individuals must be informed of alternate identification means, with no service denial for refusing or being unable to undergo Aadhaar authentication. This notification comes into effect from its publication date in the official Gazette.

And whereas, the Aadhaar authentication shall be performed for authentication of beneficiaries/users of delivery (benefits/services) under schemes/initiatives of Central and State Governments (hereinafter referred to as the said purpose) as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the said Ministry/Department/Agency shall perform the Aadhaar authentication only for identification of beneficiaries/users of delivery (benefits/services) under schemes/initiatives of Central and State Governments through Beneficiary Satyapan Application (BSA) [hereinafter referred to as the use case(s)]. Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (i) or (ii) of clause (b) of sub-section (4) of section 4 or section 7 of the Act, NIC hereby notifies the following, namely: 1. Authentication of beneficiaries for establishing the identity of Aadhaar number holder may be carried out by the concerned Ministry/Department/Agency only for the purposes wherein use of Aadhaar authentication has been allowed under section 4(4)(b)(i) or 4(4)(b)(ii) or 7 of Aadhaar Act. 2. The concerned Ministry/Department/Agency, as provided in the Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein. 3. As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis and the concerned Ministry/Department/Agency shall inform to the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication.
